CONSENT AGENDA ITEM WSUBJECT: #f Consider a resolution authorizing Citibus to purchase three 30' Low -Floor Hybrid Electric Buses from Gillig Corporation (Citibus) BACKGROUND DISCUSSION: In June 2008, when Citibus went out for procurement for 30 -foot low floor hybrid electric buses, an option for ten additional buses was included in the contract. This is a common procurement procedure, which eliminates the need to re -procure items which may be funded over several funding cycles. The City of Lubbock/Citibus is estimated to receive $3,905,453 as part of the Federal government's economic recovery package. Funds for economic recovery can only be used for capital expenses, and cannot be used for operating expenses. It is Citibus' intention to use funds from the economic stimulus to purchase three additional 30 -foot low floor hybrid electric buses on the Gillig procurement. Citibus has pre -award authority for American Recovery and Reinvestment Act (ARRA) or Federal economic recovery funds. The original procurement included a provision for the bid price to be adjusted according to the Producer Price Index. Gillig Corporation has decided not to adjust the price of the buses for this purchase, making the cost of three 30' low floor hybrid electric buses cost $1,644,228. FISCAL IMPACT: The funding for these buses comes from ARRA. No local match is required on ARRA funds. Approval of this resolution will result in no additional cost to the City of Lubbock. SUMMARY/RECOMMENDATION: The Lubbock Public Transit Advisory Board and Citibus recommend that a purchase order for $1,644,228 be issued to Gillig to purchase three hybrid electric buses.
