Said Grant Application is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. The vehicle that is being replaced is a 1996 RTS. The new vehicle will be a 30', low -floor, hybrid electric bus. The funding for this project comes from an FY2008 Section 5309 earmark. Citibus will use Transportation Development Credits as the local match for this project. These TDCs have been previously awarded in Minute Orders 108381 and 108795; these minute orders are attached. Title 23 U.S.C. Section 1200) permits a state to count as a credit toward a project's local share certain expenditures the state makes with toll revenues. The amount of the toll revenue credits is based on revenue generated by toll authorities within the state if the revenue is used to build, improve, or maintain highways, bridges, or tunnels that serve interstate commerce. The Brazos Transit District operates a rural system serving 21 counties in East Texas and has requested $125,000 of toll revenue credits for capital expenses related to the purchase of buses and transit bus facilities. The City of Waco operates a small urbanized system serving the Waco area and has requested $412,500 of toll revenue credits for capital expenses related to the administration and maintenance facilities. The City of Lubbock operates a small urbanized system serving the Lubbock area and has requested $250,000 of toll revenue credits for capital expenses related to the purchase of buses and transit bus facilities. The City of Galveston operates a small urbanized system serving the Galveston area and has requested $312,500 of toll revenue credits for capital expenses related to the purchase of buses, transit bus facilities, and the Galveston rail trolley extension. CONSENT AGENDA ITEM #/SUBJECT: # Consider a resolution authorizing the Citibus General Manager to execute a Federal Transit Administration FY 2008 Section 5309 Discretionary Grant, #TX -04-0023-00.. (Citibus) BACKGROUND DISCUSSION: The Federal Transit Administration has allocated $490,000 to The City of Lubbock/Citibus as part of a Section 5309 Discretionary Grant, #TX -04-0023-00. The funds will be used to fund one replacement vehicle for Citibus' fixed route fleet. Citibus will replace a 1996 RTS with a 30', low -floor, hybrid electric bus. Federal Transit Administration regulations require that all grants must be applied for and executed electronically. Therefore, Citibus would like to request that the Mayor allow Mr. John Wilson, Citibus General Manager, to execute this grant, once approved by City Council. FISCAL IMPACT: Transportation Development Credits from the Texas Department of Transportation will allow for the Federal Transit Administration funds to be used at 100%, meaning no local match will be required. SUMMARY/RECOMMENDATION: Citibus recommends the approval of a resolution authorizing the Citibus General Manager to execute the Federal Transit Administration FY 2008 Section 5309 Discretionary Grant, #TX -04-0023-00.
