RESOLUTION
WHEREAS, on December 19, 2013, the City Council of the City of Lubbock
passed a resolution authorizing the Mayor to propose conditionally certain terms
regarding the transfer to the City of Lubbock (the "City") by the State of Texas, by and
through the Texas Department of Transportation ("TxDOT"), the rights, title, interest,
maintenance and jurisdiction of certain state roadways located within the City limits
pursuant to the Urban Street Turn Back Program; and
WHEREAS, TxDOT has submitted for approval by the City Council a Local
Implementation Plan for Lubbock (the "Plan"), which outlines two options presented by
TxDOT for the City Council to select to determine which final plan the Parties shall
implement in the Urban Street Turn Back Program; and
WHEREAS, the City Council has considered the afore -mentioned two options as
proposed by TxDOT for the Plan; and
WHEREAS, the final conveyance of any roadways, the implementation of the
Plan, and the creation of any obligations associated thereto shall be contingent upon the
final approval by the City Council and TxDOT and the execution by duly authorized
parties of an agreement that shall outline all terms and conditions of such agreement.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
THAT the City Council of the City of Lubbock does hereby select Option No. 1
as outlined in the Plan.
FURTHER, THAT the Mayor of the City of Lubbock is hereby authorized and
directed to execute the Local Implementation Plan for Lubbock in accordance with this
Resolution. Final implementation of the Plan is contingent upon the approval and
execution of a binding agreement with terms and conditions satisfactory to the City
Council and in a form approved by the City Attorney. Said Plan is attached hereto and
incorporated in this Resolution as if fully set forth herein and shall be included in the
minutes of the Council.

LOCAL IMPLEMENTATION PLAN
City of Lubbock Roadway Turnback Program
In an effort to give the City of Lubbock (City) more control of the maintenance and operation of
certain State System roadways within the Lubbock city limits, and to allow TxDOT to focus
more of its efforts on the higher level roadway systems, the City and the TxDOT Lubbock
District propose the following implementation plan.
A total of 285 lane miles of State System roadways within the City are essentially operating as
urban streets and no longer operating as State highways. It is understood that these roads
should be removed from the State System and maintenance and jurisdiction be turned over to
the City. Based on $22,000 per lane mile, these roads equate to a total maintenance value of
$6,270,000 to the City.

• Work may be performed on any City street with a federal functional classification of
"Collector" or higher.
• City will select roadway for which TxDOT will provide work.
• TxDOT and City will execute an Advance Funding Agreement (AFA) for the selected
project.
• $2,857,000 fixed amount TxDOT funds to be applied to the project.
• TxDOT will be responsible for project development and construction
