RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock, that Civic Lubbock, Inc., award all of
the second period grants for 2007 recommended by the Cultural Arts Grants
Review Committee. A letter, dated January 10, 2007, from Civic Lubbock, Inc.,
requesting approval of the second period grants is attached hereto and
incorporated in this Resolution as if fully set forth herein and shall be included in
the minutes of the Council.

The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the second (December 2007) granting cycle. This
recommendation was presented to the Civic Lubbock, Inc. Board of Directors on December 12,
2007 and was approved as recommended. This year's agreement provided for $194,909.00 to be
granted over two granting cycles. In addition, interest earned in 2006 in the amount of $4,536.00
was available for the 2007 program, making the amount for the 2007 Cultural Arts Grant
Program a total of $199,445.00. The Board of Directors elected to absorb all expenses related to
administering the program, therefore no administrative expenses was deducted and the entire
allocation was available for the 2007 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members: three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:
Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee
Mark Bass, CLI Board of Directors
Louis Kelley, CLI Board of Directors
Gail Fargason, Member -at -Large appointed by City Council
Ann McDonald, Member -at -Large appointed by City Council
In reviewing the requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the guidelines that were approved as part of
the February 6, 2007 agreement. A Grant Workshop was held on October 30, 2007 for all
organizations wishing to apply for a Cultural Arts Grant. Included among the workshop
presenters were representatives from the Lubbock Convention and Visitors Bureau, the Lubbock
Hotel Motel Association and the City Attorney's office

Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on December 6, 2007. Nine (9) applications were received for this grant
(December 2007) funding cycle. The number of applications received was less than the
December 2006 grant funding cycle. This was largely due to several applicants applying during
the first funding cycle of 2007 (June) for their entire season rather than applying for both the
June and December grant cycles.
The amount available for the December 2007 cycle ($98,795.00) is the remaining balance of the
funds available for the 2007 Cultural Arts Grant Program after the deduction of the first grant
(June 2007) funding cycle. The total amount of the requests was lower than the funds available.
Therefore, all nine (9) applications are recommended for full funding. The total amount of
funding requested for this grant cycle was $97,700.00 of which $97,700.00 is recommended for
funding from the City of Lubbock Cultural Arts Grant Program. There was $1,095.00 in earned
interest that was not used for the 2007 Cultural Arts Grant program and this amount will be
retained by Civic Lubbock, Inc. and utilized for funding future Cultural Arts Grant applications
as permitted by the agreement.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $97,700.00 as recommended by the Cultural
Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

December 2007 — 2nd Granting Cycle
0712-001 Ballet Lubbock
"In Tribute"
Amount Requested: $1,500
Amount Recommended: $1,500
Ballet Lubbock requested $1,500 for the spring 2008 production of "In Tribute", which will
be performed April 4-5, 2008 for three performances in the Firehouse Theatre at the
Underwood Center for the Arts. This season represents the 10th anniversary of Yvonne Racz
as Artist Director. "In Tribute" will be Ballet Lubbock's 391h annual spring performance and
the choreography being executed and the dancers performing this repertoire will be a tribute
to Ms. Racz's tenure and the Ballet's nearly 40 years of existence.
Committee Comments:
• Project has strong artistic merit
• Project has the potential to bring in many visitors with the celebration of Ms. Racz's
tenure with the Ballet
• Application indicates a good marketing plan for promoting event outside the local
area
• Ballet Lubbock plans to use the zip code tracking mechanism that Select -a -Seat offers
to track out of town ticket purchasers
• Applicant plans to block some rooms at three area hotels
• Cultural Arts Grant Funds recommended are to be used towards the cost of Promotion
and Publicity ($1,000) and Supplies/Materials - Costumes ($500)
0712-002 Broadway Festivals, Inc.
The 18th Annual 4th on Broadway Celebration
Amount Requested: $40,000
Amount Recommended: $40,000
Broadway Festivals requested $40,000 for the "18th Annual 4th on Broadway Celebration" on
July 3-4, 2008. The project includes a Parade and Street Fair that features over 400 regional
performers on various stages throughout the celebration. It also includes a "Battle of the
Bands", and a Fireworks Extravaganza and Concert in MacKenzie Park. The Third Annual
College Baseball Hall of Fame induction ceremony will be held in conjunction with the
Street Fair. Taking the Celebration to a higher level and also to celebrate Lubbock's
Centennial, the project has been expanded to a two-day event for 2008. Expanded activities
include a "sock hop" street dance on the 3rd, performances by nationally renowned recording
artists at the Concert in MacKenzie Park, a children's art contest and a photo contest for local
residents and visitors.
Committee Comments:
• The music, art and photography components reflect strong artistic merit
• The College Baseball Hall of Fame Induction component will be a draw and help
generate additional room nights as well as additional exposure for the entire event
• Taking project to a higher level - expanding to a 2 -day event and bringing in
nationally -known recording artists for the Concert has the potential to increase
tourism
• Organization has established a marketing committee; staff members from Visit
Lubbock are serving on the committee
• Application indicates a good marketing plan to reach potential visitors
• Tie-in to Lubbock's Centennial Celebration will create potential for more exposure
and tourism
• The Visitor's Booth at the Street Fair is a great idea and will help track visitors
• Cultural Arts Grant Funds recommended are to be used toward the cost of
Professional Services — Music Contract ($21,790), Photo Contest ($750), Children's
Art Contest ($750), Advertising ($15,360), and Postage/Telephone ($1,350)
0712-003 Fine Arts Academy of India
A Flute Concert by Shashank
Amount Requested: $2,000
Amount Recommended: $2,000
The Fine Arts Academy of India requested $2,000 to assist with artist fees for a Flute
Concert featuring flutist Shashank on March 16, 2008. Shashank began playing the flute at
age six and his debut concert was in 1990 at the age of 11. He has performed all over the
world including Japan, France, Holland, Italy, Korea and Switzerland. He has also
performed at the Kennedy Center in Washington D.C. and the J. Paul Getty Hall in Los
Angeles, California.
Committee Comments:
• Strong artistic merit
• Application indicates mostly local advertising; use of mailing lists to reach limited
audience in the region
• Application indicates minimal room nights generated, but Committee feels this
project could generate more tourism if advertised to a broader audience
• Committee would like to assist organization in contacting the TTU Flute Studio in
regard to this project; pursue artist participating in a masterclass while in Lubbock
• Committee would suggest that organization publicize this project to other Flute
Societies across Texas; could be a potential for overnight stays
• Cultural Arts Grant Funds recommended are to be used to cover the cost of Artist
Fees ($2,000)
0712-004 Louise Underwood Center for the Arts
4th Annual Flatland Film Festival
Amount Requested: $3,000
Amount Recommended: $3,000
The Louise Hopkins Underwood Center for the Arts requested $3,000 to fund the marketing
ventures for the 4th Annual Flatland Film Festival, a celebration of the best in independent,
short film or video in the region and beyond. A short film/video competition and film
invitational, the Flatland Film Festival cultivates an appreciation for the art of moving image
and film. Filmmakers locally, statewide, throughout the U.S. and internationally participate
annually in this event. Through advertising in leading independent film magazines and
websites, the Flatland Film Festival will publish its call for entries in the spring of 2008,
culminating with the Film Festival on September 26-27, 2008. This project also includes
workshops on state-of-the-art film technology and panel discussions with industry
professionals.
Committee Comments:
• Strong artistic and educational merit
• Application indicates strong promotion and marketing outside the region
• Postcards mailed out will be bar-coded with discounts offered on the advance
purchase of passes via PayPal; great idea to help track visitors
• Application indicates a plan to reserve room block at local hotel
• Two day Festival creates potential for overnight stays
• Suggest applicant work more closely with the CVB to better track room nights
• Cultural Art Grant Funds recommended are to be used toward the cost of Promotion
and Publicity ($3,000)
0712-005 Lubbock Arts Alliance, Inc.
30th Annual Lubbock Arts Festival
Amount Requested: $30,000
Amount Recommended: $30,000
The Lubbock Arts Alliance, Inc. requested $30,000 for the production of the 30th Annual
Lubbock Arts Festival at the Lubbock Memorial Civic Center on April 17-20, 2008. The
theme for the 2008 Festival will be a western, cowboy, pioneer theme entitled "Deep in the
Art of Texas". The event includes visual art, performing art, literary art and culinary art
components. Special events at the Arts Festival geared specifically towards tourism include
the "Art and Antique Appraisal Fair" featuring appraisers from the "Antiques Roadshow" on
PBS, a Quilt Exhibit by guilds all over West Texas, a performance by Delbert McClinton and
a 15' x 15" chalk mural by International Street Painting Artist, Craig Thomas.
Committee Comments:
• Strong artistic merit
• The "Art and Antique Appraisal Fair" featuring appraisers from the "Antiques
Roadshow" (PBS) and the Quilt Exhibit, in particular, will be good tourism draws;
potential for additional marketing and exposure by the producer of "Antique
Roadshow" and from the Quilting Clubs in the region
• Number of hotel room nights generated has been increasing
• Application indicates good marketing plan to reach out regionally and statewide
• Celebrating the 301h anniversary of the Arts Festival will provide additional
opportunities for promotion
• Cultural Arts Grant funds recommended are to be used for Professional Services -
Spotlight Entertainment ($15,000), Performing Stages ($5,000) and toward the cost of
Promotion/Publicity ($10,000)
0712-006 Lubbock Centro Aztlan/Ballet Folklorico Aztlan
2008 Viva Aztlan Festival
Amount Requested: $6,000
Amount Recommended: $6,000
Lubbock Centro Aztlan requested $6,000 for the production of the Viva Aztlan Festival to be
held March 14-15, 2008 in the Lubbock Memorial Civic Center Theater and meeting rooms.
The two-day Festival consists of Folklorico and Mariachi groups from surrounding states
attending Master workshops as well as performing in competitions. Participants include
adults and children. The Festival will bring in professional Master Instructors to conduct the
workshops and judge the competitions. Event will also include a concert featuring a
nationally acclaimed Mariachi group, "Mariachi Los Arrieros". The 2007 Viva Aztlan
Festival winner, "Back of the Yards Ballet Folklorico" from Chicago, Illinois, will return to
be showcased on Saturday.
Committee Comments:
• Strong artistic and educational merit
• Per Visit Lubbock, project has a good history of generating out-of-town visitors and
room nights
• Websites that specifically cater to Folklorico and Mariachi groups will be utilized to
promote the Festival in their event calendars; good potential to generate participation
and tourism
• Cultural Arts Grant funds recommended are to be used for Professional Services -
Folklorico Judges ($3,000) and Folklorico Showcase group ($1,200) and toward the
cost of Promotion/Publicity ($1,800)

0712-007 Lubbock Community Theatre
Children's Theatre Project Spring 2008
Amount Requested: $12,000
Amount Recommended: $12,000
The Lubbock Community Theatre requested $12,000 to assist with production of their Spring
2008 Children's Theatre Project, which will include children's theatre classes and the
presentation of one major production, "Frog and Toad". At the end of each class session, a
"showcase" will be held to highlight what the children have learned. The production of "Frog
and Toad" will utilize both adults and children.
Committee Comments:
• Strong artistic and educational merit
• Taking postcards and flyers to local hotels will help promote the event to visitors
• Committee suggests bar-coding postcards to help track visitors/tourism
• Cultural Arts Grant funds recommended are to be used toward the cost of
Professional Services Director/Actors ($1,200), Facility Rental ($9,300),
Supplies/Materials ($500), Promotion/Publicity ($1,000)
0712-008 Prairie Winds Chorus
The Red Hat Show
Amount Requested: $ 500
Amount Recommended: $ 500
The Prairie Winds Chorus, a chapter of the Sweet Adelines International, requested $500 to
assist with expenses, such as supplies/materials and promotion/publicity for its third annual
Red Hat Show to be held June 7, 2008. This performance will be presented for the
Area/Regional Red Hat Society in conjunction with their convention in Lubbock and will
promote cultural awareness of barbershop harmony.
Committee Comments:
• Strong artistic merit
• Great potential for overnight stays
• Application indicates plan to distribute audience tracking cards to document visitors
and hotel stays
• Since this event will be held in conjunction with a regional meeting, the majority of
the marketing will be handled primarily by the Red Hat Society
• Cultural Arts Grant funds recommended are to be used toward the cost of
Supplies/Materials ($160) and Promotion/Publicity ($340)

0712-009 Prairie Winds Chorus
Lubbock: 100 Years
Amount Requested: $2,700
Amount Recommended: $2,700
The Prairie Winds Chorus, a chapter of the Sweet Adelines International, requested $2,700 to
assist with costs associated with the production of their fall show "Lubbock: 100 Years" to
be held on August 23, 2008 at the Lubbock Memorial Civic Center. This concert will
promote cultural awareness of the history of music and barbershop harmony.
Committee Comments:
• Strong artistic merit
• Tie-in to Lubbock's Centennial Celebration could create potential for tourism
• History of generating room nights is unknown; first time to receive funding for this
proj ect
• Application indicates plan to distribute audience tracking cards to document visitors
