RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Chief of Police of the City of Lubbock is hereby authorized and directed to
execute for and on behalf of the City of Lubbock, a Memorandum of Understanding Addendum
for implementation and operation of the Multidisciplinary Team Enhancement Program of the
Children's Advocacy Center of the South Plains, by and between the City of Lubbock, Lubbock
County District Attorney's Office, Ransom Canyon, Slaton, Idalou, Abernathy, New Deal,
Wolfforth and Shallowater, and related documents. Said MOU Addendum is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the minutes of
the City Council.

Application
Introduction: The MDT Enhancement Program is intended to support CRCs in revisiting and revitalizing the collaborative
team approach that is the heart and soul of the children's advocacy center model. Clearly, it is an ambitious program with high
level goals and complex, over -arching strategies, far above and beyond the review of statewide intake forms and referrals. As a
result, we recognize that developing your local strategy for rolling out this MDT Enhancement Program will take time and will
require ongoing communications and coordination with your CAC staff as well as your MDT partner agencies. CACTX
recognizes your particular plans for development and implementation of this program will and should evolve in the coming
months and the information you provide to us on the application and work plant may change during that process. It is not only
possible, but highly likely, that you may not yet have firm, final answers to some of the inquiries included in this application
and work plan. However, we want to ensure that you are thinking about and beginning to develop appropriate plans regarding
the many key considerations needed to achieve the various goals of this program, so please respond to each and every question
to the best of your ability. In addition, your responses to these questions will help CACTX more effectively assist you in
assessing the feasibility of the approach you are contemplating and provide you with helpful and effective feedback, technical
assistance (including sample materials and templates) and training.

9. Case criteria as indicated in CAC's current MDT Working Protocols (e.g. children ages 0-18 with allegations of sexual
abuse, severe physical abuse, and witnesses to homicide):
• Children between the ages of 2 to 17 who have made an outcry of sexual or severe physical
abuse/neglect
• Children between the ages of 2 to 17 involved in reports made by adults who have concerns of
sexual or severe physical abuse/neglect of such children
• Children who are considered to be at risk for sexual or severe physical abuse/neglect due to
reported allegations of abuse for other children
• Developmentally delayed adults over the age of 17 who are suspected victims of abuse/neglect
• Children who have been witnesses to abuse/neglect, domestic violence, kidnappings, homicides,
suicides, and other suspected criminal proceedings
• Juvenile perpetrators of sexual abuse may be interviewed for the purpose of establishing whether
they have been victims of sexual abuse at the request of investigators.

Objectives:

• Minimize the number of MDT/CAC appropriate cases slipping through the cracks prior to being referred for
investigation
• Minimize law enforcement and CPS administrative responsibilities related to coordination of investigations and
scheduling of forensic interviews
• Expedite the scheduling of forensic interviews and initiation of joint investigations
• Establish dedicated CAC staff position(s) whose primary focus and responsibility is(are) to:
o Review, screen and, when appropriate, act on Statewide Intake reports
o Coordinate initiation of investigations and scheduling of forensic interviews
o Assess and address ongoing and evolving MDT functioning and effectiveness
o Identify and address evolving MDT training and resource needs
o Facilitate communication and coordination among MDT members
The signature below indicates that the CAC represented in this application is aware of and is willing and able to comply with
the requirements of the Multidisciplinary Team Enhancement Program outlined below:
• Training — CAC Executive Director (or other appropriate CAC Management Level Staff with oversight of the Program)
and the designated MDT Enhancement Program staff member/s must attend one in-person training in the fall of 2015.
CACs should also anticipate required participation by one or more of these individuals in online webinars throughout
FY16.
• Reporting — A reporting mechanism(s) for purposes of aggregating quantitative data (e.g. number of statewide intake
notifications received) and qualitative data (e.g. children are receiving services sooner, improved communication with
MDT) will be provided. The CAC will be required to submit this information on a quarterly basis along with the current
C--kCTX FY16 Quarterly Statistical Reports.
• MDT Survey — CACs will distribute a bi-annual survey to MDT partner agencies participating in the program. For those
centers utilizing the Outcome Measurement System (OMS), the required questions for this program will be incorporated
on the OMS MDT survey.

Please respond to each and every question to the best of your ability, regardless of the fact that some of these responses might
reflect very preliminary plans at this time. Your responses to these questions will help CACI'X more effectively assist you in
assessing the feasibility of the approach you arc contemplating and provide you with helpful and effective feedback, technical
assistance (including sample materials and templates) and training.
Please briefly describe communication activities (e.g. written, in-person one-on-one meetings, group meetings)
conducted prior to submission of your application with each of the following entities:

2. Please outline your plans for ongoing communication with each of these same entities during the implementation
phase of this program. This would include meetings to discuss procedures, communication between agencies, and
periodic adjustments that need to be made during the roll-out of this program.
A. Participating law enforcement agencies:
Emails keeping agencies informed of the progress in roll out of the program. Monthly meetings with NIDT
Liaison, E.D., and Managing Forensic Interviewer during implementation and roll out of the program.
B. Child Protective Services:
Emails to keep informed of the progress in implementation and roll out of the program. Monthly meetings
with the on-site Supervisor during program roll out.
C. Participating prosecution offices:
Emails to keep informed of the progress in implementation and roll out of the program. Monthly meetings

Liaison will meet and/or make phone calls on a quarterly basis to the Chiefs of Ransom Canyon, Slaton,

Staff only meetings will include the E.D., all forensic interviewers, the \IDT Liaison, family advocates, the
Data Manager, and the Program Director.

Board members will receive updates at each board meeting during implementation and roll out.
3. Please describe your plans for ongoing communication with each of these same entities to ensure effective assessment
and evaluation of the program over time. This would include meetings to identify impact of the program on various
agencies, gauge continued commitment to the program, bi-annual MDT survcv, and possibility of recruiting
additional jurisdictions (if applicable).
A. Participating law enforcement agencies:
Quarterly meetings with Lubbock Juvenile Detective Sargeant, Board representatives for LPD and Lubbock
County Sheriffs office, MDT Liaison, Managing Forensic Interviewer, and the E.D. to guage the impact,
assure commitment to the program. We will distribute bi-annual MDT surveys at our case review meetings.
Our hope is to recruit an additional 1-2 counties to participate in the program in the second year (IIale and
Iamb County).
B. Child Protective Services:
Quarterly meetings with the on-site CPS Supervisor, Program Director, MDT Liaison, Managing Forensic
Interviewer, and the E.D. to guage the impact, assure commitment to the program. We will distribute bi-
annual MDT surveys at our case review meetings.
C. Participating prosecution offices:
Quarterly meeting with the RDA's that prosecute these cases as well as the MDT Liaison, Managing Forensic
Interviewer, and the E.D. to guage the impact, assure commitment to the program. \Vc will distribute bi-
annual 1IDT surveys via email to the RDA's.
D. Other partner agencies and/or key stakeholders:
Quarterly phone calls or face to face meetings with Chiefs from Ransom Canyon, Slaton, Idalou, Abernathv,
New Deal, and Wolfforth to guage the impact, assure commitment to the program. We will distribute bi-
annual \IDT survevs via email.
E. CAC staff:
Monthly staff meetings will include discussion of the MDT Enhancement program to gauage the impact on
key staff (E.D., MDT Liaison, all FI's, both family advocates, the Data Manager, and the Program Director.
F. CAC board of directors:
Board members will receive copies of our quarterly statistics from the casetracking database so that they may
see the impact of the program.
4. Please outline your projected personnel/staffing plans for the MDT Enhancement Program at your CAC. Include
titles of positions (new or existing/expanded) involved with the program and a brief description of what each
individual's responsibilities will be, specific to the program. Please note that among the attachments you will be
required to submit along with your Application (see last page) will be (1) job descriptions for all related positions; and
(2) CAC organizational chart depicting how these positions align with the overall CAC. staff and supervision structure.
1. MDT Liaison: Receives and reviews reports to determine eligibility for forensic interview; checks to see if
a interview has already been generated; sends email to CPS Program Director with list of cases screened
and determined eligible for FI for status and name of worker to whom case is assigned. Then follows up
with assigned case worker to find out if law enforcement has been notified. Asks CPS & LE if they need
assistance with setting up a FI. Makes report to LE as needed. If FI needs to be set up the Liaison takes
that case to the Managing Forensic Interviewer for scheduling. If the MFI is not available, the Executive
Director will schedule the FI.
2. Data Manager: Log reports received into case tracking log, closes reports not referred for FI; logs which
CPS case worker is assigned, logs which LE official is assigned, and what date the interview is scheduled
for and which FI will be doing it.

3. Managing Forensic Interviewer: Contacts LE official or CPS caseworker to schedule forensic interview
and documents it on the SWI report. Returns report to Data Manager for entry of all other pertinent
information into the case tracking log.
5. If, at this time, your plan calls for existing personnel to be assigned responsibility for all or part of the MDT
Enhancement Program, please describe changes or modifications that have/will be made to the existing position so as
to accommodate the new responsibilities.
Examples:
• 20 hour/week position expanded to 40 hour/week position
• Prior duties transferred to other staff positions (please specify which duties are being transferred)
• Existing staff member rc-assigned to oversee program, new staff to be hired to replace them (specify prior
responsibilities of existing staff member assigned to program)
1. Managing Forensic Interviewer— Will work closely with the MDT Liaison and will be trained as a back-up
for that position. She will be responsible for scheduling FI's that come in through that program in
addition to the scheduling that she already does. She will be moved to being responsible for our rural
FI's. The remaining 2 A's will be doing the Lubbock based interviews.
2. Data Manager—our Prevention Specialist is being moved to this position with an increase to 30 hours
per week. Her responsibilities will be to enter all information in case tracking for CTS as well as the MDT
Enhancement Program. She is also responsible for administering the OMS to our MDT on a regular basis.
She will also enter OMS paper surveys that are administered to our rural clients.
3. Family Advocate — will do Lubbock based cases only. She will be responsible for administering follow-up
surveys to clients and assisting Lubbock County families with resources. With the anticipation of an
increase in FI's, she will no longer do the rural family advocacy.
4. We will hire a bilingual Rural Family Advocate to travel to our rural areas.
G. Please briefly describe your preliminary plans for assessing and addressing any potential increase in resource capacity
that might result from implementation of MDT Enhancement Program (i.e. staff capacity for delivery of core CAC
services; facility capacity; scheduling of client services, etc.) We recommend that you refer to the 2014 CPS Intake
and Investigation statistics that CACI'X provided to you with the Statement of Intent release (3.12.15), as well as any
other data and/or anecdotal information you might have access to in order to make a preliminary assessment in this
regard.
The CACSP currently has 3 forensic interviewers, one of which is also the community education coordinator. We are
going to try this program keeping it the same way with the possibility that if there is a large increase in the number of
FI's needing to be done, we will make our 3,d interviewer into a full-time interviewer and find someone else to do
Community Outreach. At this time he is not being utilized as much for FI's so he is able to split his time between
both positions. We are adding therapists in anticipation of an increase in the need for therapeutic services. Our
current building has 3 very large offices that can be shared. We also have a lobby reception area that we are going to
close off and make into an additional office. The anticipated increase in scheduling of clients will be handled by our
managing forensic interviewer by having her only do the Waal interviews, which are not as numerous as the Lubbock
County cases.
Please briefly describe your preliminary thoughts about the process you might use to accomplish (1) review of
statewide intake reports; (2) identification of reports that fall within the CAC's current case acceptance criteria (as- per
your MDT Working Protocols); and (3) facilitation of CAC/NIDT services related to case investigation, assessment
and intervention.
1. The MDT Liaison will review SWI reports, the Data Manager will be responsible for entering into case
tracking log.
2. The MDT Liaison will identify those cases that meet the criteria for a FI and make contact with CPs and
LE regarding whether there has been assignment. After identifying the assigned workers and detectives,
the Liaison will make contact to see if there has been a FI scheduled. 1
3. If a A has not been scheduled, the Liaison will consult with MFI (Mananging FI) to contact the worker or
detective and get a FI scheduled. If the MFT is not available, then the Executive Director will make that
contact and schedule the A.

8. Please briefly describe any methods (formal or informal) your CAC currently uses for assessing and addressing MDT
satisfaction levels and MDT resource and training needs.
The general OMS MDT survey is administered once a quarter at the first case review meeting of the month. Case -
specific OMS MDT surveys are administered during the 3*a week of the month to CPS workers and LE detectives
who happen to come in to the CAC that week. We train new CPS workers and new LE on what the CAC does, what
to say or not say to children who make outcries of sexual abuse, and how to access our services. We also make our
MDT partner agencies aware of conferences and trainings that specifically address the area of child abuse and make
every effort to send some of them to training each year.
9. Please briefly describe any methods (formal or informal) your CAC currently uses for assessing and addressing NIDT
cross -training and/or tum building needs.
We do team building with MDT partners by hosting cook -outs for them, inviting them to participate in our events,
and occasionally treating them to breakfast at our case review meetings. We also train new investigators and detectives
on our in-house intake paperwork when the need arises.
10. What, if any, preliminary plans might you be considering regarding future efforts to:
• Strengthen communication, coordination and collaboration among the MDT
• Ensure effective, ongoing cross -training among the MDT
• Ensure effective, ongoing team building among the iVIDT
• Ensure effective, ongoing skills -based training among the MDT
We have a pretty strong and cohesive team here in Lubbock. I meet about once a quarter with the leadership of
each MDT agency to discuss any issues that might be occurring and to discuss how the process is working. We
staty on top of making sure that MDT partner agency members have access to training they need for the cases
we work together.

We the undersigned agencies, by and through our supervisory heads and through our designated
representatives, do agree to the following policy supporting the implementation and operation of the
MultidisciplinaryTeam Enhancement Program of the Children's Advocacy Center of the South Plains.
\Vhereas, we acknowledge that the multidisciplinary team approach is at the core of the children's advocacy
center model, and therefore commit to participation in the Multidisciplinary Team Enhancement Program
with the intent to achieve the following goals:
• to proactively strengthen and sustain the children's advocacy center multidisciplinary team;
• to fortify the overall multidisciplinary component within the children's advocacy center to ensure
effective communication, coordination, and collaboration at all stages of child abuse cases; and
• to ensure timely access to the full array of children's advocacy center/multidisciplinary team services
for all children within the children's advocacy center's official service area and existing protocol case
criteria.
Whereas, we recognize that one of the primary tools to be utilized in the achievement of the aforementioned
goals will be intake reports generated by Department of Family and Protective Services Statewide Intake and
delivered to the children's advocacy center. We understand that the children's advocacy center's role in
reviewing the reports is to review and identify Statewide Intake reports within the case acceptance criteria as
defined by the children's advocacy center's Working Protocol, and facilitate children's advocacy
center/multidisciplinary team services related to case investigation, assessment, and intervention.
Whereas, we understand that the children's advocacy center's access to the Statewide Intake reports shall not
be construed to change, reduce, or expand the authority or jurisdiction of the children's advocacy center or
any multidisciplinary team partner agency as it relates to initiating and conducting investigations, assessments,
and/or interventions. No part of the MultidisciplinaryTeam Enhancement Program supplants any statutorily
required duties of the children's advocacy center or any multidisciplinary team partner agency.
Whereas, we understand that this addendum does not replace or supersede the children's advocacy center's
current, executed memorandum of understanding to which this addendum is made.
All State and Federal confidentiality laws will be followed in connection with this agreement. This agreement
can be terminated by any party without cause by giving written notice to the other parties.

• Ensure timely access to full array of MDT/CAC services for all children within a CAC's official service area and
existing protocol case criteria
Objectives:
• Assess current levels of agency referrals for appropriate cases (as per MDT Protocol case criteria) from throughout
official service area to MDT/CAC
• Improve consistency of agency referral of and response to appropriate cases (as per MDT Protocol case criteria)
throughout official service area to MDT/CAC
• Improve coordination of investigative activities between law enforcement and CPS
• Minimize the number of MDT/CAC appropriate cases slipping through the cracks prior to being referred for
investigation
• Minimize law enforcement and CPS administrative responsibilities related to coordination of investigations and
scheduling of forensic interviews
• Expedite the scheduling of forensic interviews and initiation of joint investigations
• Establish dedicated CAC staff position(s) whose primary focus and responsibility is(are) to:
o Review, screen and, when appropriate, act on Statewide Intake reports
o Coordinate initiation of investigations and scheduling of forensic interviews
o Assess and address ongoing and evolving MDT functioning and effectiveness
o Identify and address evolving NIDT training and resource needs
o Facilitate communication and coordination among MDT' members
