AN ORDlliANCE PROHIBITING ANY PERSON OPERATING, DRIVING OR IN CO!ITROL
OF ANY VEHICLE, WHEN TRAVELING SOUTH ON COLLEGE AVENUE IN THE CITY OF LUBBOCK
FROH TURNING LEFT ONTO NINETEENTH STREET AND PROCEEDnlG DIJ. AN EASTERLY DIRECTION
ON NINETEENTH STREET; PROVIDlliG THAT ·THE CHIEF OF POLICE IS AUTHORIZED AND
DIRECTED TO ATTACH A SIGN BE.A.RING THE WORDS trNO LEFT TURiiJtt OH THE NORTH SIDE OF
THE IvlECHANICAL TRAFFIC COHTROL DEVISE, AND TO ERECT OTHER SIGNS CONSISTENT WITH
THE PROVISIONS OF THIS ORDINAIIJCE; PROVIDING A PENALTY; ru~?EALING TiiAT PART OF
ORDINANCES TI~ CONFLICT HER.E1.UTH; AND AUTHORIZTIIJG PUBLICA:riON.
WHEREAS, traffic surveys have reflected that a very small number of
motor vehicles traveling South on College Avenue during a tvtenty-four (24) hour
period turn left onto Nineteenth Street, and,
~~, it would require 20% of the total light cycle to provide for
this left turn movement and whereas the conge tion at this intersection is such
that the loss of 20% of the light cycle to providefbr approximately 1.8% of
the traffic movement is not justi ~i ed, TimREFORE,
BE IT ORDAINED BY THE CITY C ~SSION OF THE CITY OF LUBBOCK:
SECTION 1. THAT it shall hereafter be unlawful for aPY person operating,
driving or in control of any motor vehicle to allovr, permit or suffer said
vehic1.a, when traveling South on College Avenue in the City of Lubbock, to be.
turned left onto Nineteenth Street and proceed in an Easterly direction in and
on the said Nineteenth Street.
SECTION 2. The Chief of Police is authorized and directed to place a
sign bearing the v!ords "No Left Turntt at the bottom of mechanical traffic
control devise facing North, and to erect other signs consistent with the pro
visions of this Ordinance.
SECTION 3. Any person who shall permit or suffer any vehicle operated,
driven or controlled by him to be turned left after proceeding South on College
Avenue at the intersection of College Avenue and Nineteenth Street onto
Nineteenth Street ,and proceed in an Easterly direction shall, upon conviction,
be.fined in any sum not exceeding ~~o Hundred Dollars ($200.00).
SECTION 4. All portions of other ordinances in conflict with the pro
visions of this ordinance, insofar as such provisions apply to the motor vehicles
traveling South on College Avenue arrl turning left in an East.erly direction on
Nineteenth Street, are hereby repealed.
SECTION 5. The City Secretary is hereby directed to cause publication
of the descriptive caption of this ordinance, together with the penalty clause
(being Section 3) as an alternative provided by law.
AND IT IS SO ORDERED.
