HomeMy WebLinkAboutResolution - 2015-R0307 - Reconstitute Annexation And Growth Advisory Committee - 09/10/2015I Resolution No. 2015-R0307 I Item No. 7.14 September 10, 2015 RESOLUTION WHEREAS, the City Council of the City of Lubbock on October 23, 2014, by way of Resolution 2014-R0358, created the Annexation and Growth Advisory Committee (the "Committee") to study the issues of growth and annexation and their impact on City of Lubbock development and infrastructure, and to report its findings and recommendations to City Council; and WHEREAS, the Committee fulfilled its charge under the aforementioned resolution, and presented its findings and recommendations to the City Council on August 27, 2015; and WHEREAS, the City Council continues to recognize the value of in-depth, relevant discussion on certain matters within the jurisdiction of the City Council, as well as the input of key participants and stakeholders in those matters; and WHEREAS, in light of continued population growth and migration trends in the Lubbock metropolitan area, the City Council desires to have a more comprehensive understanding of the intricacies of the annexation process, the implications of community growth for that process, as well as meaningful recommendations regarding present and future annexation policy for the City of Lubbock; and WHEREAS, the City Council desires that an advisory committee be established that will study the issues of growth and annexation, and the impact on City of Lubbock development and infrastructure, and report back to the City Council with findings and recommendations regarding same; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: A. THAT the Annexation and Growth Advisory Committee shall be promptly reconstituted and reconvened, comprised most similarly as practical of members formerly serving on the Committee, with Council appointing replacement members as necessary; in order to fill the seven (7) positions as set forth below: 1. One (1) member representative of the home-building profession; 2. One (1) member representative of the professional real estate development profession; 3. One (1) member representative of the engineering and planning consulting profession; and 4. Four (4) members appointed at -large from residents of the City of Lubbock, said appointees originating from a profession or trade exclusive to those professions qualifying an appointee to fill a position enumerated in (A)(1)-(3) above; B. THAT the members of the Committee shall serve three (3) year terms that begin the month following the reconstitution of current or replacement members. The Committee shall stagger terms. During the first meeting of the Committee after reconstitution, four (4) members shall be chosen by the casting of lots to serve a three (3) year term, and the remaining three (3) members shall serve a two (2) year term. C. THAT the chair and the vice -chair of the Committee shall be selected by and from the membership thereof; D. THAT the City Manager shall designate certain City of Lubbock staff, as set forth below, to assist the Committee in its deliberations, and to serve as a resource as needed: an assistant -level City Manager; the Executive Director of Budget; the Director of Planning; and the City Engineer; E. THAT the Committee shall review all recommended annexation initiatives as set forth in the Annexation and Growth Policy Report of August 2015, and present a proposed annexation schedule to Council; F. THAT the Committee shall hold meetings to deliberate topics related to growth and annexation in and by the City of Lubbock, and any impact on City of Lubbock development and infrastructure, and shall, using whatever time and resources needed, formulate findings and recommendations for consideration by the City Council; and G. THAT the regular meetings of the Committee shall be held at times and locations established by a majority of the Committee members. A simple majority shall constitute a quorum, and a majority vote of the quorum shall be required for any action to be taken by the Committee. All meetings and procedures shall be consistent with the policies of the City of Lubbock concerning advisory Committees and Boards.
