RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, by and between the City of
Lubbock and Thompson, Ventulett, Stainback, & Associates, Inc., a contract to perform
master plan design services, and related documents. Said contract is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the
minutes of the City Council.
Passed by the City Council this 13th day of September 2000.

Subject: PROPOSAL FOR MASTERPLAN DESIGN SERVICES
Dear Mr. Kilman:
Thompson, Ventulett, Stainback, & Associates, Inc. (TVS) in association with BGR Architects -Engineers is
pleased to have been selected to perforin Masterplan design services for the City of Lubbock. As requested by
the City, we have expanded our proposal in this letter to include a more detailed understanding of scope and
schedule and have proposed an outline of compensation for professional services and related expenses.
The following proposal is based on our understanding of the project and includes the provisons stated in the
Request for Proposal L00-1dated June 23, 2000, the subsequent addendum #1, dated July 18, 2000 and our
proposal dated July 26, 2000.
SCHEDULE
TVS / BGR will provide master planning services within a six-week schedule starting with a Notice to
Proceed following the September 13 City Council meeting and concluding prior to November 1.
We anticipate two working sessions with city staff and two presentations of the completed study.
Schedule priority will be given to cost expectations for the convention center expansion.
MASTER PLANNING
Project scope will include programming, construction cost and master planning services for the
Auditorium, Coliseum and Civic Center. Master planning will be limited to those facilities that can
be located on current city owned property at the Civic Center Site and adjacent property across 6"'
Street. Design for these facilities will, likewise, be limited to the development of a proposed site
plan and conceptual floor plans. Elevation and massing development can be provided as an additional
service if desired by the City.
COMPENSATION
These professional services for master planning will be provided for a lump sum fee of $40,000.00.
This sum anticipates the equivalent of a full time TVS architect and a part time representative from
BGR for the full duration of the masterplanning phase ($30,000). In addition, a principal of both

organizations will attend owner presentations and workshops ($5,000), and consultation will be
provided by our theatrical, cost and acoustical consultants ($5,000).
Reimbursable expenses, in addition to the compensation outlined above, will be invoiced at a multiple
of 1.1 times expenses incurred by the architect in the interest of the project. Reimbursable expenses
include long distance communications, reproduction, delivery and costs related to out of town travel.
Per Diem rates for lodging and meals will follow GSA guidelines of $132 per person plus taxes. Travel
will be tourist class unless unavailable.
TVS / BGR are pleased to have the opportunity to serve the City for this significant planning effort. If this
