Rodney Bishop, Vice President July 22, 2016 CITY OF LUBBOCK PRESTON SMITH INTERNATIONAL AIRPORT NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (LBB ARFF) INDEX C PROFESSIONAL SERVICES WORK PLAN This Work Plan describes the scope of services to be provided for the Project. This Work Plan includes a Project Schedule and a Project Proposal. The Project Schedule defines the durations of work that are the basis of the Work Plan and Project Proposal. The Project Proposal provides the basis of the estimate for the required compensation and defines the task efforts and deliverables required for the Project. 1. PROJECT DESCRIPTION Background — The current ARFF Facility at the City of Lubbock Preston Smith International Airport (henceforth the Client) is undersized to efficiently handle the operations, staff, and ARFF fleet of the airport. In addition, the current facility does not meet the current FAA standards for these facilities. In order to be compatible with the long-term development of the airport and provide adequate facilities for ARFF operations, the airport desires to relocate the facility to another site on the airport. The Client has programmed funds to replace the existing ARFF facility and provide the Airport with a modern facility that conforms to current industry and local standards and will accommodate projected future needs (henceforth the Project). Scope of Work - The scope of work is the Programming, Preliminary Design, Development, Construction Document and Bidding Phase Services for an Airport Rescue Fire Fighting Facility Index C. Estimated Program costs are identified at $4,000,000. RS&H will provide the following services: Limitations — RS&H specifically excludes services relating to fiber optic cable extensions, off site utility extensions, site access or utility easements. The site access drive is limited to 1000 feet in length. The Client is to pay for all fees associated with plan and or agency reviews. II. Basic Services Task 1 Programming and Site Evaluation RS&H shall develop an initial facility program, analyze and develop site alternatives, evaluate program eligibility and develop preliminary cost estimates under this task. Task 1.1 Kick-off Meeting RS&H will coordinate and attend one (1) meeting with the Client to establish the preliminary design goals and methods. RS&H will also review project requirements with the client and other stakeholders as identified and recommended by the client. City of Lubbock Preston Smith International Airport NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (LOB ARFF) INDEX C Page I Task 1.2 Data Collection and Research RS&H will complete data gathering, review FAA Design guidelines, and review existing records, maps, plats, Master Plan, Airport Layout Plan, other long-range airport plans, aerial photographs, and utility information in the Client's files and collect all available information related to the project. RS&H will visit adjacent local facilities as recommended by the Client to identify important programming functions to incorporate into the ARFF. RS&H will conduct interviews with appropriate Airport, City and Advisory Board members to solicit desires and ideas. RS&H will consult resources such as FAA advisory circulars, local municipal entities, and the National Fire Protection Association (NFPA), and will conduct research with local, regional, and national code officials to obtain and document significant requirements for incorporation into the work and complete necessary CAT EX documentation per regulatory requirements. Task 1.3 Programming RS&H will develop a written program of the requirements of the new facility. This program will describe the requirements of the components of the building, including areas, functions, adjacency requirements, and current, planned and under consideration equipment, site considerations, vehicular movement requirements, best practice considerations, programmed activities, future growth projections and a preliminary assessment of eligible areas and costs associated with the work. Task 1.4 Site Evaluation Thru site information developed thru the CAT EX RS&H shall evaluate siting alternatives for site layout incorporating the information gathered in the above noted tasks for review. Task 1.5 Project Management and Administration Manage the project in a professional manner, will assign and manage qualified individuals or subconsultants to the project, and shall complete the efforts within a reasonable time frame. RS&H shall complete meeting preparation activities, prepare and distribute meeting minutes, and assign appropriate follow-up activities. Progress reports will be made monthly to the Client. Task 2.0 Schematic Designs, Preliminary Concepts and Assessment Task 2.1 Preliminary Concepts and Assessment — Using the information and findings developed in the earlier tasks, RS&H will develop the preliminary concepts for the building based upon FAA AC No.: 150/5210-15A and appended by local programming and code requirements. A conceptual architectural design and plan will be developed to establish the general program and appearance of the facility. The concept will be analyzed and refined to incorporate consideration of energy efficiency implications, functional efficiency, maintenance costs, response to applicable agencies, future expansion capability, and relative construction cost impacts. RS&H will develop the project budget estimate including building, site work, utilities, permit/construction fees, contingencies and all professional fees. Using this information, RS&H will prepare an assessment of FAA eligible program areas. The analysis will project eligible and non -eligible program areas and recommendations to adjust the program to maximize eligibility of FAA funding. RS&H will meet with and present all findings and recommendations to airport staff and key project stakeholders. RS&H will modify and finalize the report per the client meeting and written review comments. Task 2.3 Project Management and Administration — RS&H will manage the project in a professional manner, will assign and manage qualified individuals or subconsultants to the project, and shall complete the efforts within a reasonable time frame. RS&H shall complete meeting preparation activities, prepare and distribute meeting minutes, and assign appropriate follow-up activities. Progress reports will be made monthly to the Client. Task 3.0 Design Development Performance of this Task will be based on the approved findings from the Design report submission meeting and shall further refine the design and establish the scope, relationships, forms, size and appearance of the project through plans, sections, elevations, details and outline specifications. Specific task breakdowns are as follows: Task 3.1 Civil / Site Design Development — Design and preliminary documentation of site utilities, pavements, geometry, grading and drainage. Complete FAA Form 7460 and construction safety / phasing plans. Task 3.2 Architectural Design Development — Design and preliminary documentation of the space layout, functional features, envelope, exterior and interior appearance and related plans, sections and details for the Project. Task 3.3 Structural Design Development — Design and preliminary documentation of foundations, floor framing, girders, columns and lateral load system. Task 3.4 Mechanical HVAC Design Development — Design and preliminary documentation of heating, ventilation, air conditioning and building automation system. Task 3.5 Plumbing Design Development — Design and preliminary documentation of roof drainage system, water supply system and sanitary system. Task 3.6 Fire Protection Design Development — Design and preliminary documentation of standpipe, hose cabinet and sprinkler system as applicable. Task 3.7 Electrical Design Development — Design and preliminary documentation of power service, lighting, security, fire alarm, communication and premise distribution systems. Task 3.8 Updated Eligibility Analysis - Prepare an update of the assessment for eligible program costs and analysis. The analysis will project eligible and non -eligible program areas and recommendations to adjust the program to maximize eligibility of FAA funding. This will be based on an analysis of eligibility, resulting from federal guidelines for the facility. Additionally, RS&H will conduct discussions with other participating entities as determined in conjunction with the Airport to determine potential alternative funding sources. City of Lubbock Preston Smith International Airport NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (LBB ARFF) INDEX C Page 3 Task 3.9 Code and Permitting Research — Final determination and documentation of jurisdictional authority requirements for Building Code, Fire Protection and Life Safety. Interpretations of requirements will be incorporated in the design documents forjurisclictional reviews. Task 3.10 Design report and Development Review Meeting — A Design Development report shall be submitted and a review meeting shall be held with the Airport. Task 3.11 Project Management and Administration — RS&H will manage the project in a professional manner, will assign and manage qualified individuals or subconsultants to the project, and shall complete the efforts within a reasonable time frame. RS&H shall complete meeting preparation activities, prepare and distribute meeting minutes, and assign appropriate follow-up activities. Progress reports will be made monthly to the Client. Task A.4.0 Construction Documents Performance of this Task will be based on the approved Design Development documents and shall provide the detailed requirements for construction of the Project. The documents will include Drawings and Specifications that establish, in detail sufficient for production of shop drawings and construction, the configuration and quality of the materials, components and systems required for the Project. A construction Cost estimate will be prepared in this phase. The anticipated scope of documentation is as itemized in the Project Proposal section. Specific task breakdowns are as follows: Task 4.1 Civil/Site Construction Documents — Final design and documentation for site clearing, installation of underground utilities and establishment of site configurations for construction access, securing of the site, providing staging areas and the completed project's geometry, grading, pavement and drainage. Task 4.2 Architectural Construction Documents — Design and final documentation of architectural elements of the project such as space layout, functional features, envelope, exterior and interior appearance and related plans, sections and details. Task 4.3 Structural Construction Documents — Design and final documentation of foundations, superstructure bracing system, structural framing system and miscellaneous structural elements. Task 4.4 Mechanical HVAC Construction — Design and final documentation of heating, ventilation, air conditioning and building automation system. Task 4.5 Plumbing Construction Documents — Design and final documentation of roof drainage system, water supply, sanitary system, kitchen systems and toilet room systems. Task 4.6 Fire Protection Construction Documents — Design and final documentation of standpipe, hose cabinet and sprinkler system. Task 4.7 Electrical Construction Documents — Design and final documentation of power service, lighting, security, fire alarm, communication and premise distribution systems. Task 4.8 Public Address and Acoustics Construction Documents — Design and final documentation of integrated audio communication (paging) system and visual paging system from earlier work. City of Lubbock Preston Smith International Airport NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (L1313 ARFF) INDEX C Page 4 Task 4.9 Probable Construction Cost Estimate — An estimate of probable construction cost of the nearly complete construction documents to identify, potential alternates for funding limitations and assess probable conformance to the overall project budget. The probable construction cost is an estimate representing the judgment of the estimators who have no control over the cost of labor, materials or equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or negotiating conditions. Accordingly, the A/E cannot, and does not, warrant or represent that bids or negotiated prices will not vary from the budget, funding or from any estimate or evaluation by the A/E. Task 4.10 Project Management and Discipline Coordination — Scheduling, resource allocation, monitoring, oversight, direction and control for all aspects of the team's efforts including assembly and coordination of all documentation. Task 4.11 FAA Grant Administration/Local/Federal and TSA Financial Assistance Alternatives — Assist Airport in refining funding strategies and provide assistance in the preparations of Letters of Intent, Memorandums of Agreement, etc. A/E will attend local, state and federal meetings, as agreed upon to assist the Airport with its continued work toward funding strategies development. Task 4.12 Construction Document Review Meetings — Review meetings for the Construction Documents Phase of the work will occur at approximately 60% and 90% stages. Documents will be submitted in advance to the Owner and a follow up review meeting will occur to review and implement changes before proceeding to the next development stage. The 90% FAA review meeting will be incorporated into this meeting. Task A.S.0 Bidding Task 5.1 Bidding Assistance — The services commencing after completion of the Construction Documents are anticipated to include assistance during bidding, bid evaluation, pre bid attendance. The anticipated efforts are as itemized in the Project Proposal section. RS&H has included one (1) Bidding sequence based upon discussions with the Sponsor. Construction Administration Services are not included in this proposal. B. SPECIAL SERVICES The A/E services are divided into two categories: Basic Services and Special Services. Basic Services are those services recognized as necessary A/E efforts performed in direct support of the production of Construction Documents. Special Services are efforts which further the progress of the project but are not a direct participation in the document production for the basic facility. Task B.1.0 Site Investigation Program Geotechnical investigation and site survey programs as defined in this task description and the attached sub - consultant proposals. Soil borings, laboratory testing and geotechnical engineering analysis will be performed for foundation, pavement and earthwork design. On -site horizontal and topographical surveys will be performed and incorporated into electronic files for drainage design and civil/site project documentation. Task B.2.0 Graphics/Wayfinding Signage for the facility and site areas will be developed. City of Lubbock Preston Smith International Airport NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (LB13 ARFF) INDEX C Page 5 Task 13.3.0 Interiors, Furnishings Fixtures and Equipment Interiors and FFE design services consist of consideration of alternative materials, systems and equipment and development of design solutions and equipment requirements Task 13.4.0 Environmental Support Provide enVironmental support for project development as described below TASK B. 4.1 CatEx Services — The Consultant shall develop a scope of services for this Documented CatEx to ensure the Documented CatEx complies with the requirements and guidelines of Federal Aviation Administration (FAA) Orders 1050.1E, Environmental Impacts: Policies and Procedures and 5050.4B, NEPA Implementing Instructions for Airport Actions. The Consultant shall work with the FAA Airports District Office (ADO) to identify the format for the Documented CatEx. The work scope prepared by the Consultant will guide the preparation of this Documented CatEx. TASK 13.4.2 Description of the Proposed Action — The Consultant shall prepare a description of the Proposed Action. This description shall include any graphics or tables that may aid the Consultant's efforts to describe the Proposed Action. Based on this description, the Consultant shall identify the paragraph(s) in Chapter 3 of FAA Order 1050.1E, Change 1, Environmental Impacts. Policies and Procedures that most closely describes the Proposed Action as a categorically excluded action. The Consultant will include that paragraph in the section of the Documented Caltex addressing the Proposed Action. TASK 13.4.3 Prepare Draft Documented Categorical Exclusion — In accordance with Section 304 of FAA Order 1050.1E, the Consultant shall examine the Proposed Action relative to the "extraordinary circumstances" listed here: >> Historic, archeological, or cultural resources protected by Section 106 of the National Historic Preservation Act >> Section 4(f) resources (i.e., parks, recreational areas; wildlife refuges; historic properties); >> Natural, ecological, or scenic resources including, wetlands, floodplains, prime or unique farmland, energy supply and natural resources, coastal zone areas, and wild and scenic rivers >> Division or disruption of an established community >> Surface traffic congestion >> Noise )> Air quality >) Water quality >> Quality of life or other public or agency concerns that are likely to be highly controversial >> Consistency with laws relative to environmental issues >> Cumulative impacts To complete that examination, the Consultant will prepare a "draft Documented CatEx", based on the checklist in the Standard Operating Procedure (SOP) adopted by the FAA on October 1, 2014. In completing Task 4.3, the Consultant shall use the SOP checklist to advise FAA and Owner that the Proposed Action does not require further analysis under NEPA because the action: 1) Does not involve any extraordinary circumstance; or City of Lubbock Preston Smith International Airport NEW AIRPORT RESCUE FIRE FIGHTING FACILITY (LBO ARFF) INDEX C Page 6 2) Involves an extraordinary circumstance, but that involvement would not cause significant environmental effects. The draft Documented CatEx will be submitted to the Owner in electronic format for review and comment. TASK 134.4 Prepare FINAL Documented Categorical Exclusion After the Owner reviews the draft Documented CatEx, the Consultant shall revise that documentation based on the comments provided. The Consultant will submit the final Documented CatEx to the Owner to submit to the FAA ADO for their decision. Task B.5.0 Cost Estimating A/E's Sub -Consultant shall prepare probable estimates of Costs for each deliverable M. Attend Bid Opening Meeting Schedule is as follows: Funding for the Project will occur in FY 2020 as such RS&H will meet with the client at the Kickoff Meeting to establish an acceptable schedule for the completion of the project.
