BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, an additional scope of services pursuant to Professional
Services Contract 12234 for professional engineering services at Lubbock Preston Smith
International Airport, by and between the City of Lubbock and RS&H, Inc., and related
documents. Said additional scope of services is attached hereto and incorporated in this
resolution as if fully set forth herein and shall be included in the minutes of the City Council.

PROJECT PROPOSAL / PROJECT WORK SCOPE - CONCEPT & DESIGN
PHASE SERVICES FOR VARIOUS PROJECTS
PROFESSIONAL SERVICES WORK PLAN
The City of Lubbock (the Airport) has identified several systems within the passenger terminal building that are in
need of upgrading or replacement. Also identified are certain programmatic issues dealing with passenger flow
and use efficiency of terminal space. This Work Plan will discuss these needs and identify a strategy to address
each either individually or as a part of a group. Individual projects will be described in detail and an approach for
addressing each will be detailed. If an issue is dependent upon or is seen to have an effect on other issues, they
will be addressed as one project.
This Work Plan describes the scope of services by RS&H, Inc., the Architect/Engineer (A/E) for the design and
construction phases of the renovation and improvements. This Work Plan includes a Project Schedule and a Project
Proposal. The Project Schedule defines the durations of work that are the basis of the Work Plan and Project
Proposal. The Project Proposal provides the basis of the estimate for the required compensation and defines the
task efforts and deliverables required for the Project.
UPGRADING OR REPLACEMENT PROJECT SCOPE DEFINITION — Detailed scope defined under A. Basic
Services
Task A.1.0 - Terminal Public Address (PA) system — Full Design Services
The existing PA system is in need of replacement. The PA system for most part is from the original terminal
construction and lacks some of the newer technology features available today. Under the scope of this project
the PA system will be replaced with a new system which will include the new speakers, cabling and head end
equipment. The system will be Internet Protocol (IP) network based to facilitate new installation and additional
components in future. Ambient noise sensors will be provided to improve intelligibility based on the ambient
noise. The sensors will adjust he speaker volume based on the ambient noise due to occupancy level of the
space. A construction cost estimate will be provided at the 60% design submittal.
Task A.2.0 - Access Control and CCTV Upgrades — Concept Design Services
The scope of this work includes upgrade of CCTV video management system as well as improved integration of
the access controls and CCTV system.
RS&H recommends that a concept study phase for this work be the initial step. The concept phase will provide
design concept for the security center and more details on the level of upgrades required to the access control
and CCTV systems.
Goal will be to limit the cost and investment. The concept study will serve to layout the system and obtain an
accurate cost and propose an incremental phasing plan for implementation.

Task A.3.0 - Building Envelope Weather Tightness — Full Design Services
The existing roof has been in place since 1993 and has developed several leaks over the years. The roof is a
modified bitumen system with a built up, gravel covered membrane system in some areas. There are reported
leaks in the wall systems as well and the airport has completed a report identifying some areas where water
intrusion is occurring.
RS&H will survey the roof membrane systems and flashing systems, review any As -built drawings available and
provide recommendations to move forward with needed repairs and/or replacements. A review of the report
pertaining to the wall system water infiltration will be part of this task and recommendations for repairs will be
part of this scope. A site investigation will occur at the beginning of the task and a written report will be included
in the 30% submittal.
Task A.4.0 - Concept Design for Ticketing, Baggage Screening, Security Checkpoint (SSCP) and Revolving
Doors — Concept Design Services
RS&H will investigate landside enhancements including moving the SSCP and the revolving doors serving as
exits from the airside to a different location ultimately better serving the airport and traveling public. At its present
location the SSCP is squeezed between two building service rooms which would not be cost effective to relocate.
There is sound reasoning to collocate the SSCP and airside/landside exits and at the same time provide a single
exit lane using technology, video cameras and motion detectors. Another important consideration for this area
is to accommodate the airport police (LEO) offices in a close proximity to the checkpoint. Currently the LEO
offices are on the second level and therefore proposes challenges to the response time to the checkpoint area.
The LEO offices will be considered with any proposed modifications to this area.
The elimination of the revolving doors and the cost of the maintenance associated with these units will be a
welcomed move for the Airport. If this proves feasible, RS&H will provide a concept for this action that can be
accomplished in phases while these services continue at their present locations.
The Ticketing queuing area is undersized and is presently used for TSA baggage screening as well as passenger
check-in activities. Passengers from the east bag claim area must traverse through the Ticketing area in order
to exit the building further adding to the congestion. Relocating the TSA bag screening operation to another
location away from the public should be a priority. Ticketing, TSA bag screening and the adjacent Bag Claim
areas should be included in the concept design with the SSCP and Exit lane. A concept construction cost
estimate will be included.
Task A.5.0 - Mechanical and Plumbing Systems — Concept Design Services
Presently the HVAC systems are being repaired or replaced as needed. Recent work included fixes to the boiler
systems and control system. An update to the HVAC assessment should be performed in order to set priorities
for future repairs/replacement. A phasing plan for plumbing infrastructure replacement, mostly associated with
the restrooms, should be considered as areas of the building core are being modified for landside enhancements.
Funding Expectations — The Project's total cost is to be phased using the Airports entitlement funds available on
an annual basis.
Project Duration — The Project's schedule is defined in the accompanying Project Schedule. The actual schedule
may vary significantly as the Project design progresses and the scope is further developed. Changes to the project
schedule require changes in the A/E efforts and require increases to the compensation indicated in Project
Proposal.

A. BASIC SERVICES
Task A.1.0 Terminal Public Address (PA) System Design
Task 1.1 Alternatives — Alternatives will be studied to evaluate accommodation of the various facility needs
and functions and will be presented to the Airport for consideration. This task will result in concurrence with the
Airport on the alternative, or combination of features of the alternatives, for further development.
Task 1.2 PA System Design — The system design considerations for function including zoning will be
defined and alternative approaches presented. Evaluations based on preferences and affordability will be made
for the Airport's direction for further refinement during the subsequent design phases.
Task 1.3 Estimating/Budgeting Documents — Project definition will be provided through drawings,
narratives and selected outline specifications for cost evaluation. A construction cost estimate, including
phasing will be provided at the design development phase.
Task 1.4 Project Delivery - Design and final documentation of audio communication (paging) system
including specifications will be delivered to the Airport for procurement under the City's procurement system.
Task 1.5 Project Management and Discipline Coordination — Scheduling, resource allocation.
monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and
coordination of all documentation.
Task A.2.0 Access Control and CCTV Upgrades

estimate representing the judgment of the estimators who have no control over the cost of labor, materials or
equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or
negotiating conditions. Accordingly the A/E cannot and does not warrant or represent that bids or negotiated
prices will not vary from the budget, funding or from any estimate or evaluation by the A/E.
Task 2.6 Project Management and Discipline Coordination — Scheduling, resource allocation.
monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and
coordination of all documentation.
Task A.3.0 Building Envelope Weather Tightness
Performance of this Task will be based on the review of the report provided by the Airport and the verification of
deficiencies identified within the report. This task will not provide another building envelope assessment but will
implement recommendations noted in Airport provided report.

The documents will include Drawings and Specifications that establish, in detail sufficient for production of shop
drawings and construction, the configuration and quality of the materials, components and systems required for the
Project.
Task 3.1 Site Investigation — RS&H will visit the site to survey and document the existing conditions of the
roofing membrane and flashing, and sealants and flashings in the exterior wall systems.
Task 3.2 Estimating/Budgeting Documents — Project definition will be provided through drawings,
narratives and selected outline specifications for cost evaluation. A construction cost estimate will be provided
at the design development phase.
Task 3.3 Architectural Construction Documents — Design and documentation of architectural elements
of the project such as roof replacement/repairs, exterior envelope repairs and related plans, sections and
details.
Task 3.4 Project Delivery - Final documentation of the project elements including specifications will be
delivered to the Airport for procurement under the City's procurement system.
Task 3.5 Probable Construction Cost Estimate — An estimate of probable construction cost of the nearly
complete construction documents to identify, potential alternates for funding limitations and assess probable
conformance to the overall project budget. The probable construction cost is an estimate representing the
judgment of the estimators who have no control over the cost of labor, materials or equipment, over the
Contractor's methods of determining prices, or over competitive bidding, market or negotiating conditions.
Accordingly the A/E cannot and does not warrant or represent that bids or negotiated prices will not vary from
the budget, funding or from any estimate or evaluation by the A/E.
Task 3.6 Project Management and Discipline Coordination — Scheduling, resource allocation.
monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and
coordination of all documentation.
Task A.4.0 Concept Design for Ticketing, Baggage Screening, Security Checkpoint (SSCP) and
Revolving Doors
Performance of this Task will define the general design parameters of scope, scale and relationship of components
of the Project. Documentation will include plans, sections, elevations and/or written descriptions. Specific task
breakdowns are as follows:
Task 4.1 Conditions Investigation Program — RS&H will visit the terminal to verify locations and conditions
of systems that will be effected by the proposed concepts.
Task 4.2 Alternative Configurations — Alternatives will be studied to evaluate accommodation of the
various facility needs and building functions. Scaled study plans will illustrate the alternatives along with
presentation of the features and the relative responsiveness to the goals and objectives of the facility. This task
will result in concurrence with the Airport on the alternative, or combination of features of the alternatives, for
further development.
Task 4.3 Architectural Design — The aesthetic design considerations for function, massing and interior
appearances will be defined and alternative approaches presented. Evaluations based on preferences and
affordability will be made for the Airport's direction for further refinement during the Design Development phase.
Task 4.4 Estimating/Budgeting Documents — Multi -discipline project definition will be provided through
drawings, narratives and selected outline specifications for cost evaluation.
Task 4.5 Cost Estimate Budget Development—An estimate of probable construction cost of the schematic
level documents to establish the relative value of project components, potential alternates for funding limitations
and the conformance to the overall project budget. The probable construction cost is an estimate representing

the judgment of the estimators who have no control over the cost of labor, materials or equipment, over the
Contractor's methods of determining prices, or over competitive bidding, market or negotiating conditions.

the budget, funding or from any estimate or evaluation by the A/E.
Task 4.6 Code and Permitting Research — Preliminary determination of jurisdictional authority
requirements for Building Code, Fire Protection and Life Safety. Impacts on project scope and strategies to
accommodate requirements will be defined.
Task 4.7 Project Management and Discipline Coordination — Scheduling, resource allocation,
monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and
coordination of all documentation.
Task A5.0 Mechanical and Plumbing Systems
Task 5.1 Conditions Investigation Program — RS&H will visit the terminal to verify locations and conditions
of systems that will be included in the proposed HVAC assessment report update and plumbing system
replacement concept design.
Task 5.2 HVAC Assessment Report Update - An update to the Airport's HVAC assessment report will be
provided including a list of repair/replacement priorities for consideration.
Task 5.3 Plumbing Infrastructure Replacement — RS&H will prepare a concept and conceptual cost
estimate for the replacement of the supply and waste piping systems directly related to the restrooms. A plan
will be developed indicating possible phasing as related to renovations in Task 4.0.

Project Duration and Fee — The Project's schedule will be identified upon NTP, as only certain tasks may be
authorized. Changes to the project scope may require changes to the project schedule. Although that is not
anticipated, if such changes occur and are significant, it may require an increase to the compensation indicated in
Project Proposal. The fee for all tasks presented in this proposal is Lump Sum $414,513.
