RESOLUTION
WHEREAS, the City Council has heretofore by Resolution established policies
and procedures pertaining to the City Council and of the City of Lubbock in a Policies
and Procedures Manual; and
WHEREAS, in an effort to minimize City staff time made necessary by
attendance at City Council meetings, and further to promote efficient and orderly
meetings of the City Council, and good governance in general, the City Council of the
City of Lubbock acknowledges the value of timely preparation by members of the City
Council and City of Lubbock staff, alike, and to that end desires to amend certain policies
and procedures as set forth in the City of Lubbock Council Rules, Order of Business and
Procedure manual (the "Rules") regarding the agenda for regular City Council meetings;
and
WHEREAS, the City Council desires to require by rule, absent a waiver by a
three-fifths majority vote of the City Council, that notice by any member of the City
Council of intent to seek separate consideration by the City Council of an item on the
Consent Agenda of the City Council shall be given no later than twenty-four (24) hours
prior to the time at which consideration of said item is eligible;
WHEREAS, pursuant to Section II(B) of the Rules, this proposed amendment has
been introduced into the record at a prior regular meeting of the City Council; NOW
THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT Section IIIA) of the City Council Rules, Order of Business
and Procedures, as set forth in the Policies and Procedures Manual, is amended to include
a new paragraph 8 to read as follows:
"8. Unless waived by a three-fifths majority vote of the City Council, City
Council shall consider separately no item from the Consent Agenda of the City Council
meeting agenda, unless notice of intent to consider the item separately shall have been
delivered to the City Manager no later than twenty-four (24) hours prior to the time at
which consideration of said Consent Agenda is eligible."
SECTION 2. THAT the City Attorney shall incorporate the above amendment
into the City Council Rules, Order of Business and Procedures.
