AN ORDINANCE DEFINING LOAFINGv FIRING A PUP SHMENT THEREFOR, REPEALINGALLORDINANCESANDPARTSOFORDINANCESINCONFIMTTHEIE'TITH,AND DE- C LAR I NG AN EIMMMUCY# BE IT ORDAINED BY THE CITY C UHCIL OF THE CITY OF LU BOCK, TEXAS: Section 1, Any male person between the ages of 18 and 60 years, whoisabletov%rk, and who shall, within this City, be found without steadyemploymentatsomeusefuloccupation, or who frequents pool halls,._ depoto, garages and other public places when not in the actual dis- charge of his employment¢ or who idles upon the public streets, or whobegs, or who vends trinkets or other small articles upon the streets
or from house to house, or who gives exhibitions upon the public streets
or advertises upon such public streets for such exhibitions of sleight
of hand# legerdomain, contortion, or other such character of show, and
who solicits money therefor, or sells or pretends to sell sore
article, or articles, by reason of such exhibition or shorn, shall be
deemed guilty of loafing,
Section 2. Any person conlicted of loafing shall., for the first
offense be fined in any sum not more than One Hundred mollars, and for
second and subsequent offenses„ may be fined in double any such sum,
and each day shall be considered a separate offense,
Section 3, All Ordinances and parts of Ordinances in conflict herewith
are repealed.
Section 4a the fact that persons who leaf, as above defined* constitute.
a menace to the peace and safety of the public, and there is no adequate
way to restrain and punish them, creates an emergency and necessity
that this Ordinance be passed on the meeting of its introduction,'waiv-
ing the provision to have same considered at two separate meetings, rInd it
is so enacted, to take effect immediately. Passed
