RESOLUTION
WHEREAS, the City Council of the City of Lubbock in Resolution 2009-R0069
appointed a Citizen Advisory Committee (the "CAC") to study and to make
recommendations to the City Council for capital improvement needs of the City of
Lubbock including recommendations for a proposed November bond election; and
WHEREAS, the CAC presented its 2009 Citizen Advisory Committee Report to
City Council dated June 30, 2009; and
WHEREAS, the City Council desires to accept the recommendations of the CAC
and to direct staff to prepare an ordinance calling for an election; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby adopts the
recommendations of the Citizen Advisory Committee regarding the capital improvement
needs of the City and directs staff to prepare an Ordinance calling for a November bond
election.
Passed by the City Council this 13th day of August , 2009.

P.M. to 8 P.M. (Thursday)
June 3 2009 (Deadline — not a meeting) CAC subcommittees submit
recommendation to Rob Allison. City staff will compile
information into one document and send to committee members
before the June 10'h meeting.
June 4, 2009 Discussion of subcommittee recommendations.
June 9, 2009 CAC agenda to include a presentation by Delbert McDougal on
Downtown Redevelopment Project and committee
review/evaluate preliminary bond package projects.
June 16, 2009 CAC Committee complete second draft of final report and
discuss/evaluate bond capacity & finance plan. (Timing of tax
increases)
June 25, 2009 CAC Committee reviews projects and recommends bond
package for final approval
July 8 2009 CAC Committee reports to City Council on recommended bond
package; City Council holds work sessions to discuss CAC
recommendations
