HomeMy WebLinkAboutResolution - 2007-R0253 - Change Order To Contract - Craig Wallace Construction Inc.- Park Improvements - 06/14/2007Resolution No. 2007—RO253 June 14, 2007 Item No. 6.9 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock, Change Order CO#1 to the Contract previously executed between the City of Lubbock and Craig Wallace Construction, Inc. for Park Improvements 2007 (ITB# 07 -708 -BM), and related documents. Said Change Order CO#1 is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. BID/ITB #: 107 -708 -BM Project Name: I Miller Park Improvement 2007 Change Order within the scope of the contract means a Change Order that DOES NOT ALTER THE NATURE OF THE THING TO BE CONSTRUCTED AND THAT IS AN INTEGRAL PART OF THE PROJECT OBJECTIVE. After performance of a construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT mean that a department can redefine the project. All work that alters the nature of the thinjz to be constructed or that is not an integral part of the project objective must be let out for public bid by the Purchasing Department. Description of change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the specifications and drawings of the project (attach additionalpages ifnecessary). The work to be complete within this change of work is to construct a 1900 Ln. Ft. +/- walking track on the east side of Andrews Park along Memphis Avenue. A six-foot wide concrete track will connect to the walking track in Miller Park to the north and to 82nd Street to the south. The back of curb walk will be constructed on 76th, down Memphis Ave. to 82nd Street adjacent to the Park. The modifications to the 3.5 A. irrigation system required to accomplish this work, along with the infill around the Water Departments Pump Station #10 Project. In addition, 21 (twenty-one) day shall be added to the Construction Time for this Change Order #1 (one) (New finish date of October 15, 2007 excluding weather days.) This Change of Work will be funded by 92074 Andrews Park Project in the amount of $27,660, 91007 Water Line Change Outs Project in the amount of $28,456, 91217 Elmore Park Grading and Irrigation Project in the amount of $40,000 and 90015 Irrigation Automation Project in the amount of $7,432. These amounts are within the estimated values established during the budget process for this work. The neighborhood association adjacent to Andrews Park supported the proposed improvements as this project was funded. Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs.
