RESOLUTION
WHEREAS, the City of Lubbock affirms a strong commitment to open government and
good governance based on the essential tenants of accountability, transparency, accessibility,
and responsiveness in government; and
WHEREAS, the City of Lubbock, its residents, and the City Council are served most
responsibly and most transparently when the City Council and the public are fully informed as
to the content of any and all items under consideration by the City Council, with the City
Council and the public having had ample opportunity to review in advance said items, thereby
ensuring that the City Council has adequate time to perform its proper due diligence and to
maintain its fiduciary responsibility; and
WHEREAS, except in emergency and other extraordinary instances, the City Council of
the City of Lubbock deems it in the best interest of open government, and essential to the
integrity of the legislative process to require that all items to be considered by the City Council
to be presented for inspection in final form for a set minimum period of time not less than
seventy-two hours; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT except in emergency circumstances, or where there is an urgent public necessity
where a meeting of the Lubbock City Council has been called pursuant to applicable state law.
or unless waived by a majority vote of the City Council, City Council shall consider no item
unless it shall be presented in completed form, subject to amendment by City Council
consistent with City Council policy and procedure, not later than seventy-two hours prior to the
meeting at which the item is posted for consideration.
