RESOLUTION
WHEREAS, In 1978, TIBH Industries, Inc., and the Texas Council on Purchasing from
People with Disabilities launched a program designed to promote vocational rehabilitation
through special contracts for Texas workers with disabilities; and
WHEREAS, The creation of the landmark State Use Program has paved the way for the
development of business initiatives that provide employment opportunities for Texans with a
range of disabilities, including mental retardation, mental health and chemical disorders, learning
disabilities, visual impairment, physical impairment, hearing impairment, and brain injury; and
WHEREAS, TIBH Industries, Inc., and the Texas Council on Purchasing from People
with Disabilities continue to play a pivotal role in increasing opportunities for disabled citizens;
these organizations facilitate more than $783,000 in annual wages for 1401 hardworking Lubbock
citizens with disabilities and contribute to the self-esteem and sense of accomplishment of the
program's participants; and
WHEREAS, TIBH Industries, Inc., and the Texas Council on Purchasing from People
with Disabilities have established a successful State Use Program; these organizations continue
to serve as a catalyst for employment opportunities for workers with disabilities and benefit
Lubbock citizens; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
That the City of Lubbock will explore with TIBH Industries new areas of business endeavors
for the purpose of determining how best to utilize the products and services of these exceptional
Lubbock citizens who are blind and/or severely disabled.
