RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby approves of the Lubbock Housing
Authority's request to change the use of the $141,000 received in 1998, and $141,000 from 1999
from demolition to rehabilitation. Said request is attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of the City Council.
Passed by the City Council this 24th day of February , 2000.

Dear Ms. Haney:
The Housing Authority of the City of Lubbock was awarded a total of $282,000 in
Community Development Block Grants for the purpose of demolishing 108 dwelling
units in the Green Fair Manor Development. The authority also received $606,000 from
Housing and Urban Development for the same purpose. The total cost for demolition is
approximately $900,000. Therefore, both funding awards are needed to complete the
project. The Housing Authority is faced with a dilemma in that Community
Development Block Grant funds have a one for one replacement requirement. The
funding from Housing and Urban Development (HUD), does not have the same
stipulation. However, if both funding sources are utilized jointly the one for one
replacement goes into effect for all funds.
In order to avoid the one for one replacement clause the Authority will return the
$282,000. The LHA will then utilize $282,000 from the Comprehensive Grant
Modernization funds to replace the CDBG funds. This will insure completion of the
entire demolition project.
In view of this transaction the Housing Authority respectfully request that the $282,000
be re -allocated for replacement of modernization funds extracted from the
Comprehensive Grant Program. The funds in question are for the completion of
previously planned modernization activities. The attached report, pages 3 through 10
outline all modernization activities approved by HUD. There is $437,861 of eligible
modernization activities. The $282,000 that is being requesting from Community
Development will be used to complete a portion of these projects.
The primary concern of the Authority is to avoid jeopardizing the aforementioned
modernization activities that have been previously planned. The re -allocation of the
$282,000 will insure that all planned modernization projects are implemented and
completed.
The completion of the projects are directly related to the enhancement of living
conditions for our public housing residents, which is a major component of our agency's
mission.
