RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock,or his designee,is hereby authorized to
execute a FY 2016 Federal Transit Administration Section 5307 Grant (FAIN TX-2016-075-00)
for Citibus,to provide operating assistance,preventative maintenance,and ADA paratransit
planning and capital assistance.Said Grant is attached hereto and incorporated in this
Resolution as if fully set forth herein and shall be included in the minutes of the Council.

7114/2016 - CM - This Is an application for the full apportionment for FY 2016 ($3,148,669). These
funds will be used for preventative maintenance on all revenue/non-revenue vehicles,
general/comprehensive planning, non -fixed route, complementary ADA paratransit service, general
operating funds and capital funds to acquire miscellaneous support equipment.
The grant breakdown will be as follows:

1 % of the FY 2016 5307 funds will be used on security and surveillance. These funds will be used to
purchase security cameras for the bus parking, purchase new radios for buses, pay for the radio
communication contract, fire and security alarm monitoring and other miscellaneous capital items used
for safety and security. The total FTA amount is $31,487 and the local match provided by the City of
Lubbock will be $7,872 for a total of $39,359.
This grant request is within acceptable limits of the fleet ratio.

Project Benefits
These funds will allow Citibus to continue to provide transit services to the citizens of the city of
Lubbock, Texas. The funds will be utilized to fix/repair and perform preventative maintenance on all of
Citibus'vehides (revenue and non -revenue), perform various planning activities Including maintenance
of eligibility, strategic planning and fixed route planning, provide non -fixed route ADA complementary
paratransit services within the 3/4 of a mile of a fixed route to those who qualify, general operating
assistance and to purchase misce0aneous support equipment for maintenance and administration
facilities including computer replacement and miscellaneous shop equipment.

official signs this Grant Agreement, FTA has obligated and awarded federal assistance as provided
below. Upon execution of this Grant Agreement by the Recipient named below, the Recipient affirms this
FTA Award, enters Into this Grant Agreement with FTA, and binds its compliance with the terms of this
Grant Agreement.
The following documents are incorporated by reference and made part of this Grant Agreement:
(1) "Federal Transit Administration Master Agreement," FTA MA(22), October 1, 2015,

(2) The Certifications and Assurances applicable to the FTA Award that the Recipient has selected and
provided to FTA, and
(3) Any Award notification containing special conditions or requirements, if issued.
WHEN THE TERM uFTA AWARD"OR "AWARD" IS USED, EITHER IN THIS GRANT AGREEMENT OR
THE APPLICABLE MASTER AGREEMENT, "AWARDO ALSO INCLUDES ALL TERMS AND
CONDITIONS SET FORTH IN THIS GRANT AGREEMENT
FTA OR THE FEDERAL GOVERNMENT MAY WITHDRAW ITS OBLIGATION TO PROVIDE FEDERAL

11% of the FY 2016 5307 funds will be used on security and surveillance. These funds will be used to
purchase security cameras for the bus parking, purchase new radios for buses, pay for the radio
communication contract, fire and security alarm monitoring and other miscellaneous capital Items used for
safety and security. The total FTA amount is $31,487 and the local match provided by the City of Lubbock
will be $7,872 for a total of $39,359.
This grant request is within acceptable limits of the fleet ratio.
