Said Amendment is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. WHEREAS, City entered into a Contract with Schrickel, Rollins and Associates, Inc., dated December 16, 1999, for professional services for preparation of the Recreational Area Master Plan for Lake Alan Henry, and WHEREAS, both parties desire to amend this Contract; and NOW THEREFORE, for and in consideration of the mutual covenants herein, the parties do agree to amend the Contract as follows: 1. The last sentence of Section I is deleted and replaced with the following: The consultant shall provide the professional services as described in Appendix A and B attached hereto and made a part of this Contract. 2. Assumptions Page 3 Scope of Work for the South Lubbock Comprehensive Parks, Recreation, and Open Space Master Plan and South Lubbock to Texas Tech University Linkage Trail System Master Plan 1. Project Description The City of Lubbock has identified the need for master planning for park and recreational needs in the identified areas. South Lubbock is expected to grow rapidly and currently has no City recreational facilities. Proposed highway work has opened opportunities to link several community facilities, and master planning is expected to facilitate these linkages. 2. Scope of Services A. Prepare a park system master plan for the South Lubbock Service Area that meets Texas Parks & Wildlife requirements in a format similar to the 1998 Comprehensive Parks, Recreation, and Open Space Master Plan, as follows: i. Introduction • Purpose • Goals and Objectives Methodology • Elements of the Park Master Plan • Planning Process Inventory • City Park Facilities (McAlister) • School District Facilities • Private and Quasi -Public Space • Population and Demographic Profile Standards and Guidelines • Park Acreage Guidelines for South Lubbock • Facility Development Guidelines for South Lubbock Needs Assessment Research Methodology Professional Services Contract, City of Lubbock & Schrickel, Rollins and Associates, Inc. Page 4 • Application of 1998 Park Survey Data to South Lubbock • Summary of Key Findings Recommendations/Priorities for Master Plan • Priority Summary • Parks, Recreation, and Open Space Master Plan Appendix ii. The consultant will prepare the text, charts, and graphics and provide the same in one set of camera-ready documents and digital files compatible with WORD and AutoCad 14. iii. The City will provide base mapping in digital format, updated population and demographic information, and an inventory of private and ISD recreational facilities within the South Lubbock service area. iv. The Consultant will develop goals and objectives, land and recreational facility standards, the needs assessment, and implementation priorities in consultation with City staff and Parks and Recreation Board. B. Prepare a linkage trail system master plan which connects South Lubbock, the East-West utility easement, the East-West freeway, McAlister Park, and Texas Tech University. The Consultant will: i. Prepare a base map of existing information provided by the City of boundaries, topographic information, existing improvements and utilities in an electronic file as a base for CAD drawings. ii. Perform reconnaissance of the route or route alternatives and provide a graphic presentation of the capabilities and limitations of the routes. iii. Prepare a pedestrian needs assessment for this corridor. iv. Conduct a work session with City Staff to determine a Program of Development and explore drainage issues. (An SRA engineer will participate.) V. Prepare conceptual linkage system plans in sketch form for review by City Staff. vi. Present the best linkage system plan to the Staff or Park Board for review or approval. Professional Services Contract, City of Lubbock & Schrickel, Rollins and Associates, Inc. Page 5 vii. Prepare a final draft of the Linkage System Master Plan for public view and presentation to the City Councilor joint Council/Park Board at a public meeting. viii. Products - The Master Linkage System will include the following: a. A colored rendering of the Linkage System Master Plan mounted on a Gatorfoam or similar backing. A reproducible copy will be furnished to the City. b. Two professionally made 35 mm slides of the colored rendering. 3. Compensation Basic Compensation: For Item 2 (A) The sum of $20,000 including expense for three trips. For Item 2 (B) The sum of $26,000. Total The sum of $46,000 Compensation for Additional Services Reimbursables: Any trips above the three anticipated in Item 2(A) will be billed at actual travel cost plus $80.00 per hour for each person. The Consultant will provide services and/or products in addition to those described above for additional compensation as agreed in advance by the City and the Consultant. 4. Estimated Schedule Exclusive of time required by the City for scheduling meetings and for review purposes, the Consultant will complete the preparation of these master plans within 150 calendar days. Time will commence after Consultant's receipt of the executed agreement. 5. Assumptions A. City will provide all available information as requested in the Scope of Service above. B.
