RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock, or his designee, is hereby authorized to execute a
FY 2020 Federal Transit Administration Section 5307 CARES ACT Grant, Project ID TX-
2020-165-00, to provide general operating assistance to the City of Lubbock, by and through
Citibus, Said Grant is attached hereto and incorporated in this Resolution as if fully set forth
herein and shall be included in the minutes of the Council.

7/27/2020 - NB - This is an application for FY 2020 Section 5307 Federal Funds from the CARES ACT in the
amount of $9,604,633. These funds will be used for general operations, fare box system upgrade that
includes a touchless payment option, driver barriers and to acquire miscellaneous support equipment to
prevent, prepare for and respond to COVID-19. General operations includes employee salaries, benefits, fuel,
cleaning and disinfecting supplies, personal protective equipment, and other materials and supplies.
The grant breakdown will be as follows:

Per the CARES Act, this grant is 100% federal funding and therefore, does not require local match.
The Recipient agrees that if it receives Federal funding from the Federal Emergency Management Agency
(FEMA) or through a pass -through entity through the Robert T. Stafford Disaster Relief and Emergency
Assistance Act, a different Federal agency, or insurance proceeds for any portion of a project activity
approved for FTA funding under this Grant Agreement, it will provide written notification to FTA, and
reimburse FTA for any Federal share that duplicates funding provided by FEMA, another Federal agency, or
an insurance company. Per the CARES Act, the project(s) in this application is not required to be programmed
in the Long -Range Transportation Plan or Statewide Transportation Improvement Program.
1% of the FY 2020 CARES Act funds will be used on security and surveillance. These funds will be used to
purchase miscellaneous capital items used for safety and security for drivers and passengers. The total FTA
amount is $96,046 with no local match required.
This grant request is within acceptable limits of the fleet ratio.
