HomeMy WebLinkAboutResolution - 2013-R0459 - Propose To TX DOT - Urban Street Turn Back Program - Jurisdiction Of Streets - 12/19/2013Resolution No. 2013-RO459 December 19, 2013 Item No. 6.1 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to propose conditionally to the State of Texas, Department of Transportation, for and on behalf of the City of Lubbock, certain terms, consistent in substance, and limited to, those set forth in Exhibit "A" attached hereto, regarding transfer to the City of Lubbock of rights, title, interests, maintenance, and jurisdiction of state roadways located in the city limits of the City of Lubbock, pursuant to the Urban Street Turn Back Program, with said proposal's being subject to final approval by all necessary parties of a written agreement. and shall be included in the minutes of the Council. Wood Franklin, P.E., City Engineer SUBJECT TxDOT - Lubbock Urban Street Turn Back Program Item Summary The Texas Department of Transportation (TxDOT) has contacted cities with a population of more than 50,000 informing them that TxDOT intends to consider transferring all maintenance and jurisdiction of certain non -controlled -access state highways to the cities in which they are located. This program is referenced as the Urban Street Turn Back Program. Turn back programs agreed upon by municipalities and TxDOT will be approved by the Texas Transportation Commission. The Lubbock Urban Street Turn Back Program includes the following roadways for a total of 42.252 center line roadway miles also shown in the map on page 3 of this exhibit: State Designation City Street Name Limits US 84/Spur 326 Avenue Q N. In addition, TxDOT will provide an in-kind maintenance agreement for the following 5 years, through 2019. These in-kind services will be provided with maintenance services by TxDOT crews and will have a value to the City of Lubbock of $2,788,632. The maintenance has been calculated as $22,000 per centerline mile (100% in year 1, 80% in year 2, 60% in year 3, 40 % in year 4, and 20% in year 5). The total value of in-kind maintenance to the City equals $6,269,032. This is outlined in the tables on page 4 of this exhibit. If this request is accepted by the Texas Transportation Commission the City of Lubbock will accept transfer of State's rights, title, interest, maintenance and jurisdiction of the roadways listed in the Lubbock Urban Street Turn Back Program. The City of Lubbock can then use the proposed in-kind maintenance services on roadways listed in the City of Lubbock Master Thoroughfare Plan.
