HomeMy WebLinkAboutResolution - 2006-R0530 - Authorizes Mayor To Request Grand Funding Under The SPAG For RSWGP Grant - 11/09/2006Resolution No. 2006-80530 November 9, 2006 Item No. 5.6 RESOLUTION A RESOLUTION OF THE CITY OF LUBBOCK, TERAS, AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE South Plains Association of Governments FOR A 2007 REGIONAL SOLID WASTE GRANTS PROGRAM GRANT; AUTHORIZING THE MAYOR TO ACT ON BEHALF OF THE CITY OF LUBBOCK IN ALL MATTERS RELATED TO THE APPLICATION; AND PLEDGING THAT IF A GRANT IS RECEIVED BY THE CITY OF LUBBOCK WILL COMPLY WITH THE GRANT REQUIREMENTS OF THE South Plains Association of Governments, THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY AND THE STATE OF TEXAS. WHEREAS, the South Plains Association of Governments is directed by the Texas Commission on Environmental Quality to administer solid waste grant funds for implementation the COG'S adopted regional solid waste management plan; and WHEREAS, the City of Lubbock in the State of Texas is qualified to apply for grant funds under the Request for Applications; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS: 1. That the Mayor is hereby authorized to request grant funding under the South Plains Association of Governments Request for Applications of the Regional Solid Waste Grants Program and act on behalf of the City of Lubbock in all matters related to the grant application and any subsequent grant contract and grant project that may result. 2. That if the project is funded, the City of Lubbock will comply with the grant requirements of the South Plains Association of Governments, Texas Commission on Environmental Quality and the State of Texas. 3. The grant funds and any grant -funded equipment or facilities will be used only for the purposes for which they are intended under the grant. 4. That activities will comply with and support the adopted regional and local solid waste management plans adopted for the geographical area in which the activities are performed. Item Summary HB 3072 mandates that the TCEQ return to local governments a portion of the state surcharge ($1.25 per ton) collected on landfill tipping fees. The funds are apportioned to the Council of Governments based on a formula that includes, but is not limited to, population, need and number of counties in the Council area. The Councils then conduct a competitive grant application process to address the needs specific to their region. This year, SPAG has $175,975 in funding available for solid waste projects. The SPAG Solid Waste Advisory Committee has chosen to limit each single -jurisdiction award to a maximum of $58,000. The City of Lubbock Solid Waste Department's grant application in the amount of $38,940 is for the purchase of equipment that will be used to improve and expand the recycling programs. The specific pieces of equipment include: - Three 400 -gallon antifreeze containers that will replace existing antifreeze collection and storage containers that are over 15 years old. The estimated cost for this equipment is $12,239. - Aerosol can crusher that will allow department to collect and recycle aersol cans. With this machine, the material from inside aerosol cans is captured and then recycled or disposed of in a more environmentally friendly method than landfilling. The emptied aerosol cans are recycled. The estimated cost for this equipment is $28,701. Fiscal Impact The department has $5,000 budgeted in the FY 06-07 operating budget for use as match on grant projects. This match can be used to cover overages associated with the purchase of the above equipment or for other recycling projects. The only impact on the operating budget will be the operating and maintenance cost of the equipment.
