RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock,or his designee,is hereby authorized to
execute a FY 2015 Federal Transit Administration Section 5307 Grant (FAIN TX-90-Y078-10)
for Citibus,to provide operating assistance,preventative maintenance,and ADA paratransit
planning.Said Grant is attached hereto and incorporated in this Resolution as if fully set forth
herein and shall be included in the minutes of the Council.

# Consider a resolution authorizing the City of Lubbock's Director of Fiscal Policy to
execute an amendment to FY 2015 Federal Transit Administration Section 5307
Grant, to provide operating assistance, preventative maintenance, ADA paratransit
and planning assistance. (Citibus)
BACKGROUND DISCUSSION:
The Federal Transit Administration (FTA) has amended the FY 2015 Section 5307 grant.
This amendment will add the last two months of federal funding to the FTA FY 2015
Section 5307 grant. This will increase the award by $527,353 for a total of $3,155,470 of
federal fimding. The local match will increase by $258,493 for a total of $1,046,733.
This is a routine grant that Citibus receives on an annual basis. The Lubbock Public
Transit Advisory Board has approved the FTA Section 5307 grant and it has been
incorporated into the FY 2015 budget, which has been previously approved by the City
Council. The fLmds for this grant will be used for operating assistance for Job Access
Reverse Commute routes, preventative maintenance, non -fixed route ADA paratransit,
planning, and miscellaneous capital including bus shelters and benches.
Federal Transit Administration regulations require that all grants must be applied for and
executed electronically. Therefore, Citibus would like to request that the Mayor allow
the City of Lubbock's Executive Director of Budget or Mr. Maurice Pearl, Citibus
General Manager, to execute this grant, once approved by the City Council.
FISCAL IMPACT:
The local match required for this grant has already been included in the FY 2015 Citibus
budget. Acceptance of this grant will result in no additional cost to the City of Lubbock.
SUMMARY/RECOMMENDATION:
The Lubbock Public Transit Advisory Board and Citibus recommend the approval of a
resolution authorizing the City of Lubbock's Executive Director of Budget to execute the
Federal Transit Administration FY 2015 Section 5307 Grant.

7123/2015 — This is the Initial FY 2015 application for 10/1 2ths of the total FY 2015 apportionment.
These funds will be used to provide preventive maintenance, non -fixed route ADA Para transit,
miscellaneous capital (including bus shelters and benches within the existing ROW), and operating for
JARC mutes. The funds are from Citibus/City of Lubbock FY 2015 Section 5307 allocation.
Assistance Special Rule as part of MAP-21, City of Lubbock/Citibus can use up to 75% of the total
apportionment for Operating Assistance. The total apportionment Is $2,628,117 (10/12th's of the total
apportionment for FY 2015) meaning Citibus can apply for up to $1,971,088 in Operating funds.
The $788,279 of Local Match will be provided by the City of Lubbock.
1 % of the FY2015 5307 funds will be used on security and surveillance.

For the *MAINTENANCE* of Transportation services eligible under the JARC Program.
As Route 25, this service began in 2001, as a crosstown route that was anchored at one end by Citibus'
Downtown Transfer Plaza and at the other end by the Convergys call center, near 34th Street and West
Loop 289. It was modified In 2007 and is now two routes, allowing service to an expanded area.
Route 19 ('Wayland Plaza/South Plains Mall') serves the following educational facilities:
- Bowle Eilementary School
- Dupre Elementary School
- Wester Elementary School
- Lubbock High School
- Lubbock Christian University
- Texas Tech University
Significant areas of employment along Route 19 include:
Convergys
Covenant Health System (two locations)
Lubbock Christian University
South Plains Mall
Texas Tech University
(Of these, Convergys, Covenant Health System, and Texas Tech University are listed by the Lubbock
Economic Development Alliance as major local employers)
Additionally, passengers on Route 19 have access to affordable housing, primarily near 32nd Street and
Genoa and north of South Plains Mall, medical services at the two locations of Covenant Health System
and the related facilities in the medical district, and the Social Security office.
Route 34 (*34th Street/South Plains Mall') serves the following educational facilities:

Additionally, passengers on Route 34 have access to the LIFEIRun Independent Living Center and the
City/County Health Department.
Service Summary
Citibus proposes to use JARC funding to provide fixed route service on these two routes Monday -
Saturday, on headways ranging from 30 minutes to one hour; the specific headway time will be
designed to coordinate with the remainder of the system.
The History
In the past, planning partners for this service Included the Texas Department of Human Services,
Womengs Protective Services, LMPO, Women*s Empowerment Program/Catholic Family Service, Inc.
and the Texas Department of Transportation. All of these agencies have been involved with and
supporOve of Citibus* JARC program since our first program was funded; most of these agencies are
currently Involved In the local regional coordination efforts.
Beginning In April 2005, Citibus has been an active participant In the regional transportation
coordination efforts for the South Plains region. As part of the formal process of developing a regional
plan, the regional group Identified unmet needs across the region. One significant unmet need was
identffied as Citibus operating assistance and the associated remediation strategy was stated as,
'Utilize JARC funds to maximum extent possible to offset loss of Federal operating assistance, while
maintaining current route structure.
The proposal, as outlined above, is vital In meeting the unmet need noted In the coordinated public
transportation plan.
The Lubbock MPO went through a competitive process and it was awarded to City of Lubbock/Citibus in
February 2011.

funds will be used to provide preventive maintenance, non -fixed route ADA Para transit, miscellaneous
capital (including bus shelters and benches Within the existing ROW), and operating for JARC routes. The
funds are from Citibus/City of Lubbock FY 2015 Section 5307 allocation.
Assistance Special Rule as part of MAP-21, City of Lubbock/Citibus can use up to 75% of the total
apportionment for Operating Assistance. The total apportionment is $2,628,117 (10/12(h's of the total
apportionment for FY 2015) meaning CiUbus can apply for up to $1,971,088 in Operating funds.
The $788,279 of Local Match will be provided by the City of Lubbock.
1 % of the FY2015 5307 funds will be used on security and surveillance.
