TEXAS CITY OF LUBBOCK WATER UTILITIES MINIMUM SPECIFICATION 21 15 KV 630 AMP Continuous Current Automatic Vacuum Recloser 1.0 GENERAL The City of Lubbock owns and operates a water well field in Lamb and Bailey counties that serves to provide a potable water source for the citizens of Lubbock, Tx. The electrical infrastructure is wholly owned and operated by the City. Primary distribution voltage originates from a XCEL Energy operated substation and is terminated at a delivery point for the City. The City then splits the distribution point into five circuits. The five existing oil contact reclosers have surpassed the expected service life and are currently scheduled for replacement. The intent of these specifications is to describe the requirements for five NOVA15, 15 KV electronically controlled, automatic three phase solid dielectric, pole mounted vacuum interrupting power circuit reclosers, as manufactured by Cooper Power Systems or approved equal. These reclosers will distribute electrical power throughout the well field. Each automatic circuit recloser (ACR) and automatic controller will be installed by an electrical utility contractor, with whom the City has entered into a contract for electrical power distribution services. The vendor shall coordinate delivery of the reclosers with the Owner's Representative. All equipment shall be furnished as outlined within these specifications. No additional purchases shall be required to make the units operational as specified. After successful installation by the contractor is complete, the AVR provider will provide technical service to perform factory approved start-up services. 2.0 CURRENCY OF MODELS The reclosers and controllers shall be new and current production models. Discontinued models and models about to be discontinued are not acceptable. All products shall be factory assembled and fully tested after production is complete. Test results shall be submitted to the City's representatives prior to delivery of the reclosers and controllers. 3.0 PRODUCT INFORMATION The vendor shall submit three copies of detailed and illustrated descriptions, schematics, and drawings for each product quoted at bid closing. One copy shall be for the City's buyer and two shall be furnished to the department responsible for bid evaluation. All items shall be submitted to allow the City's representatives to evaluate each bid. Any bid submitted without these items will be rejected without further consideration. 4.0 PRODUCT DEMONSTRATION 22 The City of Lubbock reserves the right to receive a demonstration of the product to verify that all specified criteria can be met. The City of Lubbock also reserves the right to reject any or all bids and accept the bid deemed most advantageous to the City of Lubbock. 5.0 BID COMPLIANCE The vendor shall comply with all specification requirements. Any exception to the specification or part of a specification shall be cited and explained fully in the bid. Otherwise, it is understood that all requirements will be met exactly as specified. Quotations on items that do not meet the minimum specifications for this recloser will not be considered. 6.0 APPLICATION 6.1 There are five oil contact reclosers (OCR's) installed throughout the well field. Each OCR distributes 7200/12470Y three phase voltage through the well field and is stepped down to three phase 480 volt corner ground Delta system for each of the water wells. This configuration will remain unchanged. All existing OCR's are equipped with manual only operation. Insulation shall be highly resistant to ozone, oxygen, moisture, contamination and ultra -violet light. 7.3 The recloser shall have three interrupter modules with embedded CT for each phase. The contacts shall make and break simultaneously. 7.4 Operating mechanism shall provide three-phase tripping and three-phase lockout No single phase trips will be used for these applications. 7.5 The terminal connector shall be eye bolt type for 1/0 up to 500 kCM size cable. 7.6 Recloser mechanism shall be provided with auxiliary -powered interface with a voltage source of 120 VAC, to be fully operational with Form 4D NOVA Control, as manufactured by Cooper Power Systems. 7.7 The recloser shall be able to withstand external flashover without damage and allow re -energizing after external flashover without cleaning. 7.8 A manual hook stick operating lever handle with position indicator shall be provided for manual operation. 7.9 ACR's shall be equipped with individual phase position indicators that are highly visible from the ground. 7.10 Ratings: Recloser furnished under this specification shall have the following ratings, as minimum: Maximum Voltage (kV) 15.5 Basic Impulse level (kV) 110 Continuous Current (Amps) 630 Short Circuit Current (kA) 12.5Sym. All cables shall be weatherproof and sunlight resistant. ■ Pole mounting hanger to be bolted directly to the recloser frame and provided with stainless steel hardware. ■ Lightning arrestors with mounting brackets on source and load sides for each phase Lifting provisions for the enclosure 8 Electronic Recloser Controls 8.1 A Form 4D electronic controller manufactured by Cooper Power Systems shall be supplied with each recloser. 8.2 A stainless steel weatherproof enclosure with a lockable exterior swing open door with quarter turn latching mechanism shall be provided with the Form 4D controller. An interior swing open door shall be provided to mount the electronic controller package. A wood pole mounting bracket shall be included with all necessary hardware. The enclosure shall have a cutout to access all cabling connections 8.3 Vendor shall supply a pole mounted transformer for each recloser to provide 120 VAC control power to the controller. Primary voltage will be 7200/12470Y. Pole mounting brackets for the transformers shall also be included. 8.4 A fused 120 VAC 3 -wire polarized GFCI convenience outlet shall be included with the controller. 8.5 Provisions shall be made to allow for future installation of a SD -9 data radio, as manufactured by GE Microwave Data Systems. 8.6 A discrete interface board option shall be included with each controller. It shall provide eight configurable input control contacts and eight configurable output status contacts. 8.7 A minimum 13 amp -hour battery shall be installed in the enclosure. 8.8 The controller display shall be defaulted to the English language. 8.9 Shall be equipped with provisions for a future RJ45 ethernet data communications port. The controllers shall be equipped with RS -232 communications port and Modbus RTU communication protocol. RS -232 may be installed either on the front access panel or behind the access panel. 8.10 The controller shall provide the following line protection functions, as minimum: 5. Calendar clock 6. Input power status 8.16 The controller shall provide the following power metering measurements by means of the LCD readout on the controller and the RS -232 full time SCADA port: I . Recloser settings shall be accomplished by use of onboard manual keypad entry and by a City owned personal computer. Provide an RS- 232 communications port to allow PC access for downloading data or settings and uploading of setting data. Each Form 4D recloser controller shall be provided with the most current version of 2. 3. configuration software (five total software packages) and provided to the owner's representative upon delivery of the recloser and controller packages. Provide City enabled/disabled RTS/CTS control for direct connection to a data radio provided by the City. The microprocessor controller relay shall be equipped with a security system that allows the user to limit access to programming and operating parameters to unauthorized persons by establishing varying levels of password protection.
