RESOLUTION
WHEREAS, Governor Perry has issued an emergency disaster declaration for the
State of Texas to free up resources to deal with the existing challenge of providing
services to tens of thousands of Hurricane Katrina storm victims who fled Louisiana; and
WHEREAS, the Governor has requested that the City of Lubbock take 1000 or
more refugees from the storm to be housed at the Reese Technology Center or other
facilities;
WHEREAS, it will be necessary to incur expenses for providing housing, food,
clothing and other necessities for the refugees, until these funds can be reimbursed by
FEMA; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council hereby accepts the request of the Governor to assist in
relief efforts and take refugees of Hurricane Katrina and approves incurring expenditures
of up to $500,000.00 from the General Fund (to be reimbursed by federal emergency
funds) for housing, food, clothing, and other emergency items for care of the refugees.

PROCLAMATION
WHEREAS, Governor Perry has issued an emergency disaster declaration for the
State of Texas to free up resources to deal with the existing challenge of providing

WHEREAS, the Governor has requested that the City of Lubbock take 1000 or
more refugees from the storm to be housed at the Reese Technology Center or other
facilities; and
WHEREAS, it will be necessary to incur expenses for providing housing, food,
clothing and other necessities for the refugees, until these funds can be reimbursed by
FEMA; and
WHEREAS, the City Council has agreed to assist in relief efforts and take victims
of Hurricane Katrina and approves incurring expenditures of up to $500,000.00 from the
General Fund (to be reimbursed by federal emergency funds) for housing, food, clothing,
and other emergency items for care of the victims; and
WHEREAS, the Mayor of the City of Lubbock has determined that extraordinary
measures must be taken to alleviate the suffering of the victims and to protect their
property; NOW THEREFORE,
BE IT PROCLAIMED BY THE MAYOR OF THE CITY OF LUBBOCK:
SECTION 1. THAT a state of disaster is hereby declared for the City of
Lubbock, Texas; and
SECTION 2. THAT the City of Lubbock's Emergency Management Plan is
hereby implemented; and
SECTION 3. THAT the state of disaster shall continue until such time as this
proclamation is rescinded or continued by consent of the City Council of the City of
Lubbock not more than seven (7) days from the date hereof; and
SECTION 4. THAT this Proclamation shall take effect immediately upon its
issuance and the City Secretary of the City of Lubbock is hereby authorized and directed
to distribute this Proclamation to all news media and ensure widespread distribution of
this Proclamation to the public.
