After performance of a construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT mean that a department can redefine the project. All work that alters the nature of the thing to be constructed or that is not an integral part of the proiect objective must be let out for public bid by the Purchasing Department. Description of change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the specifications and drawings of the pro,jeet (at(ach additional pages if necessary): =attached sheets. Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs. These structures are located at Playa Lakes 28 (Jan Jennings Park), 86 (Earl Crow Park), 89 (Charles Guy Park), 92 (Phil Hoel Park) and 132 (north of 114`x' Street and west of Frankford). In addition to the structures, the associated pipelines, manholes, seeding or sodding and traffic control are included to complete the construction in the park areas. The future pipe connections will therefore have minimal disruption to the park areas. The existing contract amount for Phase I — Main Trunk Line is $27,747,816.50. The increase in contract price for these items is $2,956,242.00, making a total contract amount of $30,704,058.50. This change order keeps the total percentage of change orders below the 25% maximum allowed.
