RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a First Amendment to
Professional Services Agreement between the City of Lubbock and Lockwood, Andrews
& Newnam, Inc., and all related documents. Said First Amendment to Professional
Services Agreement is attached hereto and incorporated in this Resolution as if fully set
forth herein and shall be included in the minutes of the Council.

FIRST AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT
This First Amendment to Professional Services Agreement (the "Firs t Amendment") is
entered into this 12th day of July , 2007, by and between the City of
Lubbock, a Texas home rule municipal corporation (the "City"), and Lockwood, Andrews &
Newnam, Inc., a Texas corporation (the "Engineer").
WITNESSETH:
WHEREAS, on or about July 10, 2006, Resolution No. 2006-R0357, the City and
Engineer entered into that certain Professional Services Agreement (the "Original
Agreement") whereby Engineer is to perform certain engineering activities regarding the
evaluation of water pumping systems, energy consumption analysis, and services related to
mechanical integrity, structural integrity and regulatory requirements requiring the City' s
water system, as more particularly described therein;
WHEREAS, it has come to the attention of the City and Engineer that it is necessary
that additional activities be performed by Engineer;
WHEREAS, the City desires that Engineer perform such services and Engineer desires
to provide such services, and each party desires to so amend the Original Agreement.
NOW, THEREFORE, for good and valuable consideration, the receipt and sufficiency
of which is hereby acknowledged, the City and Engineer hereby agree to amend the Original
Agreement as follows:
1. Section 1.01 of the Original Agreement is hereby deleted in its entirety and
replaced with the following:
1.01 Engineer shall conduct all activities and within such time frames, as set
forth on Exhibit " A", "Scope of Services" and Exhibit "A-1",
"Additional Scope of Services", attached hereto (the "Services").
2. Section 2.01 of the Original Agreement is hereby deleted in its entirety and
replaced with the following:
2.01 The consideration to be paid for the Services to be provided the City as
described in Article I shall be on a lump sum basis. The lump sum due
and payable to Engineer shall be as set forth on Exhibit "A" and Exhibit
"A-1", attached hereto. This amount shall be invoiced to the City upon
submittal of the final deliverable of the Services to the City and shall be
payable by the City within thirty (30) days of receipt of same. Engineer
shall conduct all or designated part of the services described on Exhibit
"A" and/or Exhibit "A-1" as "Special Services", if so directed by City in
writing. If the City directs Engineer to perform all or a part of the Special
Services, such Special Services shall be performed at the cost described in
Exhibit "A" and/or Exhibit "A-1". The City Council herein delegates the
authority to direct Engineer to perform all or part of the Special Services
to the City Manager of City, or his/her designee.
3. Exhibit "A-1", "Additional Scope of Services", attached hereto, is hereby added,
and shall comprise a part of for all intents and purposes, the Original Agreement.
4. Except as expressly amended hereby, the Original Agreement shall remain valid
and subsisting as originally provided.
IN WITNESS WHEREOF, the parties have executed this Amendment by duly
authorized representatives as of the date first written above.

ADDITIONAL SCOPE OF SERVICES & RELATED FEE
Calibration & Model Modifications to Meet the Requirements of the IDSE
As part of the "Evaluation of the City of Lubbock Pump Stations and Related Storage Tanks"
project, the LAN team is to prepare and submit a report to the TCEQ on the Initial Distribution
System Evaluation. During the review of the City's existing water model it became apparent that
the model is not calibrated to the level required by the IDSE. This scope of services and lump
sum fee covers the calibration of the model, which was specifically excluded from the original
scope of work.
For this project Lockwood, Andrews & Newnam (LAN) and its subconsultant, Alan Plummer &
Associates (APAI) will provide professional services as described below for the lump sum fee
indicated.
BASIC SERVICES:
1. LAN will update the City's existing electronic water maps such that the waterlines are
separated onto separate layers for each size of line. This will allow the drawings to be
queried such that the total volume of waterlines in the City's system can be determined
and the total length of each size pipe can be determined. This is critical in the
development of the IDSE. In addition this conversion will allow the electronic version to
be easily incorporated into the City's future GIS system.
2. Meet with the City of Lubbock water system operators at a mutually agreeable date and
time to obtain information about operational controls, available pressure data, system
demands (e.g. locations of large users, demand trends and related matters) and general
system operational characteristics.
3. Compare information provided by the City to information included in the water system
model provided to APAI by LAN. Identify additional information or data requirements
necessary to complete model calibration. For additional data requirements, define a
sampling plan to be carried out by the City. Prepare a memorandum summarizing
available model information/data and defining additional data requirements and the
sampling plan, if necessary, and submit to the City on or before September 1, 2007.
4. Based on additional information provided by the City, update the distribution system
model on or before August 15, 2007. Modifications may include minor updates to
system demands, physical system characteristics or operational controls. Redistribution
or development of system demands will not be performed as a part of this task and is
included as a special service.

5. Calibrate distribution system model on or before August 15, 2007. The model will be
calibrated to water levels in all storage facilities, pump discharge flows and pressures,
and available pressure data within the distribution system for a time period during the
month of August (month of maximum water temperatures and highest potential for
TTHM formation).
6. Prepare: (i) 10 copies of a draft technical memorandum; and (ii) final technical
memorandum summarizing the methodology and results of the model calibration. The
draft shall be furnished to the City on or before September 1, 2007, and the final shall be
submitted to the City on or before September 20, 2007.
Lump Sum Fee for Additional Scope & Services..........................................$32,000
SPECIAL SERVICES:
The following services are not anticipated to be necessary and will only be undertaken upon
written authorization from the City, and they will be billed based on the hourly rates included
in Table B-5.
1. Develop, from customer billing accounts, system pumping records, or other water usage
data, system demands for the distribution model. Allocate demands to model nodes.
Develop diurnal demand patterns to be used in the model.
2. Attendance at meetings not included in the basic services portion of the contract.
3. Other services, specifically requested by the City and required to complete the model
calibration, not included in the basic services portion of the contract.
4. Any model runs requested by the City following completion of model calibration.
