BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock Amendment No. 7 to Professional Services Agreement No.
12234 for Architectural/Engineering Services at LPSIA, by and between the City of Lubbock and
RS&H, Inc.. of Houston, Texas, and related documents. Said Amendment is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the minutes of
the City Council.

PROJECT PROPOSAL / PROJECT WORK SCOPE — CONCEPT, DESIGN
PHASE SERVICES FOR VARIOUS PROJECTS
PROFESSIONAL SERVICES WORK PLAN
The City of Lubbock (the Airport) has identified elements within the passenger terminal building that are in need of
upgrading or replacement. Also identified are certain programmatic issues dealing with passenger flow and use
efficiency of the terminal space. This Work Plan will discuss these needs and identify a strategy to address each
either individually or as part of a group. Individual projects will be described in detail and an approach for
addressing each will be detailed. If an issue is dependent upon or is seen to have an effect on other issues, they will
be addressed as one project.
This Work Plan describes the scope of services by RS&H, Inc., the Architect/Engineer (A/E) for the design and
construction phases of the renovation and improvements. This Work Plan includes a Project Schedule and a Project
Proposal. The Project Schedule defines the durations of work that are the basis of the Work Plan and Project
Proposal. The Project Proposal provides the basis of the estimate for the required compensation and defines the
task efforts and deliverables required for the Project.
UPGRADING OR REPLACEMENT PROJECT SCOPE DEFINITION — Detailed scope defined under A. Basic
Services
The Project is to provide professional planning/architectural and engineering consultant services for site layout and
terminal building improvements. Several previous design projects will be used either as the basis for continuing
design with this scope of services or to be incorporated into this project in whole or in part. The project will be
developed under the following understandings:
• Ticketing, Baggage Screening, Security Checkpoint (SSCP) and Revolving Doors —A/E completed a Concept
Design that evaluated landside enhancements including relocating the SSCP and exit access lane, to
consolidate the inbound bag screening, and to improve the bag claim system. This will form the basis of
the further development of this work.
• Terminal Public Address (PA) System Integration —The Terminal PA System was designed under a separate
agreement. Some portions of the PA System Improvements have already been constructed as part of prior
contracts. This scope of services includes the integration of the previously designed PA system into the
select areas of the terminal renovated under this project.
• Access Control and CCTV Upgrades — Preliminary design work was completed during the earlier Concept
Design services to upgrade the CCTV video management system as well as to improve the integration of
the access controls and CCTV system. The scope of services includes the completion of the Final Design
and Construction documents.

• Building Envelope Weather Tightness - This Work includes design work completed under a separate
agreement. This separate Building Envelope project will be integrated into this scope of work and updated
as required due to the other modifications associated with this scope of services.
• Mechanical and Plumbing Systems — A separate work scope was completed to update the HVAC system
assessment. This project shall incorporate the Airport agreed work for repairs/replacement of the system.
A phasing plan for plumbing infrastructure replacement, mostly associated with the restrooms, was
completed under a separate project. A/E will incorporate improvements to system, fixtures, and facilities as
part of this work.
• Complete necessary CAT EX documentation per regulatory requirements.
The Terminal Building Modifications design included in this scope of services will consider typical terminal elements
in the development of the work including the systems, equipment, and facilities typical of a new passenger terminal
complex based upon the following effort and assumptions:
• Evaluation of airspace, safety areas, movement and non -movement areas, reflectance assessment, and FAA
Part 77 surfaces with respect to the planned new terminal and support facilities.
• Design limited site improvements and landscaping associated with the other Terminal Modifications.
• Incorporate areas for ticketing lobby, baggage claim lobby, airline, car rental, food, beverage and
merchandise concession shell spaces, baggage makeup and off-load areas including tug and cart circulation
and staging, public lobbies, circulation, seating areas restrooms, security screening, passenger screening
security offices, storage, voice/data equipment rooms for the telephone company and major users (Airport
and airlines), electrical and mechanical equipment rooms, janitorial closets, storage, etc.
• Design of interior space for the public circulation, seating and waiting areas (secure and non -secure), and
the operations and security areas. This includes flooring, wall and column coverings, ornamentals, ceiling,
lighting, architectural millwork, seating, furnishings, artwork, commercial advertising, security screening
areas, and limited other specialty features requested by the Airport.
• Design of outbound baggage belt conveyor systems from the airline ticket counters to the TSA baggage
screening area and inbound bag claim areas.
• Design of inbound centralized conveyor collection system to common bag claim devices.
• Architectural millwork design including complete counter shells without inserts for baggage check-in,
ticketing, security screening, boarding lounge passenger processing, gate ticket lift, car rental, airline
baggage service offices.
• A/E and the Airport will establish the level of architectural expression for the millwork consistent with all
terminal area applications with the airlines and car rental companies.
• Mechanical and plumbing systems development including HVAC, chilled water, steam and hot water, fire
protection, domestic hot and cold water, plumbing, natural gas, sanitary and storm sewer systems, etc.
• Design of the electrical building systems and other such items as the baggage handling equipment, public
information systems, lighted signage, security systems, tenant power and distribution as required. This
includes cable routing and cabling as needed for voice/data/radio communications, including airline
systems. A central monitoring command center for security monitoring of the terminal complex, energy
management of the building, maintenance management and fire monitoring.
• Design of the permanent interior and exterior signage and the electronic visual information display system
(EVIDS) including structural supports, sign framing, millwork (pedestals, cabinets, housings, etc.), electrical,
lighting, signal cable and conduit for all the terminal complex signage and visual display. The design of a
uniform signage and graphics program is to be planned for the facility. It shall include all the signage —

directional, information, regulatory and identifying —visual media (EVIDS) items including the ticket counter
functional signage, baggage information display (BIDS), gate information display (GIDS), and multiple user
flight information displays (MUFID's). This includes millwork for EVIDS, FIDS, BIDS and other such
applications.
Design, review and provide recommendations of furnishings, fixtures and equipment ("FFE"), including any
public area seating, common area furnishings, etc., and where applicable, the reuse of furniture and
equipment.
Funding Expectations — The Project's total budgeted cost is estimated to be $ 22,000,000. The actual cost may vary
significantly as the Project design progresses and the scope is further developed. Changes to the project cost may
require changes in the A/E efforts and require increases to the compensation indicated in the Project Proposal.
Project Duration — The Project's schedule is defined in the accompanying Project Schedule. The actual schedule
may vary significantly as the Project design progresses and the scope is further developed. Changes to the project
schedule may require changes in the A/E efforts and require increases to the compensation indicated in Project
Proposal.
A.BASIC SERVICES
Task A.1.0 Concept Design Refinements
Performance of this Task will refine the general design parameters of scope, scale and relationship of components
of the Project developed under earlier work. Documentation will include plans, sections, elevations and/or written
descriptions. Specific task breakdowns are as follows:
Task A1.1 Project Kick -Off Meeting — An initial meeting will be held with the Airport covering introduction of
key project team members, team organizational structure, project responsibilities, summary overview, project
summary, project approach, review schedule, review project budget, deliverables summary, and other issues.
Task 1.2 Alternative Configurations — Based upon the earlier Concept Design Services effort completed under
separate work, refined alternatives will be studied to evaluate accommodation of the various facility needs and
building functions. Scaled study plans will illustrate the alternatives along with presentation of the features and
the relative responsiveness to the goals and objectives of the facility. This task will result in concurrence with
the Airport on the alternative, or combination of features of the alternatives, for further development.
Task 1.3 Architectural Design — The aesthetic design considerations for function, massing, exterior and interior
appearances will be defined and alternative approaches presented. Evaluations based on preferences and
affordability will be made for the Airport's direction for further refinement during the Design Development
phase.
Task 1.4 Cost Estimate Budget Development — An estimate of probable construction cost of the Conceptual
level documents will be developed to establish the relative value of project components, potential alternates
for funding limitations, and the conformance to the overall project budget. The probable construction cost is
an estimate representing the judgment of the estimators who have no control over the cost of labor, materials
or equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or
negotiating conditions. Accordingly, the A/E cannot, and does not, warrant or represent that bids or negotiated
prices will not vary from the budget, funding or from any estimate or evaluation by the A/E. It is anticipated that
there will be 3 phases for construction identified thru discussions with the Airport at this and later phases.

RS&H will develop the project budget estimate including building, site work, utilities, permit/construction fees,
contingencies and all professional fees. Using this information, RS&H will prepare an assessment of FAA eligible
program areas. The analysis will project eligible and non -eligible program areas and recommendations to adjust
the program to maximize eligibility of FAA funding.
Task 1.5 Site Investigation Program — A/E will direct and coordinate the limited geotechnical and site survey
programs. The results will be evaluated and incorporated into the foundation and drainage design and civil/site
project documentation.
Task 1.6 Code and Permitting Research — Preliminary determination of jurisdictional authority requirements
for Building Code, Fire Protection and Life Safety. Impacts on project scope and strategies to accommodate
requirements will be defined.
Task 1.7 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring,
oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all
documentation.
Task 1.8 Design Report — The efforts resulting from the work effort noted above will be incorporated into a
Design Report. The Report will include an updated cost estimate, outline specifications, initial design calculations
and suggested further actions. A subsequent review meeting will be held and minutes issued with corrections
made as necessary to proceed to the next deliverable.
Task 1.9 Meetings — Kick off meeting (4 people) and 2 interim Design meetings (3 people).
Task A.2.0 Design Development
Performance of this Task will be based on the approved Task 1 Design Report and shall further refine the design
and establish the scope, relationships, forms, size and appearance of the project through plans, sections, elevations,
details and outline specifications. Specific task breakdowns are as follows:
Task 2.1 Civil/Site Design Development — Design and documentation of limited demolition of existing civil
facilities, site utilities, pavements, geometry, grading and drainage.
Task 2.2 Landscape Design Development — Design and documentation of limited landscape areas and
features.
Task 2.3 Architectural Design Development — Design and preliminary documentation of the space layout,
functional features, envelope, exterior and interior appearance and related plans, sections and details for the
Project.
Task 2.4 Structural Design Development — Design and preliminary documentation of foundations, floor
framing, girders, columns and lateral load system.
Task 2.5 Mechanical HVAC Design Development — Design and preliminary documentation of heating,
ventilation, air conditioning and building automation system.
Task 2.6 Plumbing Design Development — Design and preliminary documentation of roof drainage system,
water supply system and sanitary system.

Task 2.7 Fire Protection Design Development — Design and preliminary documentation of standpipe, hose
cabinet and sprinkler system as applicable.
Task 2.8 Electrical Design Development — Design and preliminary documentation of power service, lighting,
security, fire alarm, communication and premise distribution systems.
Task 2.9 Baggage System Design Development — Design and documentation of inbound, outbound,
sortation and claim devices.
Task 2.10 Public Address and Acoustics Design Development — Design and documentation of integration of
audio communication (paging) system and visual paging system completed under a separate project.
Task 2.11 Cost Estimate Budget Development — An estimate of probable construction cost of the design
development level documents to establish the relative value of project components, potential alternates for
funding limitations, and conformance to the overall project budget. The probable construction cost is an
estimate representing the judgment of the estimators who have no control over the cost of labor, materials or
equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or
negotiating conditions. It is anticipated that there will be 3 phases for construction identified thru discussions
with the Airport at this and later phases. Accordingly, the A/E cannot, and does not, warrant or represent that
bids or negotiated prices will not vary from the budget, funding or from any estimate or evaluation by the A/E.
Task 2.12 Updated Eligibility Analysis - Prepare an update of the assessment for eligible program costs and
analysis. The analysis will project eligible and non -eligible program areas and recommendations to adjust the
program to maximize eligibility of FAA funding. This will be based on an analysis of eligibility, resulting from
federal guidelines for the facility. Additionally, RS&H will conduct discussions with other participating entities
as determined in conjunction with the Airport to determine potential alternative funding sources.
Task 2.13 Code and Permitting Research — Final determination and documentation of jurisdictional authority
requirements for Building Code, Fire Protection and Life Safety and State mandated Accessibility Interpretations
of requirements will be incorporated in the design documents forjurisdictional reviews.
Task 2.14 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring,
oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all
documentation.
Task 2.15 Design Development Report & Meetings — The efforts resulting from the work effort noted above
will be incorporated into a Design Report. The Report will include an updated cost estimate, outline
specifications, initial design calculations and suggested further actions. A subsequent review meeting will be
held and minutes issued with corrections made as necessary to proceed to the next deliverable.
Task 2.16 Meetings An intermediate Design Development review meeting (3 people, 1 time) and a Submittal
Approval (3 people, 1 time) meeting shall be held. The Design Development Report will be reviewed and
approved by the Airport.
Task A.3.0 Construction Documents
Performance of this Task will be based on the approved Design Development documents. This work shall provide
the detailed requirements for construction of the Project including Drawings and Specifications that establish, in

sufficient detail for the production of shop drawings, the configuration and quality of the materials, components
and systems required for the Project.
Task 3.0.1 Civil/Site Construction Documents — Final design and documentation for the installation of
underground utilities and the establishment of site configurations for construction access, securing of the site,
providing staging areas, safety and phasing plans, survey control, the completed project's geometry, pavement
sections, grading and drainage, fence improvements, soil erosion, sedimentation control, pavement markings,
site lighting and electrical improvements. Development of Construction Safety Phasing Plan (CSPP) per FAA
requirements, technical specifications, Engineer's Design Report, soil erosion and drainage permit submittal and
coordination, and submittal of project for FAA airspace review.
Task 3.0.2 Landscape Construction Documents — Design and final documentation of limited site landscape
areas and features.
Task 3.0.3 Architectural Construction Documents — Design and final documentation of architectural
elements of the project such as space layout, functional features, envelope, exterior and interior appearance
and related plans, sections and details.
Task 3.0.4 Structural Construction Documents — Design and final documentation of foundations,
superstructure bracing system, structural framing system and miscellaneous structural elements.
Task 3.0.5 Mechanical HVAC Construction — Design and final documentation of heating, ventilation, air
conditioning and building automation system.
Task 3.0.6 Plumbing Construction Documents — Design and final documentation of roof drainage system,
water supply, sanitary system, kitchen systems and toilet room systems.
Task 3.0.7 Fire Protection Construction Documents — Minor design and final documentation of standpipe,
hose cabinet and any required sprinkler system as applicable by the review Authority. Note this effort will not
provide a fully designed and documented fire suppression system
Task 3.0.8 Electrical Construction Documents — Design and final documentation of power service, lighting,
security, fire alarm, communication and premise distribution systems.
Task 3.0.9 Baggage System Construction Documents — Design and final documentation of inbound and
outbound, sortation and claim devices.
Task 3.0.10 Public Address and Acoustics Construction Documents — Design and final documentation of
integrated audio communication (paging) system and visual paging system from earlier work.
Task 3.1 Probable Construction Cost Estimate—An estimate of probable construction cost of the nearly complete
construction documents to identify potential alternates for funding limitations and assess probable conformance to
the overall project budget. The probable construction cost is an estimate representing the judgment of the
estimators who have no control over the cost of labor, materials or equipment, over the Contractor's methods of
determining prices, or over competitive bidding, market or negotiating conditions. Accordingly, the A/E cannot, and
does not, warrant or represent that bids or negotiated prices will not vary from the budget, funding or from any
estimate or evaluation by the A/E.

Task 3.2 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring,
oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all
documentation.
Task 3.3 FAA Grant Administration/Local/Federal and TSA Financial Assistance Alternatives — Assist the Airport
in refining funding strategies and provide assistance in the preparation of Letters of Intent, Memorandums of
Agreement, etc. A/E will attend local, state and federal meetings, when agreed upon, to assist the Airport with its
continued work toward funding strategies development.
Task 3.4 Construction Document Review Meetings — Review meetings for the Construction Documents Phase of
the work will occur at approximately 60% and 90% stages. Documents will be submitted in advance to the Owner,
and a follow up review meeting will occur, to review and implement changes before proceeding to the next
development stage. The 90% FAA review meeting will be incorporated into this meeting.
Funding Expectations — The Project's total cost is to be phased using the Airports Entitlement and potential
Discretionary funds available on an annual basis.
Project Duration — The Project's schedule is defined in the accompanying Project Schedule. The actual schedule
may vary significantly as the Project design progresses and the scope is further developed. Changes to the project
schedule may require changes in the A/E efforts and require increases to the compensation indicated in Project
Proposal.
Bidding, Construction Administration and/or Resident Project Representative Services are not included in
this proposal.
B. SPECIAL SERVICES
The A/E services are divided into two categories: Basic Services and Special Services. Basic Services are those
services recognized as necessary A/E efforts performed in direct support of the production of Construction
Documents. Special Services are efforts which further the progress of the project but are not a direct participation
in the document production for the basic facility.
Task B.1.0 Site Investigation Program — Limited Geotechnical investigation and site survey programs provided at
the potential expanded area at the Ticketing portion of the terminal. Soil borings, laboratory testing and
geotechnical engineering analysis will be performed for foundation, pavement, and earthwork design. Limited
horizontal and topographical surveys will be performed and incorporated into electronic files for drainage design
and civil/site project documentation.
Task B.2.0 Graphics/Wayfinding — A new signage system for the terminal and its curb -front area will be developed.
Task B.3.0 Interiors, Furnishings Fixtures and Equipment—Interiors and FFE design services consist of consideration
of alternative materials, systems and equipment, and development of design solutions and equipment requirements,
in order to establish material sample boards and furnishings fixtures and equipment types and layouts, with follow-on
development of design packages for procurement provided.
TASK B.4.0 Environmental Support — Provide environmental support for project development as described below.

TASK B. 4.0.1 CAT EX Services
The Consultant shall develop a scope of services for this Documented CatEx to ensure the Documented CatEx
complies with the requirements and guidelines of Federal Aviation Administration (FAA) Orders 1050.1E,
Environmental Impacts: Policies and Procedures and 5050.4B, NEPA Implementing Instructions for Airport Actions.
The Consultant shall work with the FAA Airports District Office (ADO) to identify the format for the Documented
CatEx. The work scope prepared by the Consultant will guide the preparation of this Documented CatEx.
TASK B.4.0.2 Description of the Proposed Action
The Consultant shall prepare a description of the Proposed Action. This description shall include any graphics
or tables that may aid the Consultant's efforts to describe the Proposed Action. Based on this description, the
Consultant shall identify the paragraph(s) in Chapter 3 of FAA Order 1050.1E, Change 1, Environmental
Impacts: Policies and Procedures that most closely describes the Proposed Action as a categorically excluded
action. The Consultant will include that paragraph in the section of the Documented CatEx addressing the
Proposed Action.
TASK B.4.0.3 Prepare Draft Documented Categorical Exclusion
In accordance with Section 304 of FAA Order 1050.1E, the Consultant shall examine the Proposed Action
relative to the "extraordinary circumstances" listed here:
» Historic, archeological, or cultural resources protected by Section 106 of the National Historic
Preservation Act
» Section 4(f) resources (i.e., parks, recreational areas; wildlife refuges; historic properties);
» Natural, ecological, or scenic resources including, wetlands, floodplains, prime or unique farmland,
energy supply and natural resources, coastal zone areas, and wild and scenic rivers
» Division or disruption of an established community
» Surface traffic congestion
» Noise
» Air quality
» Water quality
» Quality of life or other public or agency concerns that are likely to be highly controversial
» Consistency with laws relative to environmental issues
» Cumulative impacts
To complete that examination, the Consultant will prepare a "draft Documented CatEx", based on the checklist
in the Standard Operating Procedure (SOP) adopted by the FAA on October 1, 2014.
In completing Task 3, the Consultant shall use the SOP checklist to advise the FAA and Owner that the Proposed
Action does not require further analysis under NEPA because the action:
1) Does not involve any extraordinary circumstance; or
2) Involves an extraordinary circumstance, but that involvement would not cause significant environmental
effects.
The draft Documented CatEx will be submitted to the Owner in electronic format for review and comment.

TASK B4.0.4: Prepare FINAL documented categorical exclusion
After the Owner reviews the draft Documented CatEx, the Consultant shall revise that documentation based
on the comments provided. The Consultant will submit the final Documented CatEx to the Owner to submit
to the FAA ADO for their decision.
Task B.S.0 Cost Estimating — A/E's Sub -Consultant shall prepare probable estimates of Costs for each deliverable.
Task B.6.0 Baggage Handling System -Development of complete inbound (non -inline) and centralized inbound
system collected from multiple airline spaces.
