RESOLUTION
IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Amendment No. 2 to the
agreement between the City of Lubbock and Parkhill, Smith & Cooper for engineering
services on the Taxiway Lima Project, and all related documents. Said Amendment is
attached hereto and incorporated in this Resolution as if fully set forth herein and shall be
included in the minutes of the Council.

Additional Construction -Phase Testing
Dear Mr. Loomis:
During construction of the Taxiway L project, site conditions created a need for additional testing over and
above the original scope to ensure that all aspects of the project met the specifications. Specifically, varying in-
situ soil conditions increased the number of lime -treated subgrade proctors and related density tests. Another
major factor that led to increased testing was the reconstruction of the high speed portion of Taxiway J.
Originally it was planned to only remove and replace the concrete pavement. Once the pavement was removed
it was discovered that extensive moisture damage had developed. Therefore, this entire pavement section was
removed, full depth and reconstructed. Testing was required on the subgrade layers, lime treated subbase and
the cement treated base layers reconstructed during this process.
The original project testing budget of $159,500.00 was exceeded by $33,961.00. This amendment would
increase the contract amount of task 3 surveying and testing to a total of $193,461.00-

Taxiway Lima Construction -Phase Testing
Task 3 - Surveying and Testing Services, (reimbursable expense). Increase the testing
limits from $159,500.00 to $193,461.00 for an increase of $33,961. ��

We propose to modify the agreement between the City of Lubbock and Parkhill, Smith & Cooper, Inc. dated
August 16, 2004. We proposed to provide the Task 3 services as a reimbursable expense as outlined under the
provisions of ATTACHMENT B — COMPENSATION. Additional compensation for Design Phase - Task 1,
Construction Phase - Task 2 services and Task 3, Surveying and Testing Services shall not exceed $33,961.00
without Owner's approval.

Consider a resolution authorizing the Mayor to approve Amendment 92 to the
agreement between the City of Lubbock and Parkhill Smith & Cooper for the
Taxiway L projcct.
Item Summary
This amendment modifies the original agreement with Parkhill, Smith and Cooper
for engineering services for construction/extension of taxiway Lima at the Lubbock
Preston Smith international Airport.
During construction of the -taxiway Lima project, site conditions created a need for
additional soil testing over and above the original scope to ensure that all aspects
of the project met FAA specifications.
In addition, the reconstruction of taxiway Juliet east of runway 17R/35L uncovered
extensive soil moisture damage in the pavement subgrade requiring full depth
reconstruction of this portion of pavement. Additional testing was required on the
subgrade layers.
Fiscal Impact
The original project testing budget of $159,500 was exceeded by $33,961. This
amendment will increase the surveying and testing services for this project to
$193,461. The increase in engineering fees will be offset by a change order to the
construction contract reducing the contract by $37,306.66 for a quantities
adjustment. Project 253.94351.

for the increase in construction phase testing services from $159,500 to $193,461.
