The letter from Civic Lubbock, Inc., requesting approval of the second period grants is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 12, 2006 and was approved as recommended. This year's contract provided for $164,523 to be granted over two granting cycles. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses was deducted and the entire allocation was available for the 2006 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members, which includes three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. Kay Sanford, who serves on the Civic Lubbock, Inc. Board of Directors, is the Chair of the Cultural Arts Grant Review Committee. In reviewing the requests and developing funding recommendations for each application, the Cultural Arts Grants Review Committee followed the guidelines that were approved as part of the April 13, 2006 agreement. A Grant Workshop was held on November 2, 2006 for all organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters were representatives from the Lubbock Convention and Visitors Bureau, the Lubbock Hotel Motel Association and the City Attorney's office. Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 5, 2006. All fourteen (14) applications are recommended for partial funding. The total amount of funding requested for this grant cycle was $156,830 of which $78,723 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. The amount being recommended is the remaining balance of the Hotel Occupancy Tax allocated per the contract for the 2006 Cultural Arts Grant Program after the deduction of the first grant (June 2006) funding cycle. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $78,723 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Cultural Arts Grant Recommendations December 2006 — 2nd Granting Cycle 0612-001 Ballet Lubbock "A Midsummer Night's Dream" Amount Requested: $3,000 Amount Recommended: $1,500 Ballet Lubbock requested $3,000 for the spring 2007 production of "A Midsummer Night's Dream", which will be performed April 12-15, 2007 for five performances. Funds requested will be used in hiring a professional choreographer and for promotion and publicity. Committee Comments: • This will be a full length classical ballet performance, which should be a regional draw • Application indicates a plan to provide performance postcards in hotel rooms that could be redeemed for discounted admission; this will enable better tracking of room nights generated and enhance promotion of the event to visitors • Ballet Lubbock plans to use the zip code tracking mechanism that Select -a -Seat offers to track out of town ticket purchasers • Applicant plans to block rooms at three area hotels • Cultural Arts Grant Funds recommended are to cover Promotion and Publicity ($1,000) and Professional Services- Choreography ($500) 0612-002 Broadway Festivals, Inc. The 17th Annual 4th on Broadway Celebration Amount Requested: $40,000 Amount Recommended: $15,000 Broadway Festivals requested $40,000 to help fund musical talent who participate in and are an integral part of the "The 17th Annual 4th on Broadway Celebration" on July 4, 2007. The event includes a Parade, Street Fair that includes a "Battle of the Bands, and a Fireworks Extravaganza and Concert in MacKenzie Park. In addition, the event will include the 2nd Annual College Baseball Hall of Fame Induction Ceremony during the Street Fair. Committee Comments: • College Baseball Hall of Fame Induction component will be a draw and help generate additional room nights as well as additional exposure for the entire event • Applicant plans to promote and list the event on various tourist websites • Applicant plans to work with downtown hotels • With the 4th of July taking place on a weekday, it becomes more challenging to draw in visitors for overnight stays; would encourage applicant to continue to look for innovative marketing ideas to grow and track room nights generated 0612-003 Llano Estacado Clay Guild 10th Annual Llano Wine and Clay Festival Amount Requested: $10,000 Amount Recommended: $ 7,000 The Llano Estacado Clay Guild requested $10,000 to assist with the promotion/publicity and professional services costs for the Llano Wine and Clay Festival, which will be held June 8-10, 2007. The Festival combines two fine arts, ceramics and winemaking and includes a guest ceramic artist, opportunities for artists to present and market their work, educational clay demonstrations by local and visiting artists and educational seminars on winemaking. Committee Comments: • Application indicates a well organized media effort and includes significant promotion outside the local area • History of out of town/visitors attending event has been very good • Proposed methods of tracking tourism are good; be sure to include questions as to whether the visitors stayed in hotels to better capture and document room nights generated • Is a multiple day event, which creates the potential for overnight stays • CVB indicated that this organization does co-op ads with the Bureau to promote the event outside the region • Cultural Arts Grant Funds recommended are to cover Promotion and Publicity ($6,300), Postage ($200) and Professional Services- Musicians ($500) 0612-004 Lubbock Arts Alliance, Inc. 291h Annual Lubbock Arts Festival Amount Requested: $25,000 Amount Recommended: $20,000 The Lubbock Arts Alliance, Inc. requested $25,000 for the production of the 291h Annual Lubbock Arts Festival at the Lubbock Memorial Civic Center on April 19-22, 2007. The event includes visual art, performing art, literary art and culinary art components. Special events at the Arts Festival geared specifically towards tourism include the "Colgate Country Showdown" singing competition, the "Art and Appraisal Fair" featuring appraisers from the "Antiques Roadshow" on PBS, a performance by the original members of the Maines Brothers Band and a 15 -ton sand sculpture demonstration and sand playbox by Team Sandtastic, "World Champion" sand artists. Those competing in the Colgate Country Showdown at the Lubbock Arts Festival will sing to win a spot at the State Competition. Committee Comments: • The Colgate Country Showdown and "Art and Appraisal Fair" featuring appraisers from the "Antiques Roadshow", in particular, will be good tourism draws; potential for additional marketing and exposure by the producers of those events • Number of hotel rooms generated has been increasing • Great idea to provide Festival T-shirts to frontline hotel staff to wear in advance of the Festival • Application indicates marketing efforts will occur regionally and statewide 0 0612-005 Lubbock Arts Alliance "Great City, Great Art" Lubbock's Cultural Website Amount Requested: $3,500 Amount Recommended: $2,000 The Lubbock Arts Alliance requested $3,500 to create and maintain a "Great City, Great Art" website. The purpose of this comprehensive website would be to promote Lubbock's artists, arts organizations, and events to individuals, particularly those from out of town, in an effort to generate tourism and hotel room nights. The "Great City, Great Art" website would be based upon the www.artshound.com website that promotes the arts in Houston. Committee Comments: • Website is very much needed; would promote the arts and would potentially increase cultural tourism • Would be important that as many links be created as possible on artist websites, arts organization websites, tourism websites, etc. • Would encourage applicant to make sure that hoteliers are aware of the website and make it available on any public computers or computer kiosks available to their guests • Need to develop a plan on how actual room nights generated as a result of the website would be tracked and documented • This would be a one-time grant to help get the website off the ground. Committee did not feel that this grant program should fund the maintenance of the website 0612-006 Lubbock Community Theatre Spring 2007 Season Amount Requested: $14,480 Amount Recommended: $ 4,000 The Lubbock Community Theatre requested $14,480 to assist with professional services, royalty fees, and rental of scripts for their Spring 2007 Season of Plays. The Spring 2007 Season will consist of three separate productions, running 3 weekends each beginning in March of 2007 and ending in July of 2007 with a total of 27 performances. The plays will be "Uncle Vanya", "It's Only a Play" and "La Cage aux Folles". Committee Comments: • Cultural Arts Grant dollars that are approved are to go towards the payment of royalties and rental of scripts • Taking postcards and flyers to local hotels will help promote the event to visitors • Encourage applicant to obtain a list of upcoming conventions from the CVB and market performances to those visitors • Encourage applicant to set up packaging with local hotels to encourage overnight stays 0612-007 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2007 Season Amount Requested: $20,000 Amount Recommended: $10,000 Lubbock Moonlight Musicals, Inc., a newly created non-profit production company, requested $20,000 to offset production rights to three family-oriented musicals for presentation throughout the summer of 2007 in the new outdoor Wells Fargo Amphitheatre in Mackenzie Park. The shows planned include fifteen (15) performances of "The Sound of Music", nine (9) performances of "Seven Brides for Seven Brothers" and at least seven (7) performances of "The Secret Garden". The performances will begin Memorial Day Weekend and will continue throughout the summer, in repertory fashion, through Labor Day Weekend, that is shows will be scheduled to allow two or three different shows to run each weekend. Committee Comments: • Has great potential for overnight stays, particularly with the repertory format • Applicant is working closely with the CVB to market performances to bus tours, which will be important in developing regional and statewide audiences • Good plan for marketing outside the region • Great collaboration is indicated in application, including working with faculty and students at Texas Tech and area high schools to showcase local artistic talent • Application indicates strong corporate sponsorship and community support • Because this is a new project, there is no track record for producing room nights, however, the Committee felt there could be long range positive implications for tourism 0612-008 Lubbock Symphony Orchestra Spring Pops Concert — "America at the Movies" Amount Requested: $10,000 Amount Recommended: $ 5,000 The Lubbock Symphony Orchestra requested $10,000 for artistic fees, production costs and overall support for the LSO Spring Pops Concert "America at the Movies" to be performed Friday, April 13, 2007. Program will include familiar themes from movies such as Harry Potter, Star Wars, Rocky, Chariots of Fire and more. Committee Comments: • Has the potential for packaging with local hotel, i.e. "Girls Night Out" • Applicant is encouraged to provide event information (flyers) to hoteliers for guests staying in hotels • Applicant is encouraged to utilize Select -a -Seat for single sales; could generate sales in regional cities where Select -a -Seat outlets are located • Applicant is encouraged to solicit their season subscribers to assist with generating additional room nights, i.e. schedule meetings with out of town clients to coincide with the performance and take them to the Symphony • Might be advantageous to look at partnering with another event to encourage more overnight stays since this is a one evening event 4 Might consider cross promoting with Symphonies in other cities to generate more room nights Applicant is strongly encouraged to develop innovative marketing ideas to increase number of room nights generated from this project. 0612-009 Lubbock Symphony Orchestra Classical Series - "America Sings" and "America's Choice" Amount Requested: $10,000 Amount Recommended: $ 5,000 The Lubbock Symphony Orchestra requested $10,000 for artistic fees, production costs and overall support for the final two LSO Classical Series Concerts "America's Choice" to be performed on March 30-31, 2007 and "America Sings" to be performed on May 4-5, 20007. Committee Comments: • Application indicates substantial foundation and corporate support • Applicant is encouraged to provide event information (flyers) to hoteliers for guests staying in hotels • Applicant is encouraged to utilize Select -a -Seat for single sales; could generate sales in regional cities where Select -a -Seat outlets are located • Applicant is encouraged to solicit their season subscribers to assist with generating additional room nights, i.e. schedule meetings with out of town clients to coincide with a Symphony performance and take them to the Symphony • Might be advantageous to look at partnering with another event to encourage more overnight stays • Might consider cross promoting with Symphonies in other cities to generate more room nights • Applicant is strongly encouraged to develop innovative ideas to increase number of room nights generated from this project. 0612-010 Lubbock Symphony Orchestra Lubbock Youth Symphony Orchestra Spring Concert Amount Requested: $5,000 Amount Recommended: $2,500 The Lubbock Symphony Orchestra requested $5,000 for artistic fees, production costs, promotion and marketing for the Lubbock Youth Symphony Orchestra Spring Concert to be performed on Sunday, March 4, 2007. Members of the orchestra include youth from other cities on the South Plains, such as Midland and Big Spring, as well as Eastern New Mexico. Committee Comments: • Has tourism impact because of parents and grandparents attending the event • Applicant is encouraged to provide event information (flyers) to hoteliers for guests staying in hotels 5 • Might be advantageous to look at partnering with another event to encourage more overnight stays since this event is one performance on a Sunday afternoon • Application indicates strong community financial support for the program 0612-011 Prairie Winds Chorus Hats Off to the Red Hats: A Broadway Tribute Amount Requested: $1,400 Amount Recommended: $ 700 The Prairie Winds Chorus, a chapter of the Sweet Adelines International, requested $1,400 to assist with expenses, such as actors, sound system rental, costumes, props and sets, for its second annual Red Hat Show to be held Saturday, April 28, 2007. This performance will be presented for the Area/Regional Red Hat Society in conjunction with their meeting in Lubbock. Committee Comments: Per the CVB, there should be approximately 300 room nights generated Application indicates plan to distribute audience tracking cards to document visitors and hotel stays Since this event will be held in conjunction with a regional meeting, marketing will be handled primarily by the Red Hat Society 0612-012 Ranching Heritage Association 37th Annual Ranch Day — "Home Runs on the Range" Amount Requested: $4,200 Amount Recommended: $1,650 The Ranching Heritage Association requested $4,200 for the 37th Annual Ranch Day scheduled for Saturday, April 28, 2007 at the National Ranching Heritage Center. Ranch Day preserves the history of ranching through music, dance, exhibitions and interpretation. Activities, exhibits and demonstrations will include instrumental and vocal music, dance, poetry, historic preservation of ranch architecture, and exhibitions of photography and art. An authentic 1880's baseball team will have exhibition games throughout the day. Committee Comments: • Event starting in the morning encourages overnight stay on Friday to take advantage of all of the activities scheduled • Would encourage applicant to contact the CVB as soon as possible about marketing this event to bus tours, could potentially generate additional room nights • Great event that provides a unique visitor experience and a strong educational component on the music, art and architecture of the American West • Application indicates good marketing ideas outside of the region • Cultural Arts Grant Funds approved will be used for Promotion and Publicity • Continue to do visitor surveys to document hotel stays 6 0612-013 TTU: University Interscholastic League Region I Area and Regional One Act Play Competition Amount Requested: $6,000 Amount Recommended: $3,000 The University Interscholastic League requested $6,000 to offset costs involved in hosting the 4A Area and 5A Regional One Act Play Competition to held April 5-7, 2007 and April 12-14, 2007 respectively. This competition highlights the talents of high school student actors in 4A and 5A schools with the hopes of advancing to the State Competition. Region I consists of cities from El Paso to Fort Worth/McKinney and from Amarillo to Junction. Committee Comments: • UIL has a good history of tracking room nights because of the relationship with the Lubbock Sports Authority; applicant should continue those efforts to document hotel stays specifically for this event • Application indicates that the majority of attendees are historically out of town guests/visitors • Good educational component • Application indicates blocking hotel rooms with several local hotels 0612-014 Underwood Center for the Arts Flatland Film Festival Amount Requested: $4,250 Amount Recommended: $1,373 The Louise Hopkins Underwood Center for the Arts requested $4,250 to fund a portion of the third annual Flatland Film Festival, a celebration of the best in independent, short film or video. Through advertising in leading independent film magazines and websites, the Flatland Film Festival will publish its call for entries in the spring of 2007, culminating with the Film Festival on September 28-29, 2007. In two years the number of Flatland entries has grown 300% and films recognized by the Flatland Film Festival have gone on to win additional awards at other film festivals across the country. Committee Comments: • Application indicates strong promotion and marketing outside the region • Two day Festival creates potential for overnight stays • Cultural Art Grant Funds approved will go towards promotion and publicity Agenda Comments for the January 12, 2007 City Council Meeting DEPARTMENT: Civic Services ITEM#/SUBJECT: Consider a resolution approving recommendations from the Cultural Arts Grant Review Committee and the Civic Lubbock, Inc. Board of Directors for the second of two grant periods for the 2006 Cultural Arts Grant Program using Hotel Occupancy Tax funds collected at the end of FY 2004/2005. BACKGROUND/DESCRIPTION: On April 13, 2006 the Lubbock City Council approved an agreement with Civic Lubbock, Inc. to administer the City of Lubbock's Cultural Arts Grant Program and to pay Civic Lubbock, Inc. $164,523.00 to be used for this program. The term of the agreement commenced on the Effective Date and continues without interruption until March 31, 2007. The agreement also stipulates that the funds are to be used in making grant awards to cultural arts organizations for the encouragement, promotion, improvement, and application of the arts and the promotion of tourism in the Lubbock community. The funds represent 5.71429% of the hotel/ motel tax collected during the fiscal year ended September 30, 2005. Civic Lubbock, Inc. elected to absorb any administrative expense in administering this program; therefore the entire allocation of $164,523.00 was available for the two granting periods in 2006. Board of Directors, submitted their grant award recommendations to the full Civic Lubbock, Inc. Board at their December 12th meeting and the recommendations were approved as presented.
