RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock the Lubbock Arts Alliance, Inc., to
award the first period grants for 2005-06 in accord with the attached Cultural
Grants Score Sheet amending the recommendations of the Lubbock Arts Alliance
Grants Review Committee. The score sheet is attached hereto and incorporated in
this Resolution as if fully set forth herein and shall be included in the minutes of
the Council.

Dear Mr. Chavez:
The Cultural Grants Review Committee for the City of Lubbock's Cultural Grants Program has
determined its recommendations for the first (June 2005) granting cycle. This year's contract
provided for $158,744 to be granted over two granting cycles.
Accompanying this document are the results of the Cultural Grants Review Committee meeting
held on July 22, 2005. Twenty applications were received for this first grant (June 2005) funding
cycle. Eighteen applications are recommended for full or partial funding and two applications are
recommended for no funding. The total amount of funding requested for this grant cycle was
$137,350 of which $70,146 is recommended for funding from City of Lubbock Cultural Grants.
The amount being recommended is half of the balance of Hotel Occupancy Tax after the deduction
of administrative expenses.
Moreover, I would like to take this opportunity to state that the Lubbock Arts Alliance is making
every effort to ensure compliance with the Hotel Occupancy Tax state statute. All Cultural Grants
Review Committee Members were provided with a copy of the applicable statute prior to their
meeting on July 22, 2005.
We look forward to presenting these recommendations at the Lubbock City Council Meeting on
August 25, 2005. Moreover, in addition to presenting the Cultural Grants Review Committee's
recommendations, we would also like to request a few moments to discuss the importance of these
grants to the arts community. Mr. Curtis Griffith will be the speaker for this portion of the
presentation.

Cultural Grants Program
First Cycle (June 2005) Grant Recommendations
0506-001 Texas Tech University, Department of Theatre and Dance
Regional Theatre Conference
The Texas Tech University Department of Theatre and Dance requests $10,000 to
partially fund the 2005 Southwest Theatre and Film Association Conference to be held
October 26-30, 2005. The conference attendees will come from six states to attend
workshops on Acting/Directing, Arts Administration, Design, Film, Playwriting,
Academic Scholarship, and Youth Theatre.
Committee Comments:
• Excellent educational and artistic merit
• Good impact on tourism because of nature of the event
• Need to develop a better mechanism to track hotel/motel rooms
Funding Recommendation: $5,000
0506-002 Lubbock Community Theatre
Dracula
The Lubbock Community Theatre requests $6,800 for professional services and
promotion/publicity for its production of Dracula. The production will be held in
conjunction with the Southwest Theatre and Film Association Conference.
Committee Comments:
• Good Partnering with Southwest Theatre and Film Association Conference
• Use grant award for artist's fees
• Utilize publicity that Conference is going to generate
Funding Recommendation: $2,800
0506-003 Ranching Heritage Association
35th Annual Ranch Day
The Ranching Heritage Association requests $4,000 for the 35th Annual Ranch Day,
scheduled for October 8, 2005 at the National Ranching Heritage Center. Ranch Day
preserves the history of ranching through music, dance, and exhibitions. Thousands of
individuals come to the Ranching Heritage Center to experience the mystique of the
American West.
Committee Comments:
• Good that date of event has been moved away from National Cowboy Symposium
Dollar amount requested is reasonable
A worthy event for funding
Funding Recommendation: $3,000
0506-004 West Texas Native American Association
Exhibit & Powwow 2005
The West Texas Native American Association requests $3,200 to fund a Native
American gathering which will feature Native American music, dancing and art. The
event will be held in conjunction with the National Cowboy Symposium.
Committee Comments:
• Good multicultural aspect
• All promotion comes from Cowboy Symposium
Funding Recommendation: $1,500
0506-005 American Cowboy Culture Association
National Cowboy Symposium and Celebration
The American Cowboy Culture Association requests $10,000 to bring 150-200
musicians, storytellers, panelists, and cooks to the National Cowboy Symposium,
September 8-11, 2005. Attendance is projected at 20,000-25,000 individuals.
Committee Comments:
• Proven to bring tourists to town
• Potential to bring even more people to town as event grows
• Elevates cowboy culture to new artistic level
• Should continue to consider other forms of revenue for artists aside from Hotel
Occupancy Tax
Funding Recommendation: $8,900
0506-006 Ballet Lubbock
The Nutcracker
Ballet Lubbock requests $10,000 for the production of The Nutcracker. The full length
performance will feature the Lubbock Symphony Orchestra and special guest artists.
Approximately, 40% of The Nutcracker's audience comes from outside Lubbock.

• Great grant application, costs are clearly defined
• Have more regional advertising
Funding Recommendation: $6,000
0506-007 Fiestas Del Llano
Fiestas Patrias,16th of September Celebration
Fiestas Del Llano requests $10,000 for the production of Fiestas Patrias, 10h of
September Celebration. The event will feature local and nationally recognized visual and
performing artists, traditional Mexican cuisine, a parade, and a carnival.
Committee Comments:
• Need to track tourism and hotel rooms better
• Need to provide more budget detail
• Exceptional cultural merit
Funding Recommendation: $5,000
0506-008 Lubbock Lake Landmark/Museum of Texas Tech University
Celebration 2005
The Lubbock Lake Landmark request $7,275 to fund Celebration 2005, a week-long
(October 13-21, 3005) cultural arts program. Celebration 2005 provides creative and
interactive opportunities to experience traditional arts and lifestyles of cultures on the
Southern High Plains over the past 12,000 years.
Committee Comments:
• During week is geared toward school children
• Occurs same weekend as Texas Tech Homecoming, possible conflict
• High dollar amount requested
• Needs more of an artistic component
Funding Recommendation: No funding from
City of Lubbock/LAA Cultural Grants
0506-009 Texas Tech University, International Cultural Center, Office of
International Affairs
Dia De Los Muertos
The International Cultural Center requests $6,075 for the Dia De Los Muertos
Procession. The event will feature education activities, music, dance, cultural programs,
art exhibits, and ofrendas (offerings) at four sites.
Committee Comments:
• Artistically fabulous event
• Excellent multicultural value
• Excellent collaboration as event incorporates other venues
• Good that project is on Saturday, but needs to be turn into multiple day event
Funding Recommendation: $4,000
0506-010 Louise Hopkins Underwood Center for the Arts
First Friday Art Trail
The Louise Hopkins Underwood Center for the Arts requests $10,000 to fund the First
Friday Art Trail, a monthly evening of arts and entertainment. Downtown galleries and
restaurants join together from 6:00 P.M. — 9:00 P.M. each first Friday of the month to
open their door to residents and tourists to enjoy art, music, entertainment, and food.
Committee Comments:
• Good plan for promotion and publicity
• This project is helping grow the visual arts in Lubbock
• Need to have a proven track record of attracting tourists and over night stays, then
resubmit grant application
• Add an element to project that will keep people coming back month after month
• In grant application clearly articulate why you need funding now since program
has been ongoing for many months without Cultural Grant Funding
• Advertise event with brochures in local hotels, First Friday buttons for hoteliers to
wear, etc.
Funding Recommendation: $2,500
0506-011 Lubbock Chorale
The African Sanctus by David Fanshawe
The Lubbock Chorale requests $1,500 to produce a performance of The African Sanctus
by David Fanshawe on October 28, 2005. The African Sanctus is a combination of Latin
Mass harmonized with traditional African music recorded in Kenya, Sudan, Uganda, and
Egypt.
Committee Comments:
• Needs more publicity
• Grant request is reasonable in relation to budget
• Innovative Project
• Modest tourism impact
Funding Recommendation: $1,500

0506-012 Lubbock Symphony Orchestra
Education Concert
The Lubbock Symphony Orchestra requests $8,000 for artistic fees, promotion, and
educational materials for the LSO Listen Live! Education concerts performed for 8,500
local and area students and educations, grades five through twelve.
Committee Comments:
• Great program, but limited tourism impact
• Submit one grant which details all LSO programs instead of individual
applications for each project
• Resubmit program when funds are available from Texas Commission on the Arts
Funding Recommendation: $1,000
0506-013 Lubbock Symphony Orchestra
An Evening with David Gaschen
The Lubbock Symphony Orchestra requests $10,000 for artist's fees, production costs,
and marketing of the LSO Fall Pops Concert, "An Evening with David Gaschen." Mr.
Gaschen is a Lubbock native and has performed the role of the Phantom in the Phantom
of the Opera in Switzerland, German, and on Broadway. Mr. Gaschen will premier his
latest CD during this performance
Committee Comments:
• Limited tourism impact because one evening event
• Try to do a weekend vacation package in conjunction with program to encourage
over night stays
• Great artistically, but perhaps focus is to narrow
Funding Recommendation: No funding from City of Lubbock/LAA Cultural Grants
0506-014 Lubbock Symphony Orchestra
Fall Lubbock Youth Symphony Concert
The Lubbock Symphony Orchestra requests $5,000 for artistic fees, production costs,
promotion and marketing of the Lubbock Youth Symphony's concert to be performed on
October 2, 2005. The 200 student performers come from Lubbock, Plainview, Wolfforth,
Plains, Big Springs, Midland, Clovis and Portales, New Mexico.
Committee Comments:
• More tourism impact because parents and grandparents will attend event
• Artistically excellent
Funding Recommendation: $3,600

0506-015 Lubbock Symphony Orchestra
Masterworks Concert Series
The Lubbock Symphony Orchestra requests $10,000 for artistic fees, production costs,
and overall support of the 2005-2006 Masterwork Concert Series. The Masterwork
Concert Series will be the "Season of the Maestro' and will highlight the four finalists
for the Music Director position.
Committee Comments:
• Great tourism and capability impact
• Good job tracking and partnering with hotel
• Good use of money for marketing
• Nice that grant funding is for eight performances, not just one
• Concerts should receive increased publicity because of conductor search
• Exceptional as far as artistic merit
Funding Recommendation: $8,500
0506-016 Fine Arts Academy of India
Temptations: A Fusion of Indian Classical and Western Music
The Fine Arts Academy of India requests $3,000 to bring the Temptations: A Fusion of
Classical and Western Music to Lubbock. The musical program will present an
energetic performance of complex classical music from India fused with traditional
western instruments. The program will have professional musicians from India playing
keyboard, flute, electric violin, saxophone, drums, and percussion.
Committee Comments:
• Project is run by volunteers who want showcase their culture
• Great diversity
• Great involvement opportunities for children
• Different and unique project
• Good that hotel rooms have been blocked for event
• Need to show dollar amounts organization has received on past grant applications
Funding Recommendation: $2,000
0506-017 Ballet Folklorico Aztlan
Extravaganza Mexicana
Ballet Folklorico Aztlan requests $3,500 for the production of Extravaganza Mexicana to
be held on October 22, 2005 at the Lubbock Civic Center Theatre. This event will have
performances, master classes, and a scholarship contest.

Committee Comments:
• Need more budget detail for professional services
• Master classes will bring people to town
• Since paid event, tracking should be much easier
• Excellent artistic, multi -generational, and multi -cultural impact
• Project falls too close to Fiestas de Llano event — move to another date
Funding Recommendation: $2,000
0506-018 Prairie Winds
Prairie Winds 2005 Fall Show
The Prairie Winds Chorus, a chapter of Swee Adelines International, requests $1,500 for
publicity expenses, actors, and part of the props and sets for the Fall Show to be held
November 5, 2005 at the Lubbock Civic Center. The annual Fall Show promotes cultural
awareness of barbershop harmony and provides quality family entertainment.
Committee Comments:
• Needs more collaboration with tourism partners
• Limited tourism impact, may bring in relatives of performers
Funding Recommendation: $750
0506-019 Lubbock Arts Alliance
Art Is Alive In Lubbock!
The Lubbock Arts Alliance requests $15,000 for continued tourism marketing for the
arts. Funds will be used to purchase full color advertisement space in the 2006 Lubbock
Convention and Visitors Guide, design a website, and implement a Touring Artist
Program which will provide complimentary entertainment to meetings, conferences, and
conventions.
Committee Comments:
• Provides needed tourism promotion of the arts
• Assists Lubbock Convention and Visitors Bureau
• Initially it will be difficult to track impact
• Add tours of arts facilities to menu that can be chosen by meetings/conventions
seeking entertainment
Funding Recommendation: $11,096
0506-020 Lubbock Arts Alliance
8 t Annual Star/Cross/Angel Exhibit

The Lubbock Arts Alliance requests $2,500 for the production of the 8h Annual
Star/Cross/Angel Exhibit to be held at the Jones Gallery in the Louise Hopkins
Underwood Center fro the Arts, December 2-23, 2005. This non juried, invitational art
show accepts all visual pieces which contains a star, cross, or angel.
Committee Comments:
• Existing event with unique twist
• By itself not much tourism impact, need to join with another event such as The
Nutcracker (such have a display in lobby)
Funding Recommendation: $1,000
