This recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 27, 2016 and was approved as recommended. All applicants recommended for grant awards are in good standing with the City of Lubbock and Civic Lubbock, Inc. The Hotel Occupancy Tax allocated for the 2016 Cultural Arts Grant Program provided for $402,642.00 to be granted over two granting cycles. In addition, interest earned ($608.29) and carryover funds of $.15 from the 2015 Cultural Arts Grant Program are available for the 2016 program, making the amount designated for the 2016 Cultural Arts Grant Program a total of $403,250.44. The Board of Directors have elected to absorb all expenses related to administering the program, therefore no administrative expenses will be deducted and the entire allocation will be available for the 2016 Cultural Arts Grant Program. The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City Council. A Grant Workshop was held on May 2, 2016 for organizations wishing to apply for a Cultural Arts Grant. Included among the workshop presenters were representatives from Visit Lubbock (the Lubbock Convention and Visitors Bureau). Accompanying this document are the results of the Cultural Arts Grant Review Committee meeting held on June 14, 2016. Twenty applications were received for this first grant (June 2016) funding cycle and nineteen applications are recommended for full or partial funding. The total amount of funding requested for this grant cycle was $332,810.00 of which $221,790.00 is recommended for funding from the 2016 City of Lubbock Cultural Arts Grant Program. Of the nineteen grant awards recommended, three cover an entire season (or year). Those organizations chose to submit one application for the full year rather than submitting an application for each of the two granting cycles. With that in mind, the Committee is recommending an amount that is approximately 55% of the Hotel Occupancy Tax and interest available for the 2016 Cultural Arts Grant Program. Board of Directors requests that the City Council consider approval of the Cultural Arts Grant allocations in the amount of $221,790.00 as recommended by the Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board. Moonlight Broadway 2016/2017 Season Amount Requested: $60,000 Amount Recommended: $42,790 Lubbock Moonlight Musicals requested $60,000 to assist with costs associated with its 2016/2017 professional musical theatre series. Productions will include ten performances of Phantom of the Opera in November of 2016 and will mark the return of David Gaschen to perform his acclaimed Broadway role of the Phantom; six performances of Disney's TARZAN in January of 2017 and six performances of Rodgers and Hammerstein's Cinderella in April of 2017. The performances will be presented at the Lubbock Memorial Center Theater and will be produced in cooperation with various organizations such as the Junior League of Lubbock, the Lubbock Symphony Orchestra, and Texas Tech Opera Theatre. Committee Comments: • Project has strong artistic merit • Good collaborative effort with other local organizations • Application indicates growth in attendance and tourism numbers; the number of productions will increase for 2016/2017 with the productions promoted as a "season" • Applicant plans to partner with a local hotel • Application indicates good corporate and foundation support • Cultural Arts Grant funds recommended ($42,790) will be used towards the cost of Professional Services (Professional Actors/Sound Designers) and/or Rental (Scripts/Royalties/Music) • Grant funds were considered for the entire season; future applications for the season may not be considered 1606-002 Charles Adams Studio Project First Friday Art Trail Sights and Sounds at CASP Amount Requested: $ 2,485 Amount Recommended: $ -0- The Charles Adams Studio Project requested $2,485 to assist with the purchase of equipment for use at upcoming CASP events. The equipment would allow CASP to enhance its programming, increase the quality of events and expand on opportunities for artists for five upcoming events. Those events impacted would be the CASP Artist in Residence opening and closing events that include lectures and exhibits by the artists; a music and print festival in September; live dance performances associated with the annual "Dance and Draw event during the First Friday Art Trail at the 51" & J Gallery; an exhibition planned for December featuring Ashley Busby; and events presented by CASP in conjunction with a national print symposium in 2017 hosted by 1 Texas Tech. Funds requested would be utilized to purchase a public address (PA) sound system and a video/image projector required by these events. Committee Comments: • While the events themselves have strong artistic merit, the committee felt that the purchase of equipment was not something they could consider for this cycle, largely due to the amount of the overall funding requests versus the availability of funding • The committee urges the applicant to consider contacting the Community Foundation of West Texas about their grant funding opportunities, as they often provide grants for equipment purchases such as those requested in this application • The committee also suggested, as another option, that the applicant research the possibility of getting the equipment donated from local companies that provide that type of equipment • The committee further suggested that the applicant consider submitting their application again during the next grant cycle should they be unable to find other support for the purchase of the equipment 1606-003 Charles Adams Studio Project John Hancock and Carlos Hernandez: Explorations in Screenprint Amount Requested: $ 1,700 Amount Recommended: $ 1,700 The Charles Adams Studio Project (CASP) requested $1,700 to assist with artist fees and supplies associated with a weekend of events organized in collaboration with the Texas Tech School of Art entitled "John Hancock and Carlos Hernandez: Explorations in Screenprint." Activities will include public artist lectures, private studio visits to the Texas Tech printmaking facility, an exhibition of original works and public demonstrations at the Helen DeVitt Print Studio at CASP during the First Friday Art Trail on Friday, October 7th, and a printmaking workshop on Saturday, October 8th. Hancock and Hernandez are both nationally renowned printmakers and have exhibited throughout the United States as well as internationally. Committee Comments: • Project has good artistic merit • The application indicates marketing and promotion will be a collaborative effort with the Texas Tech School of Art; events will also be posted on a number of event calendars with a state-wide reach; • The Friday portion of the event will take place during the 1 st Friday Art Trail; creates additional opportunities for cross -promotion • Cultural Arts Grant funds recommended ($1,700) will be used towards the cost of Professional Services (Artist Fees) and Supplies/Materials I 1606-004 Fiestas del Llano, Inc. Fiestas Patrias 2016 Amount Requested: $15,000 Amount Recommended: $ 8,500 Fiestas del Llano requested $15,000 to assist with costs associated with Fiestas Patrias 2016 that will held at the Buddy Holly Park/Landwer-Manicapelli House on September 15-17, 2016. Fiestas Patrias celebrates Hispanic history, music, art and culture on the South Plains. Fiestas Patrias strives to maintain cultural purity in music, dance, and art as well as present currently popular Hispanic music. In addition, their goal includes educating young people about their Hispanic heritage and providing entertainment through various styles of music to include Tejano, Norteno, and Salsa. An art show featuring pieces by local Hispanic artists is planned in conjunction with the event. Funds requested are to assist with professional services (performers, DJ and sound/staging), facility rental and advertising/promotion. Committee Comments: • Project has good cultural and artistic components that include music, art and dance • Applicant plans to promote the project through the Visit Lubbock website, the venue's website, social media and through press releases sent to newspapers in Midland/Odessa, Amarillo and Eastern New Mexico • With a Texas Tech football game that weekend, applicant hopes to attract visitors that will be coming to town for the game • Application indicates good corporate support • Cultural Arts Grant funds recommended ($8,500) will be used towards the cost of Professional Services — Performers ($5,050) and Promotion/Publicity ($3,450) 1606-005 The Lubbock Chorale Handel's Messiah: A Community Singalong Amount Requested: $ 4,500 Amount Recommended: $ 3,500 The Lubbock Chorale requested $4,500 to assist with costs associated with the presentation of "Handel's MESSIAH: A Community Singalong" that will be held on December 9, 2016 in Hemmle Recital Hall at Texas Tech. The concert will include Christmas carols followed by a performance of Part I (Christmas/Nativity portion) of Handel's masterpiece MESSIAH, for which the audience will be invited to join the Chorale in singing all six choruses of Part I and close with a seventh chorus (added from Part II): "The Hallelujah Chorus". There will be 120 musicians performing, including over 100 members of The Lubbock Chorale, soloists, and instrumentalists. Committee Comments: • Project has strong artistic merit • Application indicates a good plan for marketing the event 3 • Since this is a first time event, there is no history of tracking tourism; however application indicates a good plan for marketing and tracking tourism through zip code data provided by Select -a -Seat • Cultural Arts Grant funds recommended ($3,500) will be used towards the cost of Professional Services (Accompanist/Orchestra Musicians) and Promotion/Publicity 1606-006 Art League of West Texas Foundation Art League of West Texas 2016 Membership Fall Show Amount Requested: $ 400 Amount Recommended: $ 400 The Art League of West Texas Foundation requested $400 to assist with costs associated with their Fall Show which will be held September 12 — October 18, 2016 at the Legacy Events Center. The Art League of West Texas Foundation supports artists of multiple 2D and 3D artistic media. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gauge their growth as compared to advanced and professional artists. Committee Comments: • Project has strong artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant has a good plan for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($400) will be used towards the cost of Professional Services (Judge) and Other (Artist Awards) 1606-007 West Texas Watercolor Society West Texas Watercolor Society 2016 Fall Membership Show Amount Requested: $ 500 Amount Recommended: $ 500 The West Texas Watercolor Society requested $500 to assist with costs associated with the presentation of their Fall Membership Show at the Legacy Events Center. The show will run from October 24 through November 30, 2016. All artists, from novice to professional, are judged together which allows the novice and intermediate artists to gauge their growth as compared to advanced and professional artists. Committee Comments: • Project has strong artistic merit • Applicant has a good marketing plan in place; plans to promote the show through various online tourism websites and calendars • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($500) will be used towards the cost of Professional Services (Judge) and Other (Artist Awards) 4 1606-008 West Texas Watercolor Society "Going Beyond a Likeness" with Peggi Habets Amount Requested: $ 2,225 Amount Recommended: $ 1,750 The West Texas Watercolor Society requested $2,225 to fund costs associated with the presentation of a workshop featuring award winning artist and instructor from Pittsburgh, PA, Peggi Habets. The workshop will be held October 23-28, 2016 at the Ashmore Inn and Suites and will include a public demonstration by Ms. Habets at the Legacy Events Center. The workshop is designed for those who would like to take their figure paintings and portraits to a more creative level by incorporating storytelling, composition and color harmony. Committee Comments: • Project has strong artistic and educational merit • The multiple day workshop creates great potential for overnight stays • Applicant is partnering with a local hotel • Application indicates attendees will be coming from California, Louisiana and Florida as well as cities in our region • Applicant has a good plan in place for tracking tourism and room nights generated • Cultural Arts Grant funds recommended ($1,750) are to be used for Professional Services (Guest Artist Fees) 1606-009 National Cowboy Symposium & Celebration, Inc. National Cowboy Symposium & Celebration Amount Requested: $28,000 Amount Recommended: $22,000 The National Cowboy Symposium & Celebration requested $28,000 to assist with the cost of producing the 28th Annual Cowboy Symposium and Celebration to be held on September 9-11, 2016 at the Lubbock Memorial Civic Center. The requested funds would be used for performer/presenter fees, technical stagehand fees and to advertise and promote the event nationally and regionally. Over 75 performers and participants (poets, musicians, storytellers, panelists, chuck wagon cooks, and special presenters) will appear at the 2016 Celebration. Also planned is a Youth Wild West Day (cultural and educations activities for students) and Texas State Historian, Bill O'Neal will be featured speaker. Committee Comments: • Project has strong artistic and cultural merit • Project has a good history of generating tourism and room nights • Organization has good foundation and corporate support • Applicant plans to partner with two local hotels • Application indicates a good marketing plan, both regionally and nationally • Applicant has a good plan for tracking tourism and room nights • Cultural Arts Grant funds recommended ($22,000) are to be used towards the cost of Promotion/Publicity ($4,000) and Professional Services - Artist Fees ($18,000) E 1606-010 Lubbock Arts Alliance 2016/2017 Marketing of Lubbock Cultural District Amount Requested: $17,000 Amount Recommended: $ 9,000 The Lubbock Arts Alliance requested $17,000 to assist with the marketing of Lubbock's Cultural District. The funds requested would be used towards the cost of creating a new mobile friendly website, a viral video, and contract labor for the preparation and distribution via email and social media of a weekly events calendar promoting the facilities and activities in the Cultural District. Other marketing efforts include ad placement in the LCVB Visitor's Guide; 200,000 copies of the Guide are distributed throughout the region including local hotels and the airport; cooperative ads in Texas Monthly and Texas Highways; and an APP for IPhone and Android. Committee Comments: • Project supports the arts, humanities and cultural tourism • Project provides additional advertising for cultural events by selling a complete "package" of the arts in Lubbock to visitors and potential visitors • Application indicates a good marketing plan outside the local area • Application indicates good foundation and corporate support as well as a substantial grant from the Texas Commission on the Arts • Cultural Arts Grant funds recommended ($9,000) will be used towards the cost of Professional Services and/or Promotion/Publicity 1606-011 Lubbock Arts Alliance, Inc. 20th Take in the Local Color! Lubbock's Artist Studio Tour Amount Requested: $15,000 Amount Recommended: $12,500 The Lubbock Arts Alliance requested $15,000 to assist with advertising, supplies and professional services fees associated with the Take in the Local Color! Lubbock Artist's Studio Tour which will be held on November 12-13, 2016. The goals of the project are to: provide community awareness and education in the visual arts; offer a venue for artists to showcase and sell their works, facilitate a quality visual art program for students to attend, and attract visitors/tourists to the region. This event allows audiences the unique opportunity to observe the artists in their working environment, many of which are private homes. The Studio Tour will showcase six local artists at each studio location. Last year, over 48 Lubbock County artists were showcased in nine locations. Artists will display original art such as painting, drawing, pottery, fiber, jewelry, glass, leather, wood and sculpture. In addition, there will be artist demonstrations and performances by local musicians at the various studio locations. Committee Comments: Project has strong artistic merit Application indicates a strong marketing plan; marketing efforts will include the distribution of full color brochures to 5,000 individuals, many of whom live outside the Lubbock region 2 • Project historically generates very good attendance as well as good tourism numbers • Application indicates that tourists from New Mexico, Kansas, Maine, California and throughout Texas attended last year's event; good tracking methods are in place to determine out of town attendees and room nights generated • Applicant will be working with Visit Lubbock to disseminate information on the Studio Tour through their tourism contacts • Cultural Arts Grant funds recommended ($12,500) will be used towards the cost of Promotion/Publicity, Professional Services (Juror, Graphic Designer, Photographer, Website Designer), Supplies, and/or Postage 1606-012 Lubbock Arts Alliance, Inc. 4th Annual Scottish Ceilidh and Robert Burns Supper Amount Requested: $11,500 Amount Recommended: $ 4,000 The Lubbock Arts Alliance requested $11,500 to assist with costs associated with the 4th Annual Scottish Ceilidh and Robert Burns Supper to be held on January 28, 2017 at the Texas Tech University International Cultural Center. This celebration will continue to highlight Scottish heritage and the living legacy of Poet Laureate, Robert Burns, and is open to the general public. Activities will include readings from the poems of Robert Burns, lectures on the history of the Burns Supper, and a concert by DAIMH, a Gaelic super group from Lochaber in the Highlands and Islands of Scotland. Burns Suppers are most common in Scotland and Ireland, however, there has been a surge in Burns' Night celebrations in the U.S. The event in Lubbock is regarded as the largest one in the nation attracting guests from cities such as Dallas and San Angelo. Committee Comments: • Project has strong artistic and cultural merit • Applicant plans to partner with a local hotel • Application indicates a good marketing plan for generating tourism outside the Lubbock area; applicant plans to reach out to Scottish heritage groups in Arlington, Boerne, Dallas and Midland, all of which have devout followers • Application indicates a good method for tracking out of town attendees and room nights generated • Cultural Arts Grant funds recommended ($4,000) are to be used towards Promotion and Publicity ($3,500) and Supplies/Materials - Haggis ($500) 1606-013 University Interscholastic League - TTU UIL One -Act Play Director's Workshop Amount Requested: $ 6,000 Amount Recommended: $ 5,000 The University Interscholastic League requested $6,000 to assist with costs associated with the UIL One -Act Play Director's Workshop that will be held October 7-8, 2016. The workshop is designed for theatre educators and will provide training on such topics as selecting scripts, casting parts, designing sets/costumes and marketing/advertising. The funds requested are to 7 cover guest presenter fees, state director/judging panelists, class instructors, and demonstration materials. Committee Comments: • Project has strong artistic and educational merit • Applicant plans to partner with a local hotel • Application indicates a good marketing plan to promote the event to over 1,000 directors within the state and will send information to private schools in the region • Cultural Arts Grant funds recommended ($5,000) will be used towards the cost of Professional Services - Guest Presenters, State Director/Judging Panelists, Class Instructors, and/or Presentation Materials 1606-014 Louise Hopkins Underwood Center for the Arts Flatland Film Festival Amount Requested: $14,500 Amount Recommended: $11,500 The Louise Hopkins Underwood Center for the Arts (LHUCA) requested $14,500 to assist with costs to produce the 2016 Flatland Film Festival. The Festival will feature independent shorts by filmmakers through a competitive Call for Entries and showcase Texas filmmakers. Funds requested would be used for marketing and promotion as well as professional stipends. The Festival will take place October 6-8, 2016 at venues on the LHUCA campus and the Alamo Drafthouse. Committee Comments: • Project has strong artistic merit • Good collaboration with KTTZ-FM, the Alamo Drafthouse and the Ranching Heritage Center; provides for cross -promotion opportunities • Multiple day event creates great potential for overnight stays • Application indicates a good marketing plan outside the region • Cultural Arts Grant funds recommended ($11,500) are to be used towards the cost of Promotion/Publicity 1606-015 Louise Hopkins Underwood Center for the Arts First Friday Art Trail Amount Requested: $16,000 Amount Recommended: $14,000 The Louise Hopkins Underwood Center for the Arts requested $16,000 to fund marketing efforts and shuttle transportation to and from the participating venues for the First Friday Art Trail. The event will be held monthly from September of 2016 through August of 2017 and is free to the public. Now in its 11th year, this community -wide cultural event presents a wide variety of genres of visual and performing arts in eighteen venues. Venues include commercial galleries, museums, arts organizations, businesses, health clinics and artist's studios. Committee Comments: • Project has strong artistic merit • Project creates great exposure for the venues and the artists • Project continues to maintain good attendance numbers; over 43,500 individuals attended the Art Trail in 2015, which is up slightly from the prior year • Application indicates a good plan for tracking tourism and room nights generated • Application indicates a good marketing plan for advertising outside the region and will include, in addition to their other marketing efforts, advertising in the statewide "Authentic Texas" magazine • Cultural Arts Grant funds recommended ($14,000) will be used towards the cost of Promotion and Publicity • Grant funds were considered for the entire year-long program; future applications for this timeframe may not be considered 1606-016 Lubbock Community Theatre, Inc. Lubbock Community Theatre 2016 Fall Season Amount Requested: $15,000 Amount Recommended: $ 8,000 The Lubbock Community Theatre requested $15,000 to assist with promotion/publicity expenditures associated with the presentation of their Fall Season of plays. The Jazz Festival will feature Jazz legends Ramsey 6 Lewis and Earl Klugh as the main headliners on Friday and Saturday night respectively. Opening acts will include Jonathan Butler, Tom Braxton, and Arlington Jones. Other components will include a youth scholarship performance and jazz workshop for high school students. Last year's Festival attracted visitors from Dallas, Midland, Odessa, Amarillo, and San Angelo. The production will feature over 150 local dancers as well as 45 musicians in the live Nutcracker Symphony Orchestra. Guest artists, including New York City Ballet Principal Amar Ramasar, will round out the cast. The production will be held in conjunction with LCU's Parent/Family Weekend festivities and will include a cast and crew of over 35 and an orchestra of at least 15 musicians. The musical is an ingenious intertwining of well-known fairy tales set to amazing Sondheim music. Due to the difficulty of the music, extra rehearsal time with the musicians will be required.
