Resolution No, 2000-RO322 September 13, 2000 Item NO. 39 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a grant application and related documents to the United States Department of Justice, Bureau of Justice Assistance, Local Law Enforcement Block Grants Program for funds for new technology and that the Council hereby agrees, in accordance with the requirements of such grant application, to a cash match of $25,087, which is one -ninth of $225,779 and to establish or designate an advisory board to review the application for funding and make non-binding recommendations to the Council for the use of funds received under the Department's Block Grant Program. The trust fund may or may not be an Program Contact interest bearing account. Regardless of the type of account selected, the trust fund [nformatiori - must protect the principal. The trust fund must be established by the the recipient - jurisdiction, not by the implementing agencyhes. For example, in the case of a city award, the city manager or mayor's office must establish the trust fund, not the police Certifications department. These funds are requested for training and the purchase of equipment for the Lubbock Police Department and to authorize the expenditure of one - ninth matching funds upon the awarding of the grant. BACKGROUND / DISCUSSION: The Omnibus Fiscal Year 1999 Appropriations Act (Public Law 104-208) authorizes the Director of the Bureau of Justice Assistance (BJA) to make funds available to local units of government under the Local Law Enforcement Block Grants (LLEBG) Program for the purposes of reducing crime and improving public safety. The Police Department of the City of Lubbock requests that the City Council authorize the Mayor to execute the grant application with the United States Department of Justice. The Lubbock Police Department requests this grant to purchase new technologies that will enhance training capabilities.
