RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Amendment No. 8 to the
agreement between the City of Lubbock and Parkhill, Smith & Cooper for engineering
services on the Airfield Pavement Analysis Project, and all related documents. Said
Amendment is attached hereto and incorporated in this Resolution as if fully set forth
herein and shall be included in the minutes of the Council.
Passed by the City Council this 12th day of January , 2007.

Dear Mr. Loomis:
We have met with your staff, reviewed the project and have prepared the following fee to perform the airfield
pavement analysis. Our understanding of the scope items and a fee proposal for this project is detailed in the
Project Budget Sheets which are attached to this amendment.
Airfield Pavement Analysis',
Task 1 - Fee for Professional Services (Study and Report, Geotechnical
and Site Investigation, lump sum).
$91,000.00
We propose to modify the agreement between the City of Lubbock and Parkhill, Smith & Cooper, Inc. dated
January 13, 2005, and to provide the task 1 services on a lump sum basis under the provisions of the contract,
EXHIBIT B — PAYMENTS TO THE ENGINEER, LUMP SUM METHOD, Paragraph B4.01.A. L These
services shall not exceed $91,000.00 without Owner's approval.
If the terms of this amendment are agreeable to you, please sign and return one copy of this letter to our office.
We will take receipt of this signed letter as our notice to proceed with these services.

2006 PITC APPLICATION PROJECT INFORMATION
PROJECT:
Item 6-5, Airfield Pavement Analysis
PROJECT DESCRIPTION:
This project will prepare an in-depth pavement analysis of the entire airfield pavement. This
analysis will include identifying pavement sections, age of pavement surfacing, aircraft weight
capacity and existing condition. Geotechnical testing may be required to obtain data necessary to
develop the airfield pavement analysis. The analysis will present a rating for the entire airfield
pavement to be used as a guide for maintenance or rehabilitation actions to extend the life of the
pavement.
JUSTIFICATION:
The airport is required as part of their Grant Assurances to perform an airfield pavement
analysis. The airport must update the pavement analysis regularly to track the pavement condition
and to utilize the pavement condition to schedule maintenance or rehabilitation to maximize the life
of the pavement.
OBJECTIVE:
The airfield pavement analysis will be used by the airport to schedule maintenance and
rehabilitation actions to extend the life of the pavement and reduce the potential for hazardous debris
from deteriorating pavement surface material. This project will enhance the safety and capacity of
the airport by keeping the airfield pavement open to aircraft.

Consider a resolution authorizing the Mayor to approve Amendment #8 to the
agreement between the City of Lubbock and Parkhill Smith & Cooper for the
Airfield Pavement Analysis project.
Item Summary
This amendment (No. 8) modifies the original engineering agreement with Parkhill,
Smith and Cooper (PSC) and the Lubbock Preston Smith International Airport to
add engineering services for conducting an analysis of the airfield pavements at the
airport.
The airport is required by the FAA as part of the federal grant assurances to
perform an airfield pavement analysis. The airport must update the pavement
analysis regularly to track the condition of the pavement and use the analysis for
scheduling maintenance or rehabilitation to maximize the life of the pavement.
Fiscal Impact
The engineering services associated with this project will be funded by passenger
facility charges (PFC). The fee for these services is $91,000 and will be paid from
project 251.91111.
Staff Submitting/Recommendation
James Loomis, Transportation and Public Works Assistant City Manager.
The Airport Board and Airport Staff are recommending approval of Amendment No.
8 to the agreement with PSC in the amount of $91,000.
City Council Meeting
