HomeMy WebLinkAboutResolution - 2015-R0362 - Analyze City Staffing Levels - 10/22/2015Resolution No. 2015-R0362 Item No. 7.8 October 22, 2015 1 *111 91 [I10 WHEREAS, municipalities in Texas perform a substantial number of services for the public in those communities, and require adequate staffing to offer those services efficiently, professionally, and to the level of satisfaction expected by the citizenry; and WHEREAS, the City of Lubbock prides itself on offering city services on a cost- effective basis that is friendly to the taxpayer, yet responsive to a growing consumer base; and WHEREAS, if staffing is inadequate, the level of customer service and convenience, if not public health and safety, suffers, which ultimately can result in a disservice to the taxpayers who fund operations of the City; and WHEREAS, inadequate staffing of departments in the City can result not only in diminished customer service and work product, it can also lead to low morale among public servants, and the preservation of law and order in the community; and WHEREAS, in order to promote quality City services to the public, and to ensure that the City's public servants are tasked with workloads appropriate to the job filled, the workplace risks assumed, and the public demand for the services rendered, the City Council desires to have an appropriate "needs analysis" of the City organization performed by the City Manager to determine where staffing levels are sufficient, as well as those areas, if any, where customer service and public servant morale may be compromised because of understaffing; and WHEREAS, the City Council of the City of Lubbock desires that the City Manager develop and undertake such an analysis, and report his findings back to the City Council so that the City Council may have more accurate information as to staffing levels required to promote ideal customer service for the public, and simultaneously to preserve the morale of the City's valuable public servants; NOW, THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock shall and does, by and upon passage hereof, formally direct the City Manager to develop and undertake an in-depth needs analysis of staffing levels within the City of Lubbock organization, and report back to the City Council any findings and recommendations stemming from that study.
