RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporation (the "Corporation"), the City Council
of the City of Lubbock (the "City Council"), as the Corporation's authorizing unit, has the
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or expenditure, as proposed to the City Council by the Corporation, as set forth in
Exhibit "A" attached hereto and incorporated herein by reference; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Downtown Permittable Grant program or expenditure of the Corporation, in the
amount set forth in Exhibit "A" attached hereto and incorporated herein by reference, to be
provided to Pico Properties, LLC, is hereby approved pursuant to Section 5 of the Amended
and Restated Bylaws of the Corporation.

AT 1822 BUDDY HOLLY AVENUE
DOWNTOWN FACADE & PERMITTABLE GRANT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC DEVELOPMENT
CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday, June 24, 2020, held in conformity with the
bylaws, after due notice as therein provided, a quorum being present and acting, the following resolution was unanimously
adopted:
WHEREAS, MLI presented to members of the Board the proposal of a possible Economic Development Grant and
Contract to Lubbock Pico Properties, LLC, owner of the property at 1822 Buddy Holly Avenue, located within the Downtown
TIF, and houses two tenants, Unity in Glass and Tornado Gallery. Lee Ware is the owner of Lubbock Pico Properties, LLC
and Unity in Glass, is a native of Morton and graduate of South Plains College. Lee's professional background has ranged
from Registered Nurse to Senior Global Marketing Manager for Baxter Healthcare with global marketing responsibilities and
he relocated back to Lubbock in 2010 and established his glass blowing studio, co -located with Tornado Gallery. Unity in
Glass was established in 2011 as an e-commerce powered art production studio with a staff of 5, including 3 glass blowers and
2 customer service /logistics support members. The scope of fagade work for this project will include store front glass window
replacement, doors, wall repair and a canopy and awning addition totaling $50,047 in expenses and the permittable work will
include roof resurfacing and sky light removal and capping totaling $31,611 in expenses. There will also be an additional
$9,543 in interior floor resurfacing expense that does not qualify for the grant program. The terms and conditions of such
Economic Development Grant and Contract, other than the normal terms and conditions applicable to all such Economic
Development Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant for Lubbock Pico Properties, LLC, a Downtown Facade Grant for $25,000 and a Downtown Permittable Grant
totaling $3,161 for the project at 1822 Buddy Holly Avenue, which is located within the Downtown TIF, once proof of payment
has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant and Contract offering the
incentive for providing assistance to renovations to their property, meet and comply with the qualifications and purposes of the
Corporation for the granting of such Economic Development Grants and Contracts.
Upon Motion by Director, Mr. Calvin Davis and Seconded by Director, Dr. John Opperman,
IT WAS RESOLVED that MLI offer and, if accepted by Recipient, enter into an Economic Grant and Contract with
Lubbock Pico Properties, LLC, for the improvements to the building at 1822 Buddy Holly Avenue, Lubbock, Texas. This
Economic Development Grant and Contract will be on the normal terms and conditions of such Downtown Grant Program and
Contract offered by MLI to existing businesses and business prospects and authorize the CEO to enter into and execute all
documents related to the Economic Grant and Contract.

Lubbock Pico Properties, LLC Is the property owner of 1822 Buddy Holly Ave, located within the
Downtown T1F, and houses two tenants, Unity in Glass® and Tornado Gallery. Lee Ware is the owner of
Lubbock Pico Properties and Unity in Glass® (Unity in Glass is a registered trademark of Unity in Glass,
LLC). Lee is a native of Morton, Texas and a graduate of South Plains College. After leaving Lubbock, Lee
resided in Seattle, Chicago, and Austin Texas. Lee's professional background has ranged from Registered
Nurse to Senior Global Marketing Manager for Baxter Healthcare with global marketing responsibilities
in the US, Europe, and China. Lee relocated back to Lubbock in 2010 and established his glass blowing

In some cases, a window's trim (glazing bead/stop) or other components may have become weak and/or brittle due to
exposure, or may be overly adhered to the window glass or frame. While we take great care in the removal and replacement
of these parts, damage may be unavoidable. Unless otherwise indicated on this quote, the replacement of these parts is not
included. If replacement is required, Franchisee will supply the replacement parts for an additional cost. Exact match parts
may or may not be available.
MOISTURE REMOVAL SERVICE DISCLAIMER (For all Foggy Window Repair estimates).
The Glass Guru® Moisture Removal System cannot be applied to glass units or doors made with tempered glass. While less
than 1% of tempered glass is not marked, as it is required by law to be marked, Franchisee takes every reasonable
precaution to identify tempered glass units prior to service_ Franchisee is not responsible for the rare breakage of unmarked
tempered glass.
'Please allow twelve (12) weeks for glass unit(s) to fully dry after The Glass Guru Moisture Removal System is installed. The
System is warranted for 10 years.
SCRATCH S STAIN REMOVAL DISCLAIMER (For all Scratch Removal or Water Stain Removal estimates)
Glass units quoted for scratch and/or stain removal are damaged to the point that the damage cannot be adequately
removed with conventional cleaning products or methods. Franchisee utilizes advanced restoration products and methods
to restore glass and there is no guarantee that Franchisee will be able to restore the glass to like new condition. In some
cases, despite our best attempts. the glass may appear worse. I also understand that there is a possibility of minor to severe
distortion of the glass and sometimes even breakage
Understanding these risks, I hereby authorize Franchisee to attempt to restore the damaged glass quoted. I agree not to
make any claim against Franchisee and indemnify Franchisee from any liability arising from or in connection with the
restoration of the glass units.
SHOWER ENCLOSURES DISCLAIMER:
Installation of shower enclosures generally require holes to be drilled through the and/or stone surface for proper fastening
Franchisee will not be liable for cracking, chipping, or breakage of these materials that may occur during, or after, the
installation process. The strength of these materials (e.g. tile, stone, etc.) are largely determined by type of material, degree
of adhesion to the substrate material, and the existence of naturally and/or unnaturally occurring fissures in the materials.
