RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the of the City of Lubbock hereby adopts a Legislative
Package for the 84" Texas Legislative Session for the purpose of defining the position of the
City of Lubbock in State Legislative issues. Said Legislative Package is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the minutes
of City Council.
Passed by the City Council this 18th day of December , 2014.

2015 Proposed Legislative Agenda
Background:

Communicating with state and federal representatives, and tracking legislative issues are
important to ensure the City has an impact on legislation and rulemaking that impacts City
operations.
The City's legislative positions are guided by the following principles:
• The City will work to pass its priority legislation.
• The City will oppose any legislation that would erode the governing authority of the
City Council.
• The City will monitor proposed legislation and take appropriate action to assure a
predictable and sufficient level of revenue and resist efforts to diminish that revenue.
• The City will oppose the imposition of any federal and state mandates that do not
provide for a commensurate level of compensation.
• The City supports open and transparent government at all levels.
• As appropriate, the City will be supportive of local educational, medical, business,
and other community legislative efforts.
The City of Lubbock recognizes the speed with which bills move through the legislative process.
In order to respond appropriately in a timely matter to any legislation that falls outside the above
principles, the City Council designates the Mayor and two Council members on a rotating basis
to address and direct lobbying efforts.

2015 Proposed Legislative Agenda
The City will initiate or work to support:
1. Require the Railroad Commission to use the State Office of Administrative Hearings to
conduct independent hearings for its contested gas utility and enforcement cases, as
recommended in the November 2012 Sunset Advisory Commission's Report
2. Remove recently adopted Railroad Commission rules § 1.86, relating to alignment of
municipal intervenors for purposes of discovery, and §1.87, relating to limitations on
discovery requests
3. Create funding for the cleanup of out -of -compliance TCEQ permitted recycling centers
4. Pursue grant funding to assist with downtown redevelopment, economic development,
and rehabilitation projects.
The City will support legislation:
1. Creating statewide laws limiting the use of mobile devices while driving.
2. Creating statewide laws restricting the sale of synthetic drugs
