AND THE GI.;NI RAL FUND TO AMEND FULL. -TIME EQUIVALENT POSITIONS IN
PUBLIC: I IEAI: Tl-I; PROVIDING FOR FILING; PROVIDING FOR A SAVINGS CLAUSE
AND PROVIDING FOR PASSAGE ON FIRST READING AS AN EMERGENCY.
WHEREAS, Section 102.010 of the Focal Government Code of the State of "Texas
authorizes the City Council to make changes in the. budget Im- municipal purposes; and
WHEREAS, in accordance with the City Budget Ordinance (lie City Council shall
approve all transfers between funds, and
W I II REAS, the Citv Council deems it advisable to change Elie I' Y 2019-20 Budget for
municipal purposes and reallocate hinds as follows; and
W I II'REAS, on Mare 11 16, 2020, the Mayor of the City of Lubbock issued a Declaration
ofDisaster for the City of Lubbock regarding the novel coronavirus (COVID-19) epidemic and
the City Council of the City of Lubbock passed a resolution continuing and affirming the
Mayor's Declaration of Disaster, and said Declaration of Disaster was continued and affirmed
on April 3, 2020 and May 26, 2020; and
WI II RF:AS, in accordance with Article IX, Section 16 of the City of Lubbock Charter,
the City Council finds that there is an emergency situation and must ensure that this Ordinance
is passed on first reading; NOW, T1II:Rf* FORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council of the City of Lubbock hereby approves changes
to the City of Lubbock Budget FY 2019-20 (Budget Amendment #27) for municipal purposes,
as lollows:
I. Accept and appropriate $14,113,000 from the Texas Department of Emergency
Management and the Coronavirus Relief Fund for Coronavirus Relief programming to
initially receive $2,822,600 or 20 percent, with the remaining 80 percent received
through a reimbursement process. In addition, appropriate $1,200,000 in the General
Fund Reserves for the Coronavirus Relief Fund programs, which will be reimbursed
through the City of Lubbock's approved allocation.
11. Accept and appropriate $696,000 from The Texas Health and Human Services
Commission for the Community Health Workers Grant. This requires a local match of
$34,800.
III. Accept and appropriate $500,000 from The Texas Health and Human Services
Commission for the Administrative Substance Use Disorder Services Grant.
IV. Accept and appropriate $2,281,688 from The Texas Health and Human Services
Commission for the Treatment Adult Services Grant. This requires a local match of
$114,084.
V. Accept and appropriate $114,161 from The Texas Health and Human Services
Commission for the Treatment Youth Services Grant. . This requires a local match of
$5,708.
VI. Accept and appropriate $1,161,763 from The Texas Health and Human Services
Commission for the Treatment Adult -Specialized Female Grant, This requires a local
match of $58,088.
VIL Accept and appropriate $159,400 from The Texas health and Human Services
Commission for the Co -Occurring Psychiatric and Substance Use Disorders Grant. This
requires a local match ol'$7.970
VIII. Amend the Public Health cost center 5415 by adding seven additional full-time positions:
Lead Case Manager, three Case Managers, two Health Promotion Workers, and
Financial/Project Manager.
SECTION 2. If IAT a copy of the changes made to the City of Lubbock Budget
pursuant to this Ordinance shall be filed with the City Secretary and County Clerk of Lubbock
as required by law.
SECTION 3. THAT should any section, paragraph, sentence, clause, phrase or word of
this Ordinance be declared unconstitutional or invalid for any reason, the remainder of this
Ordinance shall not be affected thereby.
SECTION 4. THAT this Ordinance shall take effect and be in effect immediate after
its passage as an emergency measure.

Passed by the City Council by unanimous vote on the first and only reading as an emergency on
June 9 , 2020.
