HomeMy WebLinkAboutResolution - 2009-R0069 - Create Citizen Advisory Committee - 02/12/2009Resolution No. 2009—R0069 February 12, 2009 Item No. 7.3 RESOLUTION WHEREAS, City Councils have received valuable assistance in the past from ;itizen Advisory Committees in studying capital improvement needs for the City of ,ubbock; and WHEREAS, the services of a Citizen Advisory Committee continue to be a valid of determining needed capital improvements for the City's vitality; and WHEREAS, it is beneficial for a Citizen Advisory Committee to study and to recommendations to the City Council for capital improvement needs of the City of ock, including recommendations on bond elections or other methods of financing projects; NOW THEREFORE: IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT a Citizen Advisory Committee (CAC) is hereby created to be ;ed of fifteen (15) members to study the capital improvement needs of the City of k for a proposed November 2009 bond election. SECTION 2. THAT the Mayor shall appoint three (3) citizens to the CAC, each Council member shall appoint two (2) citizens to the CAC, and the Mayor shall a chair or co-chairs of the CAC. SECTION 3. THAT the Citizen Advisory Committee shall study the need for )ital improvements in the operational areas of streets, municipal facilities, and parks, well as other areas the CAC may deem relevant, in the maximum amount of SIXTY - VE MILLION AND N0/100 DOLLARS ($65,000,000.00). To this end, the CAC may 3oint subcommittees as needed, and recommend no election if conditions warrant. SECTION 4. The CAC shall make a report, including recommendations, to the Council in such form and depth as to identify specifically those capital improvement cts most needed by the City, including recommended financing. The CAC shall also ider and recommend appropriate methods to inform the public of needed capital Dvements that may result in bond issues for financing the projects. SECTION S. The Citizen Advisory Committee may from time to time invite erested citizens and elected or appointed officials of the City of Lubbock to participate discussions concerning the Committee's work. SECTION 6. The Citizen Advisory Committee shall be activated for the period of necessary to complete the study and make the recommendations requested by the Council for a proposed November 2009 bond election. SECTION 7. Appointments as Chair and Members of the Committee shall be for duration of the activation of the Citizen Advisory Committee. SECTION 8. The City Manager shall appoint a member of her staff to act as y of the Citizen Advisory Committee, and shall provide assistance to the ttee as needed to help them carry out their duties in a timely manner. SECTION 9. The Committee shall make its final report to the Lubbock City I no later than June 30, 2009. by the City Council this 12th day of February -.)2009.
