HomeMy WebLinkAboutResolution - 2017-R0177 - Adopting Comprehensive Plan Advisory Committee - 05/11/2017Resolution No.2017-R0177 Item No.7.5 May 11,2017 RESOLUTION WHEREAS,the City Council of the City of Lubbock (the "City Council")adopted an update tothe 1974 Lubbock Comprehensive Plan andthe 1983 Comprehensive Land Use Plan on August 22,1985 through Resolution No.2118 in order to promote the public health,safety,and welfare of the citizens of Lubbock,Texas and to promote sound,long- range development;and WHEREAS,the City Council desires to update the comprehensive plan and comprehensive land use plan amended through Resolution No.2118 to,among other things,more accurately reflect the current state of the City and to more specifically indicate the potential challenges to and opportunities fortheCity's future growth;and WHEREAS,the City Councilhas indicatedits intentto use the professional services of a planningconsultantteam in order to develop,facilitate,produce,and deliveran updateto the City's comprehensive plan and future land use plan; and WHEREAS,the City Council now desires to appoint an ad hoc committee of individuals representing various neighborhoods,industries,professions,and other appropriate stakeholders to guide the planning consultant in its development, facilitation, production, and delivery of the comprehensive plan and future land use plan;NOW,THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: Section 1.THAT the City Council of the City of Lubbock hereby creates the Comprehensive Plan Advisory Committee (the "Committee")to work with the City's planning consultant (the "Consultant")in the development,facilitation, production, and delivery of a Comprehensive Plan and Future Land Use Plan to be presented to the City by the Consultant with the recommendations of the Committee. A more specific description of Committee member duties and responsibilities is attached to this Resolution as Exhibit A. Section 2.THAT the Committee shall be comprised of at-large members representing various neighborhoods,industries,professions,and other appropriate stakeholders throughout Lubbock,including one (1) of whom shall be appointed as the Chair of the Committee (the "Chair")by the Mayor.The specific members of the Committee are listed in the attached Exhibit B. Section 3.THAT meetings of the Committee shall be held at least six (6)times at times and locations established by the Chair with direction from the Consultant.The Chair may call additional meetings of the Committee as needed or directed by the Consultant. The quorum of the Committee shall be the members present at the meeting,and a majority vote of the quorum shall be required for any action to be taken by the Committee.All meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory boards and commissions.The City Manager of the City of Lubbock, the City Attorney of the City of Lubbock, and other City staff or their designees, may attend all meetings of the Committee, and shall serve as a resource to the Committee and the Consultant as requested. Section 4. THAT the Chair shall have the authority to create subcommittees of the Committee. The Chair shall have the authority to select Committee members to serve on subcommittees. A meeting of any subcommittee shall be held at the time and location established by the members of the subcommittee and the Consultant. A subcommittee may call as many additional meetings of the subcommittee as needed. The quorum of the subcommittee shall be the members present at the meeting, and a majority vote of the quorum shall be required for any action to be taken by the subcommittee. All subcommittee meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory boards and commissions. The City Manager of the City of Lubbock, the City Attorney of the City of Lubbock, and other City staff, or their designees, may attend all subcommittee meetings, and shall serve as a resource to the subcommittee and the Consultant as requested. Section 5. THAT the Chair shall appoint one (1) member to serve as a vice-chairman of the Committee (the "Vice -Chair"). The Vice -Chair shall perform the duties of the Chair in the event that the Chair is unable to attend a meeting of the Committee. Section 6. THAT all Committee members shall serve at the pleasure of, and may be removed by, the City Council of the City of Lubbock. Section 7. THAT the Committee's primary task shall be to guide the Consultant in the formation of a Comprehensive Plan and Future Land Use Plan. Within twelve (12) months of the execution of this resolution, unless additional time is granted by the City Council, the Committee shall dissolve and its work for the City and with the Consultant shall automatically cease. The Committee's final task before its dissolution will be, at the direction of the Consultant, to assist the Consultant in its presentation of the Comprehensive Plan and Future Land Use Plan to the City Council at a regularly scheduled open meeting of the City Council. Formation and Establishment of the Comprehensive Plan Advisory Committee May 4, 2017 Exhibit A — Comprehensive Plan Advisory Committee: Member Job Description & Duties As the City Council proceeds with contracting a planning consultant to develop a new Comprehensive Plan and Future Plan Use Plan for the City of Lubbock, it is also essential to appoint a citizen advisory committee to represent Lubbock and guide the consultant in the development of the plans. The following board member job description further explains the charge of the committee and their role in the development of the Comprehensive Plan and Future Land Use Plan. Member Job Description & Duties The Comprehensive Plan Advisory Committee (CPAC) consists of members appointed by the Lubbock City Council. Members represent various neighborhoods, industries, professions and other stakeholders. These Plans will assist the City in designing and delivering services to the community and will represent the community's input as to the current and future state of the City, including potential challenges, barriers and opportunities for future growth and City services. This Committee's primary charge is to guide the selected planning consultant and actively participate in the facilitation, production and delivery of the Comprehensive Plan and Future Land Use Plan. Encouraging and soliciting public input to the process is also an essential member responsibility. Structure: The Mayor shall appoint one member of the Committee as Chair. The Chair shall appoint one member of the Committee as the Vice -Chair. The Vice -Chair shall perform the duties of the Chair in the event the Chair is unable to attend a meeting of the Committee. Sub-Committee(s): The Chair shall have the authority to create subcommittees from the Committee membership. Meetings: It is anticipated the Committee will meet at least six times throughout the 12-month process at times and locations established by the Chair with direction from the planning consultant and may meet more often at the call of the Chair. Subcommittee meetings shall be held at the time and location established by the subcommittee members and the planning consultant. All meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory commissions and boards. The City Manager of the City of Lubbock, the City Attorney of the City of Lubbock, and other City staff, or their designees, may attend all meetings of the Committee and Subcommittees. Designated City staff shall serve as a resource to the Committee and the Consultant as requested and will also provide necessary logistical support to the members. Quorum and Action: A quorum of either the Committee or a Subcommittee shall be those members present at the meeting and a majority vote of those members present shall be required for any action to be taken. Duties: The Committee's primary tasks shall be to guide the Consultant in the formation of a Comprehensive Plan and Future Land Use Plan for the City of Lubbock and to serve as champions of the planning process and resulting Plans. Active attendance and participation in all planning efforts is an essential duty of Committee members. Members are expected to use their best efforts to attend all meetings of the Committee, any subcommittee of which they are a member and public input meetings. Committee members will represent the City in these events and should encourage and promote public input to the process and to the specific topics under discussion. Committee members should also provide their own thoughts, guidance and suggestions to the overall and specific Plan elements as they are developed. Members should be prompt in providing appropriate feedback to the Committee and to the planning consultant throughout the development process. Committee members will work with the planning consultant to provide their local knowledge on general and specific topics under discussion. Members should constantly strive to solicit public input and participation from across the community for inclusion in the process.
