RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Purchase Order for the
purchase of Sixteen (16) Spirit Mobility Vans to be used on the Citibus Paratransit
Service, by and between the City of Lubbock and National Bus Sales of Justin, Texas,
and related documents. Said Purchase Order is attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of the City
Council.
Passed by the City Council this 9th day of April , 2009.

#Consider a resolution authorizing the Mayor to execute Purchase Order Contract
No. 2009.5 with National Bus Sales for the purchase of sixteen Spirit Mobility vans
to be used on the Citibus paratransit service. (Citibus).
Item Summary
Twelve of the paratransit vans in Citibus' fleet have exceeded their useful life of 7 years.
Citibus would like to purchase 16 Spirit Mobility low floor paratransit vans from
National Bus Sales of Justin, Texas, through Houston -- Galveston Area Council (H -
GAC) contract BTO 1-01. H -GAC is a regional planning commission created under Acts
of the 50 Legislature, Regular Session, 1965, recodified as Texas Local Government
Code, Chapter 391. The H -GAC cooperative purchasing program was established
pursuant to the Texas Interlocal Cooperation Act, which allows governmental and
qualifying non-profit entities to use the Act to obtain commonly needed products and
services. H -GAC purchased conform to the requirements of Texas competitive bid
statutes. Twelve of the vans will be replacement vehicles, and the other four will be
used for expansion of the paratransit service. Citibus currently has twenty-eight
paratransit vehicles. Several times a week the paratransit service has twenty-eight runs
using all paratransit vehicles in the fleet.
Staff and the Lubbock Public Transit Advisory Board recommend the purchase of one
van with four cameras at the cost of $115,312, and fifteen vans that do not include
cameras at the cost of $107,237 each plus a $600 H -GAC processing charge for a total of
$1,724,467. The van with the cameras was built as a prototype for Citibus and has been
tested on Citibus' paratransit service. Citibus will be able to purchase cameras for the 15
vehicles at a less expensive rate than what National Bus Sales is proposing.
Fiscal Impact
Citibus has received a Vehicle Capital Replacement (VCR) grant from the Texas
Department of Transportation that will be used to purchase seven Spirit Mobility
vehicles. Transportation Development Credits from TxDOT will be used as local match
for these vans. American Recovery and Reinvestment Act (ARRA) funds will be used to
purchase the additional nine vehicles. No local match is required on ARRA funds.
The VCR grant was approved by the City Council on January 8, 2009. The ARRA grant
is on the April 9, 2009, City Council agenda. Citibus has pre -award authority of ARRA
grant funds.
Approval of this resolution will result in no additional cost to the City of Lubbock.
