HomeMy WebLinkAboutResolution - 2014-R0426 - CO To Contract - Duininck Inc.- LPSIA Runway - 12/18/2014Resolution No. 2014-RO426 Item No. 6.11 December 18, 2014 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock, Change Order No. I to that certain Contract No. 11652 by and between the City of Lubbock and Duininck, Inc., of Roanoke, Texas, in connection with the Lubbock Preston Smith International Airport, Runway 17R -35L, per Bid # ITB 14-11652, and related documents. Said Change Order No. I is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Date: October 24, 2014 BID/ITB/RFP M 14 -11652 -DT Contract #: FAA AIP Project No. 3-48-0138-039-2014 Project Name: LBB Runway 17R — 35L "Change Order" means a written order to a Contractor executed by the Owner in accordance with the contract authorizing an addition to, deletion from, or adjustment or revision of the requirements of the contract documents, or an adjustment to the compensation payable to Contractor, or to the time for performance of the contract and completion of the Project, or a combination thereof, which does not alter the nature of the thing to be constructed and is an integral part of the project objective. Adjustments to "Estimated Quantities" to a line item in a Unit Price contract do not require a Change Order. All work that alters the nature of the thing to be constructed or that is not an Integral part of the prolect obiective must be let out for public bid. The total time to final completion Is also reduced by the same 45 calendar days. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, Insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs. Base Bid/Alternate 1 Combination Mr. Haberer, If the Base Old and Alternate 1 were to be constructed as a single phase, it Is my understanding that the following items and associated costs could be eliminated entirely, due to the fact that temporary threshold would not have to be relocated between the Base Bid and Alternate 1: ALT 1 1.34 P-620 Obliteration of Temporary Runway (40,000.00) SF $ 0.75 $ (30,000.00) and Taxiway Painting ALT 1 1.35 P-620 Obliteration of Permanent (123,340.00) SF $ 1.10 $ (135,674.00) Runway and Taxiway Painting ALT 1 1.36 P-620 Temporary Runway and Taxiway (26,460.00) SF $ 0.45 $ (11,907.00) Painting ALT 1 1.37 P-620 Permanent Runway and Taxiway (87,550.00) SF $ 0.45 $ (39,397.50) Painting $ (216,978.50) In addition to the elimination of the above items, our Electrical Subcontractor, Rural Electric Is estimating a savings of $8,480.00 from their temporary electrical cost by combining the phases. Rural Electric has indicated that there will be an additional cost of $6,720.00 total to complete the 2 bores required for the runway crossings shown on sheet E-103 of the Base Bid drawings, which are shown on the plans as "Direct -Bury" Crossings. The additional cost for Rural to relocate and power the required supplemental windcones will be $3,500.00/ea. Two relocations will be required, one for the Base Bid and one for Alternate 2. Regarding the time savings, Base Bid -Phase 3 (7 Days) and Alternate 1 -Phase 1(10 Days) would be eliminated. In addition to these 17 Days, we have estimated that there would be an additional 28 Days saved in the prosecution of the work In a single phase, or a total of 45 Calendar days. Please also be aware that any Grading and Seeding work that is contemplated on any "Re -Grade" sections will need to be paid for under the Alternate 5 Unit Prices. I am sure you are aware that these prices are higher than their comparable unit prices in the other alternates. This is due to the fact that we intend to only disturb the bare minimum grassed area to access the Runway reconstruction area. This should be significantly less area than is allowed for in the bid quantities. Therefore, our unit prices for these alternates (BB, Alt's 1-3) do not reflect the true unit cost to do the work. The unit prices shown in Alternate 5 do reflect the true unit cost for Grading, Topsoiling, Seeding and compost, etc. It should be noted, however, that there would be significant overlap in the "Grading in un -paved areas" and "Seeding" items between the Base Bid Plus Alternates 1&2 and Alternate S. It Is assumed that the items could be eliminated from the Base Bid and Alt's 1 & 2, resulting In additional total savings for the contract.
