HomeMy WebLinkAboutResolution - 2016-R0352 - Authorize Procurement Process For City Employee Benefit Program - 10/13/2016Resolution No.2016-R0352 Item No.6.16 October 13.2016 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: WHEREAS,the City of Lubbock currently offers,as a component of its compensation package for active employees,certain benefits including medical benefits, dental and vision benefits,and other coverages;and WHEREAS,the Chapter 175 of the Texas Local Government Code requires that the City of Lubbock make available to eligible retiring employees group health insurance plan coverage at the same level of coverage as that received by active employees,unless the retiring employee is eligible for federal Medicare benefits,in which cases the City of Lubbock may offer Medicare supplement health benefits coverage,or in the event said retiring employee otherwise elects to receive continued coverage ata reduced level;and WHEREAS,the City of Lubbock presently extends benefits and coverages to eligible active employees and retirees viaa master benefit plan;and WHEREAS,the City Council of the City of Lubbock desires to explore opportunities for cost savings in its provision of the health benefits coverage for the 2018 Benefit Plan Year,through a benefit procurement process in which active employees and Medicare-eligible and Medicare-non-eligible retirees may be independently classified,so as to receive specialized consideration by prospective proposers,and asa result produce the best value to the City of Lubbock. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Manager is authorized and directed to take all necessary actions to undertake a procurement process,under applicable law,to solicit proposals from qualified respondents to formulate,administer,and otherwise implement a benefit plan for eligible City of Lubbock employees and retirees for the 2018 Benefit Plan Year;and TFIAT due regard shall be given in said process,particularly to the independent classification of retirees,such that proposers may,at their discretion,offer proposals to the City of Lubbock for plan beneficiaries collectively or separately,per classification;and THAT the City Manager,or his designee,shall evaluate all proposals received,and present his recommendations to the City Council for consideration. Passed by the City Council on this,the 13th day of October ,2016.
