Said instrument is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council Passed by the City Council this 27th day of July , 2000. Quaker Avenue). BACKGROUND/DISCUSSION: This resolution grants Southwestern Bell an easement to install a telephone equipment control panel on a 20 -foot by 30 -foot tract of City property just east of North Quaker Avenue and south of Adrian Street. This tract of City property was acquired several years ago for the Water Utilities water reservoir site at North Quaker Avenue and Clovis Road. Southwestern Bell will install this equipment station in an area of the property that is not needed for future use. Southwestern Bell will pay the City $2,500 for this easement which is well within the market value of the property in this area. SUMMARY/RECOMMENDATION: The Right -of -Way Department recommends the approval of this easement with Southwestern Bell. Larry Hertel, City Engineer Agenda Items and Comments — City Council Meeting for July 27, 2000 Page 2 CITY OF LUBBOCK AGENDA ITEM SUMMARY ITEM #/SUBJECT # Consider a resolution authorizing the Mayor to execute an easement for an equipment station with southwestern Bell Telephone Company (5401 North Martin Luther King, Jr. Boulevard). BACKGROUND/DISCUSSION: This resolution grants Southwestern Bell an easement to install a telephone equipment control panel on a 20 -foot by 30 -foot tract of City property along the east side of Martin Luther King, Jr. Boulevard, just north of East Bluefield Street. This is on property owned by the Aviation Department and is adjacent to the north side of an existing Southwestern Bell facility. This equipment station will serve the Airport and other aviation related businesses in this area. Southwestern Bell will pay the City $2,500 for this easement which is well within the market value of the property in this area. SUMMARYIRECOMMENDATION: The Right -of -Way Department recommends the approval of this easement with Southwestern Bell. CITY OF LUBBOCK AGENDA ITEM SUMMARY ITEM #/SUBJECT # Consider a resolution authorizing the Right-of-way Department to make an offer to Tommyesue Lindsey Slaughter and American State Bank, as Trustee of the Ralph Lindsey, Jr. Testamentary Trust for 349.67 acres of land in Section 47, Block P and Section 13, Block D-6, Lubbock County, Texas for a Lubbock Police Department Firing Range (west of Reese Center on 19'' Street). Lary Hertel, City Engineer Agenda Items and Comments — City Council Meeting for July 27, 2000 Page 3 BACKGROUND/DISCUSSION: Recently, the City of Lubbock moved the Police Department Academy to Reese Center. Land has been located near there for a new firing range since the existing firing range on Municipal Drive is small, outdated, and the Police Academy is no longer at this location. This new firing range will not only be for pistols, but for shotguns and long range rifles. The acreage being purchased is for the firing range itself and for a firearm discharge clear zone. This resolution being presented before City Council is to purchase 349.67 of the total 600 (approximate) acres needed for this firing range. Additional resolutions will be presented to the City Council in September for the remaining 250 (approximate) acres. This land is adjacent to the north side of State Highway 114 (19"' Street) and west of Reese Center one-half mile. Jim Bowman, MAI, has appraised this property for $262,500 or $750.00 per acre rounded. This appraised value was taken from market sales in the immediate area. Therefore, our offer to Tommyesue Lindsay Slaughter and the American State Bank as Trustee is $262,500. This resolution authorizes the Right -of -Way Department to offer the property owners this appraised amount and if refused, institute condemnation proceedings to acquire this property. SUMMARY/RECOMMENDATION: The Right -of -Way Department recommends the approval of our offer to these property owners. v Ed Bucy Right -of Way Agent
