The City Manager or her designee is further authorized to complete and execute any routine documents required in connection therewith. This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on December 13, 2011 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The Hotel Occupancy Tax allocation for the 2011 Cultural Arts Grant Program provided for $240,922.87 to be granted over two granting cycles. In addition, interest earned in the amount of $3,628.73 was available for the 2011 program, making the amount designated for the 2011 Cultural Arts Grant Program a total of $244,551.60. The Board of Directors elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation will be available for the 2011 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on October 26, 2011 for all organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters was a representative from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on December 8, 2011. Twelve (12) applications were received for the second grant (December 2011) funding cycle and twelve (12) are recommended for partial funding. The total amount of funding requested for this grant cycle was $188,130.00 of which $116,880.00 is recommended for funding from the City of Lubbock Cultural Arts Grant Program. This amount will come from the remaining balance ($116,851.60) of the funds available for the 2011 Cultural Arts Grant Program, after the deduction of the first grant (June 2011) funding cycle, and some additional interest earned ($28.28) from the 2008 and 2009 Certificates of Deposits prior to closing them out as well as funds ($ .91) carried over from the 2010 grant program. The unexpended $ .79 will be carried over to the 2012 grant program. The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $116,880.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. O rn ca O U O o Lz. co 'O o0 0 0 o Q D Q yoE��o O N Y y (~�i E' Resolution No. 2012—R0032 Cultural Arts Grant Review Committee Recommendations December 2011— 2nd Granting Cycle 1112-001 Lubbock Arts Alliance, Inc. 34th Annual Lubbock Arts Festival Amount Requested: $35,000 Amount Recommended: $25,000 The Lubbock Arts Alliance, Inc. requested $35,000 to assist with artist/performer fees, seasonal help, and promotion/publicity associated with the 34th Annual Lubbock Arts Festival to be held on April 13-15, 2012 at the Civic Center. One of the highlights of the Festival will be a "Masterpieces of Jelly Bean Art" exhibit by Kristen Cumings. This will be the first time this exhibit has been seen in the State of Texas. Other components of the Festival will include a full length production of "Cinderella" by Ballet Lubbock, a performance by Lubbock Community Theatre commemorating the 100`h anniversary of the sinking of the "Titanic" and the West Texas Comic Book Convention. Also included will be booth artists from around the nation, demonstrating artists, Juried Art Gallery, Children's Art Area, Young Artists and Writer's Competitions, LISD Day and multiple performance stages. Committee Comments: • Project has strong artistic merit • Applicant continues to bring in innovative and unique exhibits each year to stimulate interest in the Festival • Application states that the number of hotel room nights generated has continued to steadily increase over the last several years. • Application indicates strong corporate community support as well as other grant/foundation financial support • Application indicates a good marketing plan with regional and state-wide media and cooperative advertising with Visit Lubbock • Cultural Arts Grant funds recommended ($25,000) are to be used towards the cost for Professional Services (Special Visual Artist/Other Artists/Performers) and Promotion/Publicity 1112-002 Museum of Texas Tech University Association Lubbock Museums: Celebrating Our Heroes Amount Requested: $10,000 Amount Recommended: $ 6,500 The Museum of Texas Tech University Association requested $10,000 for a collaborative marketing and promotions campaign for Lubbock Museums: Celebrating Our Heroes. This project will jointly market the planned exhibits, performances, lectures, and other activities with patriotic themes, with a major emphasis on World War H, that will be taking place during June and July of 2012 and presented by the Museum of Texas Tech University, the Science Spectrum, the Silent Wings Museum and the Buddy Holly Center. Events to be marketed include a photography exhibit entitled "Memories of WWII: Photographs from the Archives of the Associated Press", special performances by members of Ballet Lubbock and Lubbock Moonlight Musicals, performances by the US I" Infantry Division Living History Group at the Silent Wings Museum featuring reenactors performing dramatic scenes and interacting with the audiences, and an evening concert of Big Band music at the Buddy Holly Center along with patriotic themed art activities for children. Committee Comments: • Project has strong artistic and educational merit • This is a new collaboration, so there is no specific history of generating room nights for the marketing campaign itself, however the Museums, in general, tend to generate tourism through their exhibits and events; there is good potential for generating additional tourism and room nights with this collaborative marketing effort • The Committee liked the idea of all four museums working together to promote their events during the two month period • The application indicates that the four museums are working with Visit Lubbock to implement special promotions • Cultural Arts Grant funds recommended ($6,500) will be used towards the cost of Promotion/Publicity 1112-003 Louise Hopkins Underwood Center for the Arts 2012 Flatland Film Series Amount Requested: $15,250 Amount Recommended: $10,000 The Louise Hopkins Underwood Center for the Arts requested $15,250 to fund costs associated with marketing, promotion, screening fees and professional artist's stipends for the 2012 Flatland Film Series. The Flatland Film Committee, comprised of community professionals in the field of cinema, have taken a new approach to designing a nine-month comprehensive film series that encompasses a wide genre of films that will entice, entertain and educate audiences. Included in the series will be a Bad Horror Film Festival in March, Movie of the Month screenings, the 8`h Annual Flatland Film Festival in October and a Holiday Travel Movie and More Package in December. In addition, the Series will include classes and workshops that focus on script writing and storytelling as well as film and video editing. Committee Comments: • Project has strong artistic and educational merit • Application indicates a good promotion and marketing plan outside the region; the promotion for the Flatland Film Festival covers the U.S., Canada and International markets • Application indicates that attendance has grown over the last 3 years • This project has a good history of generating room nights 4 • Cultural Art Grant Funds recommended ($10,000) will be used toward the cost of Professional Services, Promotion/Publicity and/or Rentals (Screening/Film Rights) • Grant funds were considered for the entire season; future applications for this timeframe may not be considered 1112-004 Broadway Festivals, Inc. 2012 4th on Broadway Celebration Amount Requested: $40,000 Amount Recommended: $23,800 Broadway Festivals requested $40,000 for the "2012 4th on Broadway Celebration" to be held on July 3-4, 2012. In 2012, there will be a two ni ht Texas Country Showcase which will include the 51h Annual Street Dance on July 3r as well as a Concert at the Canyon Amphitheater on July 4th. Other activities will include the Parade, the Street Fair featuring over 300 regional performers on various stages and the College Baseball Hall of Fame Fan Fest, the 1" Annual Family Picnic in the Park, featuring young regional performers, children's activities and the 4th on Broadway Fireworks Extravaganza. Committee Comments: • The music components of the project reflect strong artistic merit • Application indicates new and expanded event components; this creates the potential to generate new interest in the Festival and additional tourism • Applicant continues to have a marketing committee with staff members from Visit Lubbock serving on the committee • Application indicates a good marketing plan to reach potential visitors • Cultural Arts Grant Funds recommended ($23,800) are to be used toward the cost of Professional Services - Music Contract ($18,800) and Promotion/Publicity ($5,000) 1112-005 Ballet Lubbock Cinderella Amount Requested: $6,500 Amount Recommended: $4,000 Ballet Lubbock requested $6,500 to support the Spring 2012 production of Cinderella which will be performed April 13-15, 2012 in the Lubbock Memorial Civic Center Theater. This production will be presented as the featured performance of the 2012 Lubbock Arts Festival. In addition to the ticketed performances, Ballet Lubbock will perform pared -down performances of Cinderella to 4th grade LISD students in the Civic Center Theater on the Friday of the Lubbock Arts Festival. The collaboration with the Lubbock Arts Festival has the potential to expose even wider audiences to the art of dance. Committee Comments: • Project has strong artistic merit • Application indicates a strong marketing plan for promoting the event outside the local area • The Committee really liked the collaboration of Ballet Lubbock and the Lubbock Arts Alliance on this production and the potential that it creates to reach new audiences • Applicant plans to block some rooms at two local hotels • Application indicates that they will conduct audience surveys, collaborate with Select - a -Seat to track patron zip codes for tourism data, and obtain information from their hotel partners • Cultural Arts Grant Funds recommended ($4,000) will be used towards the cost of Promotion/Publicity 1112-006 Lubbock Arts Alliance Lubbock Cultural District Marketing Amount Requested: $ 8,400 Amount Recommended: $ 4,437 Lubbock Arts Alliance requested $8,400 for the marketing of Lubbock's Cultural District to cultural tourists. These marketing efforts include the continued online presence of dedicated websites, weekly events calendar sent via email and social media such as Facebook. Other marketing includes advertisements in the LCVB Visitor's Guide which are distributed throughout the region, weekly email blasts to local hotels regarding the facilities and upcoming events, editorial mention in Texas Monthly, as well as television coverage and radio advertisements. A full color brochure was produced and is distributed to hotels, points of interest for visitors and the cultural anchor facilities. Plans are underway to create an "Arts Passport" to encourage visitors to tour the Cultural District anchor facilities. Committee Comments: • Project supports the arts and humanities • Project will provide additional advertising for cultural events by selling a complete "package" of the arts in Lubbock to visitors and potential visitors • Application indicates a good marketing plan outside the region; applicant is working closely with Visit Lubbock on this project • Cultural Arts Grant funds recommended ($4,437) will be used towards the cost of Professional Services 4 1112-007 Lubbock Moonlight Musicals, Inc. Lubbock Moonlight Musicals 2012 Summer Season Amount Requested: $35,000 Amount Recommended: $23,300 Lubbock Moonlight Musicals requested $35,000 to offset the cost of production and personnel (professional music and stage directors, choreographers, musicians and costume designers), script rentals/royalties, and materials for set construction/costumes associated with the Lubbock Moonlight Musicals 2012 Summer Season. The season will feature three family-oriented musicals to be presented throughout the summer of 2012 at the Wells Fargo Amphitheatre. The shows planned, which will include a live orchestra of up to 30 professional musicians, are Peter Pan (eight performances), Fiddler on the Roof (eight performances), and Kiss Me Kate (six performances). The performances will feature local artistic talent, music theatre students and faculty from the Texas Tech University College of Visual and Performing Arts and high school students from Lubbock ISD, Lubbock Cooper ISD, and Frenship ISD. Committee Comments: • Project has strong artistic merit and strong educational value to the students who participate in the productions • Application indicates that Visit Lubbock has been utilized as a primary marketing consultant to help develop audiences from outside the local area • Application indicates marketing efforts will include both local advertising and advertising outside the area • Application indicates strong corporate and grant/foundation financial support • Cultural Arts Grant funds recommended ($23,300) will be used towards the cost of Professional Services, Rentals (Scripts and Royalties), and/or Supplies/Materials 1112-008 Lubbock Community Theatre Lubbock Community Theatre Spring Season 2012 Amount Requested: $ 8,000 Amount Recommended: $ 4,003 The Lubbock Community Theatre requested $8,000 to assist with professional services (directors, actors, musicians), script/score rental and promotion/publicity for their 2012 Spring Season. The productions will include the musical You're a Good Man, Charlie Brown, the classic Harvey, and a concert version of Titanic: The Musical which will be presented in conjunction with the 2012 Lubbock Arts Festival at the Lubbock Memorial Civic Center. There will also be a Children's Production scheduled as a part of the Spring Season. These performances, with the exception of the concert version of Titanic: The Musical, will take place at the Boston Avenue Theatre on various dates between March 1 and September 1, 2012. Wi Committee Comments: • Project has strong artistic merit • The Committee really liked the collaboration of Lubbock Community Theatre and the Lubbock Arts Alliance on this production and the potential that it creates to reach new audiences • Applicant plans to list performances on the Visit Lubbock website and other tourism websites • Applicant plans to use an audience survey form to help track out of town attendees; their ticketing system will also helps track visitor information • Cultural Arts Grant funds recommended ($4,003) will be used towards the cost of Professional Services, Rental of Scripts/Scores and Promotion/Publicity 1112-009 University Interscholastic League — TTU 2012 UIL Summer Theatre Camp/Technical Theatre Camp Amount Requested: $ 8,500 Amount Recommended: $ 4,475 The University Interscholastic League-TTU requested $8,500 to assist with costs associated with the UIL Summer Theatre Camp/Technical Theatre Camp to be held in July of 2012. In addition to the thirteen day Theatre Camp, which focuses on the art of acting, there will be a five day camp that will provide the students with training in set design, lighting, costuming, makeup and set construction. The Camps will be marketed to all high schools in the state of Texas and through a booth at the Texas Educational Theatre Association Conference. The funds requested will be used to secure highly qualified instructors (Directors) for the Camp. Committee Comments: • Project has strong artistic and educational merit • Project has good potential for generating room nights • Application indicates that the final performances by the students should bring in family members from around the state; good potential for tourism and overnight stays • The Camps will be held at the same time as some of the Moonlight Musical performances; this will provide an opportunity for cross -promotion and additional activities for family members accompanying the students attending the Camps. • Cultural Arts Grant funds recommended ($4,475) will be used towards the cost of Professional Services (Camp Directors) 6 1112-010 Lubbock Centro Aztlan/Ballet Folklorico Aztlan Viva Aztlan Festival 2012 Amount Requested: $ 8,000 Amount Recommended: $ 4,365 Lubbock Centro Aztlan requested $8,000 to produce the Viva Aztlan Festival which will be held March 16-17, 2012 at the Lubbock Memorial Civic Center. The two-day Festival consists of Mexican folklore dance groups and Mariachi groups competing and participating in workshops. Folklorico and Mariachi groups are invited from all over the nation to compete and display their artistry and traditions of Mexico through dance and music on a professional stage. Master Instructors are brought in to conduct the workshops and judge the competitions. The Festival will also include a performance on Friday by last year's Best of Festival winner, Grupo Folklorico Azteca from La Joya, TX, along with local Mariachi groups and a Concert on Saturday featuring nationally acclaimed Mariachi group Mariachi Los Arrieros from El Paso, TX. Committee Comments: • Project has strong artistic and educational merit • Application indicates that attendance is steadily growing; organizers anticipate that 2012 will attract more groups because a similar competition usually held in South Texas will not be produced in 2012 • Applicant has a good marketing plan for advertising outside the area; Visit Lubbock has been contacted about distributing information to other cities • Websites that specifically cater to Folklorico and Mariachi groups will be utilized to promote the Festival on their event calendars; good potential to generate participation and tourism. • Cultural Arts Grant funds recommended ($4,365) are to be used towards the cost of Professional Services - Mariachi Instructors/Folklorico Judges/Folklorico Showcase ($2,365) and Promotion/Publicity ($2,000) 1112-011 Lubbock Christian University Choir LCU/Wayland Baptist Combined Choir Concert Amount Requested: $ 5,580 Amount Recommended: $ 2,000 Lubbock Christian University Choir requested $5,580 for orchestra musicians' services for the spring combined choral concert with Lubbock Christian University and Wayland Baptist University choirs on April 12, 2012 featuring the performance of all four of George Frederic Handel's Coronation Anthems. While spring choral concerts have been a tradition at LCU, the combined concerts began in 2008 as an effort to perform oratorio -style major choral works that employ both a choir of over 120 voices and a full orchestra. 7 Committee Comments: • Project has strong artistic merit • The application indicates that the majority of marketing is to alumni and families of current students; applicant plans to also post the event on state tourism websites as well as Visit Lubbock's website to help generate tourism • Applicant is encouraged to cross -promote the event with other activities occurring that weekend, if possible • Applicant plans to block rooms at three local hotels • Cultural Arts Grant funds recommended ($2,000) will be used towards the cost of Professional Services (Orchestra Musicians) 1112-012 University Interscholastic League — TTU UIL Region 1 3A & 5A One -Act Play Competition Amount Requested: $ 7,900 Amount Recommended: $ 5,000 The University Interscholastic League-TTU requested $7,900 to assist with costs associated with hosting the UIL Region 1 3A & 5A One -Act Play Competition that will be held April 16-18, 2012. The competition targets the student thespians in 3A and 5A schools with the hopes of advancing to the State Competition. UIL expects 700 visitors, including 280 competitors, to come to Lubbock for the competition. Region 1 consists of cities from El Paso to McKinney and from Amarillo to Junction.
