HomeMy WebLinkAboutResolution - 2007-R0040 - Amendment To Agreement - TXDOT - Intelligent Transportation System - 01/25/2007Resolution No. 2007-80040 January 25, 2007 Item No. 5.21 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby authorizes and directs the Mayor of the City of Lubbock to execute an Amendment No. 1 to the Advance Funding Agreement (Resolution No. 2004-RO552 November 4, 2004) by and between the City of Lubbock and the Texas Department of Transportation for the design and construction of an "Intelligent Transportation System" within the city limits of the City of Lubbock, which Amendment No. 1 and any associated documents are attached hereto and made a part of this Resolution for all intents and purposes. WITNESSETH WHEREAS, the State and the Local Government executed a contract on December 17th of 2004 to effectuate their agreement to design and construct an Intelligent Transportation System within the city limits of Lubbock, Texas; and, WHEREAS, it has become necessary to amend that contract; NOW THEREFORE, in consideration of the premises and of the mutual covenants and agreements of the parties hereto, the State and the Local Government do agree as follows: AGREEMENT Article 1. Description of Amended Items Minute Order is corrected to 108995 2. Scope of Work: "Project 2- Construction of the Integrated Network" has been deleted and replaced with the following: Project 2A Construction of ITS Network along South and West Loop 289 (1-27 to 34t" St.) Work will include the building of a fiber optic network, installation of dynamic message signs (DMS), closed circuit television cameras (CCTV), radar vehicle detection devices and the integration of TxDOT's signalized intersections along this portion of Loop 289, This will also include the first phase of a two part phased integration between the TXDOT Lubbock District Traffic Management Center and the City of Lubbock Traffic Management Center (TMC). The ITS network including all DMS signs will be integrated into the statewide Amber Alert network. Project 2B Construction of ITS Network along US 62/82 (Marsha Sharp Freeway) (Upland Ave to 1-27) Work will inciude the building of a fiber optic network, installation of dynamic message signs, closed circuit television cameras (CCTV), radar vehicle detection devices and the integration of TxDOT's signalized intersections along this portion of the Marsha Sharp Freeway. The second phase of the integration will provide for the construction of a direct fiber connection (along US 87) between the TMC's and allow It will alsc provide for future expansion of an ITS network along 1-27. This fiber connection will provide the additional bandwidth needed to allow the video from the CCTV along the Marsha Sharp Freeway back to the TxDOT Lubbock TMC. The ITS network including all DMS signs will be integrated into the statewide Amber Alert network. The funds will also be used to pay a consultant to develop a report evaluating the benefits of the project as required. 3. Local Project Sources and Uses of Funds: The first sentence has been deleted and replaced with the following: The estimated cost of the Project is shown in the Revised Project Budget — Revised Attachment C which is attached. Signatory Warranty The signatories to this amendment warrant that each has the authority to enter into this agreement on behalf of the organization they represent. IN WITNESS WHEREOF, THE STATE AND THE LOCAL GOVERNMENT have executed duplicate counterparts to effectuate this agreement. It is further understood that the State will include only those items for the improvements as requested and required by the Local Government. This is a construction estimate only; final participation amounts will be based on actual charges to the project. The City of Lubbock will do the fiber integration work in-house.
