RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to
approve on behalf of the City of Lubbock, those certain Civic Lubbock, Inc.
second period grants for 2008, as set forth in Exhibit "A" attached hereto and
incorporated fully herein by reference.
The City Manager or her designee is further hereby authorized to complete and
execute any routine documents required in connection therewith.

Dear Mr. Chavez,
The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the second granting cycle of 2008. This
recommendation was presented to the Civic Lubbock, Inc. Board of Directors on December 15,
2008 and was approved as recommended. This year's agreement provided for $220,578.00 to he
granted over two granting cycles. In addition, interest earned in the amount of $10,165.00 was
available for the 2008 program, making the amount designated for the 2008 Cultural Arts Grant
Program a total of $230,743.00. The Board of Directors elected to absorb all expenses related to
administering the program, therefore no administrative expenses will be deducted and the entire
allocation will be available for the 2008 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:

Mark Bass, CLI Board of Directors
Louis Kelley, CLI Board of Directors
Gail Fargason, Member -at- Large appointed by City Council

In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the guidelines that were approved as part of
the February 14, 2008 agreement. A Grant Workshop was held on October 30, 2008 for all
organizations wishing to apply for a Cultural Arts Grant.

Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on December 8, 2008. Twelve (12) applications were received for the second grant
(December 2008) funding cycle. All twelve (12) applications are recommended for partial
funding. The total amount of funding requested for this grant cycle was $163,150.00 of which
$105,743.00 is recommended for funding from the City of Lubbock Cultural Arts Grant
Program. This amount is the remaining balance ($104,243.00) of the funds available for the 2008
Cultural Arts Grant Program after the deduction of the first grant (June 2008) funding cycle plus
funds ($1,500.00) that were not used from the 2007 Cultural Arts Grant Program.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $105,743.00 as recommended by the
Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

"30 Minutes and a Room"
Amount Requested: $7,000
Amount Recommended: $4,000
The Texas Tech University College of Architecture requested $7,000 to assist with artist fees
for a capstone event entitled "30 Minutes and a Room", which will be held on May 2, 2009.
This project is being held in conjunction with the Lubbock Arts Festival and following the
First Friday Art Trail on May 1, 2009. The project pairs three architecturally significant
venues, three Lubbock connected, nationally known musicians and three award winning
architects from Texas with connections to the College of Architecture.
Committee Comments:
• Project has an interesting and unique concept
• Project has the potential to bring in visitors with the marketing to the College of
Architecture alumni
• Application will be co -promoted and tied in with the Lubbock Arts Festival, which is a
positive move for this first time event
• Applicant plans to block some rooms at a local hotel
• Cultural Arts Grant Funds recommended ($4,000) will be used towards the cost of
Professional Services
0812-002 Prairie Winds Chorus
Annual Show - 40'h Anniversary of Lubbock Barbershop Music
Amount Requested: $ 900
Amount Recommended: $ 700
The Prairie Winds Chorus, a chapter of Sweet Adelines International, requested $900 to assist
with costs associated with the production of their annual entertainment show to be held on
August 29, 2009 at the Lubbock Memorial Civic Center. The Prairie Winds Chorus will be
celebrating its 40`h year anniversary in 2009. The theme of the show will center on the music
and arts mission of the chorus for the last 40 years in the Lubbock area. This concert will also
promote cultural awareness of barbershop harmony as an American music style.
Committee Comments:
• Strong artistic merit
• Tie-in to the 40th Anniversary of the Prairie Winds Chorus could create potential for
tourism
• Application indicates plan to distribute audience tracking cards to document visitors
and hotel stays
• Would strongly encourage applicant to post this event on various tourism websites far
enough in advance so as to help increase tourism
• Cultural Arts Grant funds recommended ($700) are to be used toward the cost of
Professional Services — Technical/Stagehand Fees ($200) and Facility Rental ($500)
0812-003 Lubbock Centro Aztlan[Ballet Folklorico Aztlan
2009 Viva Aztlan Festival
Amount Requested: $8,000
Amount Recommended: $6,000
Lubbock Centro Azdan requested $8,000 to produce the 2009 Viva Aztlan Festival to be held
March 13-14, 2009 in the Lubbock Memorial Civic Center Theater and meeting rooms. The
two-day Festival consists of Folklorico and Mariachi groups from surrounding states
attending Master workshops as well as performing in competitions. Participants include
adults and children. The Festival will bring in professional Master Instructors to conduct the
workshops and judge the competitions. Additions and changes to the Festival in 2009 include
adding a mariachi competition and moving the Mariachi Concert to Saturday to improve
attendance.
Committee Comments:
• Strong artistic and educational merit
• Application indicates a steady increase in visitors and room nights generated over the
last three years; event is well attended overall.
• Websites that specifically cater to Folklorico and Mariachi groups will be utilized to
promote the Festival on their event calendars; good potential to generate participation
and tourism.
• Cultural Arts Grant funds recommended ($6,000) will be used towards the cost of
Professional Services and/or Promotion/Publicity

Lubbock Moonlight Musicals 2009 Season
Amount Requested: $20,000
Amount Recommended: $14,743
Lubbock Moonlight Musicals requested $20,000 to assist with the production costs associated
with the Lubbock Moonlight Musicals 2009 Season, which will feature two family oriented
musicals to be presented throughout the summer of 2009 in the Wells Fargo Amphitheatre.
The shows planned, which will include a live orchestra of 23 professional musicians, are
thirteen performances of "The Buddy Holly Story" and eight performances of "Guys and
Dolls". The cast of "The Buddy Holly Story" will be headlined by two leading actors and the
musical director from the London production of the same show. In addition, the shows will
feature local artistic talent, music theatre students and faculty from the Texas Tech University

College of Performing Arts and high school students from Lubbock ISD, Lubbock Cooper
ISD, and Frenship ISD. Lubbock Moonlight Musicals is under the general and artistic
leadership of Gerald Dolter, Director of TTU Music Theatre.

+ Application indicates that Visit Lubbock has been utilized as a primary marketing
consultant to help develop audiences from outside the local area
+ The name recognition of the shows, especially "The Buddy Holly Story", has the
potential to generate tourism
+ Attendance numbers show substantial growth over the last three summers.
+ Project has the potential to attract bus tour groups and/or visitors that may be on their
way to or from attending the outdoor musical in Palo Duro Canyon.
+ Cultural Arts Grant funds recommended ($14,743) will be used towards the cost of
Professional Services and Supplies/Materials
0812005 Fine Arts Academy of India.
Classical Dance Drama of India - Ramayana
Amount Requested: $3,000
Amount Recommended: $2,000
The Fine Arts Academy of India requested $3,000 to assist with artist fees for a performance
of the Classical Dance Drama of India - Ramayana on April 4, 2009. The epic has been
adapted to the stage through the medium of Bharatanatyam (Indian classical dance). The
performance will be presented by the Vaishnavi Dance Academy of Midland, Texas. The cast
will consist of 23 members from Midland, Odessa, Lubbock, Dallas and San Antonio. The
artistic director, Madhu Manjuth, was trained in Bangalore, India and has given numerous
dance performances and lecture demonstrations in India and in the U.S.
Committee Comments:
+ Strong artistic merit
+ Application indicates the project will be advertised heavily in Amarillo, Midland -
Odessa, Clovis, Hobbs, Carlsbad and other cities in New Mexico, however the
advertising budget appears to be very small
+ Application indicates minimal room nights to be generated; the Committee encourages
applicant to advertise this project to a broader audience; look at ways to expand their
marketing base; place event on various tourism websites.
• Since this event takes place the same weekend as Ballet Lubbock's Spring
Performance, the committee would encourage the applicant to explore cross promotion
opportunities and ideas with the Ballet Lubbock organization to potentially generate
more tourism
+ For the future projects, the Committee suggested that the applicant look at potential
dates where they could "piggy back" off the First Friday Art Trail and take advantage
of cross -promotion and/or partnering on promotion; the Committee also thought a

similar project in the future would be a great addition to the Lubbock Arts Festival and
suggested that they explore that idea with the Lubbock Arts Alliance.
• Cultural Arts Grant Funds recommended ($2,000) will be used towards the cost of
Artist Fees
0$12-006 Louise Hopkins Underwood Center for the Arts
2009 Fifth Annual Flatland Film Festival
Amount Requested: $10,200
Amount Recommended: $ 7,000
The Louise Hopkins Underwood Center for the Arts requested $10,200 to fund the marketing
and promotion for the Fifth Annual Flatland Film Festival, a celebration of the best in
independent, short film or video in the region and beyond. A short film/video competition
and film invitational, the Flatland Film Festival cultivates an appreciation for independent
film, video and digital moving image expression. Filmmakers locally, statewide, throughout
the U.S. and internationally participate annually in this event. The major goal of the 2009
Flatland Film Festival is to interest even more filmmakers from around the world to enter
their films and to attend the Festival. The Flatland Film Festival will publish its call for entries
in the spring of 2009, culminating with the Film Festival on October 15-17, 2009. This
project also includes workshops, master classes and panel discussions with industry
professionals.

+ Application indicates strong promotion and marketing outside the region
+ The establishment of the Advisory Committee made up of film professionals from
around the country is a positive move to help grow the Festival
• Application indicates a plan to reserve a room block at a local hotel

Professional Services, Promotion and Publicity and/or Postage
0812-007 Lubbock Arts Alliance, Inc.
31st Annual Lubbock Arts Festival
Amount Requested: $40,000
Amount Recommended: $30,000
The Lubbock Arts Alliance, Inc. requested $40,000 for the production of the 31 st Annual
Lubbock Arts Festival at the Lubbock Memorial Civic Center on April 30 -May 3, 2009.
Highlights of the Festival include: Masterwork Concert performances by the Lubbock
Symphony Orchestra featuring guest artist, Adam Golka; Lubbock in My Rearview Mirror:
An ArtCar Event featuring an ArtCar exhibition, an ArtCar build on site and film screenings
of the ArtCar movie, "Wild Wheels"; and National Dance Week, a collaborative effort with

Ballet Lubbock to showcase different dance groups in various styles of the genre. The event
also includes visual art, performing art, literary art and culinary art components.
Committee Comments:
• Strong artistic merit
• Number.of attendees and out of town guests/tourists has been steadily increasing over
the last four years
• Application indicates good marketing plan to reach out regionally and statewide
• Application indicates a great tie-in to other arts events being held that same weekend,
providing great potential for cross -promotion

0812-008 Llano Estacado Clay Guild
Llano Wine and Clay Festival
Amount Requested: $7,500
Amount Recommended: $4,000
The Llano Estacado Clay Guild requested $7,500 for 2009 Llano Wine and Clay Festival
which will be held June 12-14, 2009. The goal of the Wine and Clay Festival is to nurture
creativity and foster community awareness of clay as an art form. The Festival offers fine art,
functional ceramics, clay demonstrations and hands-on opportunities, children's activities,
live music and wine tasting.
Committee Comments:
• Good artistic merit
• Application indicates a plan to advertise outside the local area to generate tourism
• Application indicates the event was well attended and had good tourism numbers for
the last three years
• Applicant plans to work with Visit Lubbock to block hotel rooms
• Application indicates a good plan for tracking tourism and room nights generated
• Cultural Arts Grant Funds recommended ($4,000) are to be used towards the cost of
Promotion/Publicity
0812-009 Louise Hopkins Underwood Center for the Arts
Marketing Campaign — Artist Talk Series/First Friday Art Trail
Amount Requested: $8,950
Amount Recommended: $6,000
The Louise Hopkins Underwood Center for the Arts requested $$,950 to fund a marketing
campaign for the Artist's Lecture Series. This series will feature artists who are exhibiting at
the First Friday Art Trail and will be scheduled on the Thursday evening prior to the First
Friday Art Trail for the months of March -June, 2009 and on the first Friday for July and
August. This new educational offering will provide patrons an enriched experience to

converse first hand with the artist in an intimate setting. The Artist Talk Series will be
promoted along with the First Friday Art Trail.
Committee Comments:
• Strong educational and artistic merit
• Application indicates a growth in attendance as well as tourism for the First Friday Art
Trail; expanding to a 2 -day event increases the potential for growing the tourism and
overnight stays even more
• Application indicates a good plan to advertise outside the local area to generate
tourism; applicant is encouraged to post these events on Visit Lubbock's website and
other tourism websites several months out
• Cultural Arts Grant Funds recommended ($6,000) will be used towards the marketing
through Professional Services, Promotion/Publicity and/or Postage
0812-010 Ballet Lubbock
Ballet Lubbock: The Firebird
Amount Requested: $2,600
Amount Recommended: $1,300
Ballet Lubbock requested $2,600 for the spring 2009 production of "The Firebird", which will
be performed April 2-5, 2008 for four performances in the Firehouse Theatre at the
Underwood Center for the Arts. "The Firebird" represents a major undertaking of a
challenging classical ballet set to the colorful music of Igor Stravinsky with original
choreography by Artistic Director Yvonne Racz. Because the duration of the ballet is 45
minutes, two additional works have been commissioned to round out the program; a
commission of WTAMU Dance Chair Edward Truitt and a short original pas de deur by
choreographer Yvonne Racz. "The Firebird" will also reunite Ballet Lubbock with artist
Ryder Richards, who will be commissioned to create an original work used to promote this
production.
Committee Comments:

+ Application indicates a good marketing plan for promoting event outside the local area
• Last year's numbers indicate a decline in attendance and tourism
• Since these performances take place the same weekend as an Indian Classical Dance
performance promoted by the Fine Arts Academy of India, the committee would
encourage the applicant to explore cross promotion opportunities and ideas with the
Fine Arts Academy of India organization to potentially generate more tourism and
overnight stays
• The Committee suggested that the Applicant collaborate with the Underwood Center
in cross promoting "The Firebird" performance with the First Friday Art Trail and
their new Thursday Artist Talk Lecture Series, since all will be held at the Underwood
Center during the same time frame; perhaps Ms. Racz could be a featured artist on the
first Thursday Artist Talk in March along with some preview performance vignettes to
promote "The Firebird", if scheduling allows

• Another suggestion from the Committee is to collaborate with the Underwood Center
for the Arts in cross promoting the Spring Performance with the First Friday Art Trail
program and their new Thursday Artist Talk Lecture Series, since all will be held at
the Underwood Center during the same time frame
• Applicant plans to use the zip code tracking mechanism that Select -a -Seat offers to
track out of town ticket purchasers
• Applicant plans to block some rooms at two local hotels
• Cultural Arts Grant Funds recommended ($1,300) are to be used towards the cost of
Professional Services ($200) and Promotion/Publicity ($1,100)
0812-011 Lubbock Symphony Orchestra
The Baseball Music Project
Amount Requested: $15,000
Amount Recommended: $10,000
The Lubbock Symphony Orchestra requested $15,000 to assist in bringing "The Baseball
Music Project" to Lubbock. Consisting of three concerts on April 16-17, 2009, "The Baseball
Music Project" features historic music written about baseball, with Baseball Hall of Famer
Dave Winfield as concert host and narrator, and is dedicated to fostering an awareness of the
rich history of baseball music. Lubbock Symphony is working with the Texas Tech
University Athletics Department, the Lubbock Christian University Athletics Department,
community sports teams throughout the South Plains Region and the Collegiate Baseball Hall
of Fame to partner on publicity projects and create joint ticketing packages. One of the three
performances will be a Family Concert performance which will include a cookout and
tailgating event, including hot dogs and soft drinks, to create a complete "day at the ballpark"
experience.

• Strong artistic merit; interesting and unique concept
• Application indicates a good marketing plan for promoting event outside the local
area; would encourage applicant to post this event on state tourism websites well in
advance of the performances to help enhance tourism, especially since this is such a
unique event and could appeal to those that might not normally attend symphonic
performances as stated in the application
• Zip Code data will be collected from ticket purchasers to help track tourism
• Applicant plans to block some rooms at a local hotel
• Cultural Arts Grant Funds recommended ($10,000) will be used towards the cost of
Professional Services and Promotion/Publicity

0812-012 Broadway Festivals, Inc.
The 19th Annual 2009 4`h on Broadway Celebration
Amount Requested: $40,000
Amount Recommended: $20,000
Broadway Festivals requested $40,000 for the "19`x' Annual 2009 4"' on Broadway
Celebration" to be held on July 3-4, 2009. The project includes a Street Dance on July 3ra
and on July 4h activities will include a Parade, a Street Fair that features over 400 regional
performers on various stages throughout the celebration, a "Battle of the Bands", a Children's
Art Contest focusing on patriotic themes and images, and a Fireworks Extravaganza and
Concert in MacKenzie Park. The Fourth Annual College Baseball Hall of Fame induction
ceremony will be held in conjunction with the Street Fair,
Committee Comments:
• The music and art components reflect good artistic merit
• The College Baseball Fall of Faire Induction component will be a draw and help
generate additional room nights as well as additional exposure for the entire event
• Making this project a 2 -day event has the potential to increase tourism, especially
since July 3 and 4 falls on a Friday and Saturday in 2009
• Organization has established a marketing committee, staff members from Visit
Lubbock are serving on the committee
• Application indicates a good marketing plan to reach potential visitors
• The Visitor's Booth at the Street Fair is a great idea to help track visitors
• Cultural Arts Grant Funds recommended ($20,000) are to be used toward the cost of
Professional Services — Music Contract ($8,500), Children's Art Contest ($500),
Advertising ($9,850), and Postage/Telephone ($1,150)
