Resolution No. 2005-RO367 August 25, 2005 Item 17 RESOLUTION WHEREAS, on July 14, 2005, the City Council of the City of Lubbock, Texas, in Resolution No. 2005-RO309 authorized and directed the Mayor to execute for and on behalf of the City a $25,000 Grant Agreement for the Impaired Driving Mobilization Program between the City of Lubbock and the Texas Department of Transportation; and WHEREAS, it now appears that the amount of such Grant Agreement is $18,551 instead of $25,000; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock an $18,551 Grant Agreement for the Impaired Driving Mobilization Program, and any associated documents, by and between the City of Lubbock and the Texas Department of Transportation. Said Grant Agreement is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. This Resolution shall supersede and replace Resolution No. 2005-RO309 previously enacted by the said City Council. The grant is for STEP DWI enforcement, which will be effective From August 1, 2005 to September 30, 2005, in the amount of $25,000.00. When I put the budget together for this enforcement, I projected that we would spend a maximum of $18,551.00. 1 have been advised by TXDQT that since we only projected spending $18,551.00 that is the amount that must be proposed, even though the grant amount is for $25,000.00. 1 have been advised by Harold Willard that a new resolution must be submitted and approved by council, even though the grant has been approved. Therefore, I have placed this grant back on the council agenda for August 25i'. BACKGROUND f DISCUSSION: This is a grant program utilizing off duty personnel working overtime to detect and arrest alcohol and drug impaired drivers within targeted areas of the city. The council previously authorized a grant agreement in the amount $25,000. The actual amount of the agreement is $18,551 instead of $25,000, requiring a new resolution. FISCAL IMPACT This enforcement program will be conducted during fiscal 2005. Awards for this grant have been set beginning August 19, 2005, upon approval of the Lubbock City Council. This is a 100% grant in the amount of $18,551.00 to be administered during the period August 19, 2005 and ending on September 5, 2005. TXDOT has informed me that even though I submitted a new grant proposal, they still require a signed grant amendment authorization. I apologize for the confusion.
