HomeMy WebLinkAboutResolution - 2006-R0474 - Authorize Letter To TXDOT- Support Application, Financing For NW Passage Project - 10/13/2006Resolution No. 2 October 13, 2006 Item No. 6.13 RESOLUTION WHEREAS, the City of Lubbock contemplates applying to the Texas Department of Transportation for Pass -Through Financing regarding the Northwest Passage Project; WHEREAS, Pass -Through Financing will provide great opportunities for, and benefits to, the City of Lubbock and its citizens; WHEREAS, the City of Lubbock desires that the Mayor execute a letter to be sent to the Texas Department of Transportation in support of the City of Lubbock's Application for Pass -Through Financing, for and on behalf of the City Council of the City of Lubbock.; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute, for and on behalf of the City of Lubbock, a letter to be sent to the Texas Department of Transportation in support of the City of Lubbock's Application for Pass -Through Financing for the Northwest Passage Project, and all related documents. The letter in support of the City of Lubbock's Pass - Through Financing Application is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. Miller * Mayor Resolution No. 2006-RO474 Chairman Ric Williamson Texas Transportation Commission 125 E. 11t' Street Austin, TX 78701 Subject: Preliminary Application for the City of Lubbock, Loop 289 (Northwest Passage) Pass -Through Financing Chairman Williamson, On behalf of the City of Lubbock, I am pleased to submit this Pass -Through Financing Application. As part of our Gateway Capital Improvement Program, the City has agreed to partner with the State on the expansion of the Loop 289 network. This project is in the highest growth area in the Lubbock region and has recently experienced significant traffic congestion. The recently adopted Capital Improvement Program includes funding to complete the schematics and environmental documents for the entire Northwest Passage network. As part of this process, the City agreed to follow all state and federal environmental guidelines and procedures. The City also agreed to include members of TxDOT staff in the consultant selection process, as well as all processing and reviews through TxDOT and FHWA. See Gateway Capital Improvement Program Exhibit 1. At this time, the City is nearing completion with its obligations under the adopted CIP plan, namely: Preliminary Engineering— Complete Schematics — Complete R -O -W Maps — Complete Design Survey — Complete Environmental Assessment — In progress Environmental Mitigation - Complete R -O -W Acquisition — In progress Being aware of the funding constraints that TxDOT is currently experiencing, and the urgent need for this project, the City of Lubbock is prepared to assist the State further by funding and managing the construction of this project through a Pass Through Financing agreement. The Lubbock City Council is dedicated to addressing the mobility challenges facing our community due to the region's growth. We have already appropriated $3,500,000 for the Loop 289 project and are willing to partner with the State again by financing $25,000,000 for the construction of phase 3B of the Marsha Sharp Freeway. Improvements to the City's roadway network are critical to maintaining mobility in the face of regional growth and Lubbock is ready to collaborate with the State to facilitate these improvements.
