RESOLUTION
WHEREAS, the City Council has heretofore by Resolution established policies
and procedures pertaining to the City Council and of the City of Lubbock in a Policies
and Procedures Manual; and
WHEREAS, the City Council finds that it would be in the public interest to
amend certain policies and procedures as set forth in the City of Lubbock Council Rules,
Order of Business and Procedure manual;
WHEREAS, pursuant to Section II(B) of said Rules, this proposed amendment
has been introduced into the record at a prior regular meeting of the City Council; NOW
THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1: THAT subparagraph XI(B) of the City Council Rules, Order of
Business and Procedures as set forth in the Policies and Procedures Manual, is amended
to read as follows:
B. Board and Commission Terms
1. Except for the Planning and Zoning Commission, the Lubbock Water
Advisory Commission, and the Audit Committee, appointment of members to City
Council appointed advisory boards and commissions shall be as follows:
(a) Members appointed to a full term may be reappointed to one (1)
additional full term upon expiration of the original term.
(b) Members appointed to an unexpired term may be reappointed to
two (2) additional full terms upon expiration of the original unexpired term.
(c) Members elected to serve as Chair during their second full term
may serve a third full term.
(d) Members who are serving as alternate may be reappointed
indefinitely. Upon promotion to full -member status, the preceding policies apply.
2. Appointment of members to the Planning and Zoning Commission shall
be as follows:
(a) Members appointed to a full term may be reappointed to two (2)
additional full terms upon expiration of the original term.
(b) Members appointed to an unexpired term may be reappointed to
three (3) additional full terms upon expiration of the original unexpired term.
(c) Members elected to serve as Chair during their third full term may
serve a fourth full term.
3. Appointment of members to the Lubbock Water Advisory Commission
and the Audit Committee shall be as follows:
(a) Members appointed to serve on the Lubbock Water Advisory
Commission and the Audit Committee may be reappointed indefinitely.
(b) Members elected to serve as Chair of the Audit Committee may
serve in that capacity only for two (2) full terms.
(c) Members elected to serve as Chair of the Lubbock Water Advisory
Commission may serve in that capacity only for three (3) full terms.
4. Unless the provision contained in XI(B)(3)(c) above is renewed or
extended by action of the City Council, said provision shall expire on its own accord on
July 31, 2011. Upon expiration of said provision, if the tenure as Chair of the person
serving as Chair shall have been more than four (4) years in duration, the term of that
person as Chair shall end concurrently with the expiration of the provision, and further, as
applicable, a new XI(B)(3)(c) shall take effect, to read as follows: "Members elected to
serve as Chair of the Lubbock Water Advisory Commission may serve in that capacity
only for two (2) full terms."
SECTION 2. THAT the City Manager, or her designated representative, shall
incorporate the above amendments into the City Council Rules, Order of Business and
Procedures.
